Police continue prostitution investigation

JANESVILLE Police anticipate arresting Screamin’ MeeMees’ owners Jim and Rebecca Halbach and the strip club’s manager in relation to an ongoing prostitution investigation there, Deputy Police Chief David Moore said Tuesday.
Moore asked that the city’s alcohol licensing committee postpone a vote for at least 30 days on whether to issue a liquor license to the 402 W. Delavan Drive site. That may give the district attorney enough time to file charges, Moore said.
Rebecca Halbach, Jim Halbach’s wife, applied for the license.
Halbachs’ attorney, Stephen Werner, said the Halbachs would close the strip club if they get an alcohol license. City ordinance requires that, as well.
The committee postponed the decision until July 1.
Screamin’ MeeMees has been under investigation since last summer, and 18 people have been charged with misdemeanor prostitution. Assistant district attorney Raymond Jablonski said one of the women charged had her charge amended to disorderly conduct and paid the county fine. Two male clients pleaded guilty.
“The police department has some serious concerns about granting this alcohol license,” Moore told committee members before their deliberations.
The investigation is ongoing and police “anticipate charging the owners and manager of Screamin’ MeeMees as it relates to this investigation,” Moore said.
Police have new information and continue working with the district attorney’s office, he said.
Moore told committee members that police are concerned that the same individuals running Screamin’ MeeMees would receive the alcohol license.
City attorney Wald Klimczyk, who was on vacation, asked outside counsel whether the city could legally consider past violations at the strip club in issuing an alcohol license.
Attorney Richard Yde, Madison, said in a letter that there is “substantial evidence that Screamin’ MeeMees has been maintained as a ‘disorderly or riotous, indecent or improper house,’ as that phrase is used in (Wisconsin statutes) … In particular, it has been used as a house of prostitution based on direct observation by city police officers and other evidence, resulting in numerous arrests … ”
Werner said Tuesday that he “obviously” would not address the allegations or what appear to be forthcoming allegations.
“With all due respect, if you are concerned about operating an adult (strip club) at that location, we’re certainly proposing to eliminate that use,” he said.
Council and committee member Tom McDonald first proposed denying an alcohol license, but he did not get a second.
Voting to postpone the vote for 30 days was Mark Schroeder, Matt Schreier and Carol Engebretson.
Moore said he’d prefer 60 days, but Schroeder said the committee had an applicant who should get a timely answer.
Jim Halbach was unable to get an alcohol license for 402 W. Delavan Drive after he bought the former Springbrook Food Mart in 2000.
Neighbors then complained about too many bars in the area and the possibility of noise, trash and vandalism.
He then opened Screamin’ MeeMees. He also owns Diamond Jim’s Isabella Queen, a strip club on Highway 51 south of Janesville.
Halbach is applying for an alcohol license for Rev. Jim’s Roadhouse. Halbach owns Rev. Jim’s Roadhouses in Madison and Stoughton.

LVMD-I have noticed people calling the girls that work there disgusting, more so than the actual club. I think that was based more on the pictures in the paper. They were pretty nasty looking.

i dont know these people, but they havent harmed me or my family in anyway. and i can almost bet they dont effect most of you so called respectable people lives either.i can almost bet some of these very judgemental people have real big skeletons in their closets to hide. back in my bartending days, you would be surprised, who you would see with who hiding in a booth trying not to be seen. so before you judge these people and get the noose out, think about what you are hiding. this town is no more than a little peyton place. lol

YOU are bringing the subject up this time. i appreciate you recognizing my superior sales skills. if you only knew. the easiest sales are by just speaking the truth. and not to just be argumentative but my problem IS with the govt and their hypocrisy. but i also realize that that is an uphill battle for an individual such as myself as larger wealthier groups are already fighting that fight. the people arent my problem at all, they are the solution to my problem. thats why im HERE gfan. thats why i turn every story i can into making a point or two about the benefits of marijuana/cannabis/hemp and why i tell strangers of my marijuana use. im here to educate and SHOW weve ALL been greatly misled.

I feel my tax dollars are being wasted on this subject. I believe in the phrase pick your poison. I think they have the right to have a place like this so long as it is zoned for it. It is a perfect location there are no schools near there. We can not control if the have a club like this so just be happy to control where it is located. I have to ask how many people do you think on a Sunday drive go down by there. I bet zero so it does not hurt Janesville's image.

thekid..., my point is: your problem, at least for now, is not with the government but with the people. You have to get the people, or at least a substantial portion of the people, to champion the cause.
You've already convinced a lot people here that you, as an individual, are dedicated to the cause. And you've sounded-off about your superior sales skills. Your dedication and your skills are what's needed to take this thing to the next level.

I will agree that the Halbachs probably didn't know about the prostitution. They take a lot crap regarding their businesses already, I doubt they'd be dumb enough to allow prostitution knowing how much people dislike them. I do however wish the city would give them the liquor license they want so they can put an end to Screemin Mimis. I am a female and I used to deliver pizzas for a place in Janesville, everytime I'd have to deliver to Mimis one of the strippers would grab my butt or say something nasty. The way the customers would talk to me and look at me was a bit disconcerting as well. I had more problems delivering there than at any bar we went to.

First off, calling a lap dance in a club prostitution sets the tone for the rest of the story. It is a trumped up charge using the same loopholes we all hate lawyers for. How many people in this town would agree that a lap dance is prostitution? I believe it to be very few. The general conception of prostitution brings a totally different scenerio to mind and those I have asked.
So after Williams and others treated the Halbachs unfairly, they did what most people wish they could do in theory, they want to get even.
Then the couple outright PAYS for the city's fireworks for several years. How did Forward Janesville or the business community respond to a lack of funding for fireworks? They didn't. Matter of fact, I overheard and took part in a conversation that included ". . .we are waiting for the Jaycees to lose the 4rth. Then we can start our own festival like Riverfest."
So now the city is on a witch hunt to get even with the couple.
I cant wait to tell my kids that there wont be fireworks, unless we go to another city to see them.
I dont go to those clubs. I have been in clubs just like theirs though. It fills a niche or they would not be open. Why not just let it go, give them the license so the club goes away and all the prudes will once again be happy and those who wish to frequent the not so local strip clubs, can.

I say I'd keep the club open to spite the community at this point; as the police and community are doing nothing but damaging reputations of RESPECTABLE people.
I feel for this couple; trying to run several businesses and obviously expected to be in control of every situation that occurs at all of them; I dont believe they had prior knowledge as to the supposed ongoings at the club; It is IMPOSSIBLE for them to be in total control;even with internet surveillance (Who watches the cameras 24/7 (I have a similar setup at my office and am able to view it at home, I know I certainly dont watch the video feed all the time; I have a life, and with all the clubs hey own I can only assume how busy they are; now the management is another story; they should be aware of everything going on, they are paid to manage.
As for the evidence against them and the girls, well, I think anything is possible but no story is black and white there are tons of other colors in between. Evidence can be read wrong and the police can also make mistakes in believing stories that can be false; I am in agreement with sassy, this looks too much like a witch hunt to hold much validity for me; These poor folks have been jerked around by a community who they so obviously support.

I am a friend of the Halbach's and I can honestly say they are two of the nicest people I know. Jim would give you the shirt off his back to help anyone out. I do have a daughter and I would not be happy if she was a dancer in a strip club. That does not mean that there should not be strip clubs. I would not be happy if my daughter turned out working for Burger King.

I've got no use for those folks or their clubs. BUT, why is it ok to do those acts downtown or at other "fine" bars for free? You can get flashed or touched anywhere in town for free! Makes you wonder how hard up people are to pay for it with the girls of Janesville giving it away. Main St. is probably worse than any of sleazy Jim's clubs. Get a grip on life, the good girls are as bad as the paid ones. I would rather they keep it in a closed building than see it everywhere.

I am so sick and tired of people calling the club discusting. Nobody knows me. I was not arrested. I am a mom of three. My mom does know what I do for a living and is not ashamed. I know Jim and Rebecca and they are nice people. They are not bad. Nobody was complaining when they sat and watched the fire works that Jim and Rebecca paid for. As for the subject of the liquor liscence it will eliminate the club that people seem to have such a problem with. On my own behalf any time the editor would like to come and interview me I would be more than happy to speak to him.

I have met Jim and I was not at all impressed. He seemed creepy to me. When the club first opened I was actually amused about it. The city couldn't do anything about it and that's what they get for not giving him a liquor license. But now I'm disgusted. To me it was not a decent place at all. I never went in there but I saw some of the girls that came out and I sure the heck wouldn't want to see them fully nude let alone clothed. I know they are just trying to make money but you would think they had enough money from the other club and two other bars. If he knew there was prostitution going on then he needs to be arrested for it, along with everyone else that knew. I honestly do not feel sorry for him!

Just as you are entitled to your opinion, as is everyone else. If everyone felt that way, they wouldn't be able to make a living doing what they do. I do not agree with the prositution that went on, but if they kept it legal I don't personally care if there is a strip club in town. Just because you don't agree or like something, doesn't mean someone else has to feel the same way. As long as people in this community continue to frequent this place, it's likely to stay.

Let them go make their living someplace where there are no morals or values. They should have made the purchase of the building subject to their intended use instead of trying to shove it down the throats of the liqour advisory board after the fact. What do they do instead? They open a disgusting strip club which has produced prostitution! For their supporters, do you have daughters? If so, I'm sure your friends the Halbach's would give them a job in their strip clubs. How would you feel then? Maybe you could take all your friends to see your daughters new vocation.

I just want to know which of the bashers on these blogs have actually met these people. They really are not that bad. All they want to do is make a living; if the city council (who has always been against them) had just granted the liquor license to them in the first place it would have been a sandwich shop and bar. There are 3 bars within a block down there. What makes it any different from downtown. With all the hoops for the city they have tried to jump through with no avail; people tend to become a little spiteful. If you had bought a building and then the city said that you couldn't use it for what you intended it for, I think you would to. Good Luck Halbach's.

Jim Halbach looks a little like Larry Flint. He has likend himself to his image and has even gone so far as to call himself a Larry Flint. These people are a disgrace to our community and should be shut down. They do not need another liquor license!
