Lowering the speed limit in that area would be the least expensive option. Then people would prefer the 55 mph, four-lane, Hwy 51 option which is only about a mile away.

It's not really free if you have to pay for internet access. Access is at least $40/mo from Charter. AT&T doesn't cover my area. I make too much to get the free help, but not enough to afford it on my own.

I don't agree that a access to I-90 from the west side of Beloit would be improved by adding a spur thru Garden Village, and it would spoil that neighborhood. One still has to cross the river from the west side. Adding an interchange at Town Line Road would be more beneficial to residents on the west side of Rock River, but I don't see a real benefit considering the cost of either project.
