Janesville police unsurprised by recent gang graffiti

— A recent rash of gang graffiti didn’t surprise Janesville police.

The weather’s getting warmer, teenagers were on spring break and rivalries are heating up among Janesville gangs, said Officer Chad Pearson, a member of the police department’s street crimes unit.

Janesville police responded to between eight and 12 incidents of graffiti from three gangs in the past week, Pearson and other officers estimated. Police records reported graffiti at:

-- Lustig Park, 900 S. Chatham St.

-- Bond Park, 201 N. Oakhill Ave.

-- Parker High School, 3125 Mineral Point Ave.

-- A stop sign at Delavan Drive and Terrace Street.

-- Monterey Rock, 501 Rockport Road.

-- 12 N 12 Drop-in Center, 407 Van Buren St.

-- Several cars and residences.

Most of the graffiti was reported between Monday and Thursday.

Police have arrested a 15-year-old boy and a 16-year-old boy in connection with several graffiti incidents over the past two weeks, Pearson said.

Gang graffiti is different from other graffiti because it marks the group’s territory, Pearson said.

“Gang graffiti is meant to send a message,” he said.

Janesville is home to at least seven self-identified gangs and between 100 and 200 gang members, Pearson told The Janesville Gazette in February.

He declined to name the gangs involved in the recent spate of graffiti because naming a gang validates it and encourages other gangs to commit similar acts, he said.

He recommended property owners remove gang graffiti as soon as possible so the gang will get less attention.

Some of the graffiti damage last week could cost property owners thousands of dollars, said Officer Michael Blaser.

City parks director Tom Presny said a typical graffiti-removal job costs $185. That includes two people working four hours, as well as the cost to use the city’s high-pressure water blaster and supplies.

Equipment won’t work in cold weather, and workers often are busy plowing snow, so some graffiti is painted over and waits until warmer weather for removal, Presny said.

Dave Leeder, maintenance supervisor for the Janesville School District, estimated it costs about $200 a year to remove graffiti from school properties.

“We’re pretty lucky. We don’t really have a lot of it,” Leeder said this morning.

Leeder said the sidewalk graffiti at Parker was painted over because of the weather, and it’ll be removed later with the district’s power washer.

Leeder and Parker Principal Dale Carlson noted that graffiti removal also keeps workers from attending to other maintenance and custodial duties.

Graffiti artists are usually younger members of the gang looking to prove their loyalty, Pearson said. As gang members get older, they leave graffiti to the next generation and move on to other activities, he said.

Police hope last week’s arrests will deter other would-be graffiti artists, Sgt. Jim Holford said.

“What we find is, when somebody’s held responsible for some of these actions, they kind of go away,” he said.

a gang is organized. I don't see anything organized here in Janesville. what a joke. and I walk my dog everyday in the fourth ward. not very scary.

hollynpat-I understand your point but the outlaws committed numerous homicides and even engaged in car bombing in Chicago. So please do not make them sound innocent, they were quiet in Janesville because this was their "safehouse" to avoid the heat.

ya, my sweet litlle angel done a little bit of tagging a few years,back, she sat 45 days as guest of the juvenile detention center, and 150 dollar fine. did she deserve this harsh sentence? every bit of it. has she tagged again? uhhh, no. not worth the time she had to sit for it. as far as some of these kids called wanna bees, they read these posts also, and makes them more angry, because they are being made fun of, so then they have to prove themselves. when these kids are picked for crimes even minor ones, thats when the harshest punishment within reason, should be given, not by the time they are getting sent to ethan allen or southern oaks. if all this probation, and juvenile detention center worked, they wouldnt get away with what they do.

when the cops catch these wannabe gang bangers they should send them to the north side of Milwaukee or south side of Chicago. drop them off in a dark alley, they'll be crieng for mommy to pick them up. yeah.... they're really tuff.

maybe if the police wouldn't have ran the outlaws out of town these piddly gangs wouldn't be going around painting and selling drugs. you know no matter what gangs are selling drugs. the outlaws sold drugs too. but when they were in town we didn't have all the wannabes tagging thier teritory. I think the outlaws were pretty much selling weed. the gang bangers here today are selling crack and heroin. I would welcome the outlaws back in town.

I'm curious - who cleans up the graffiti once it is noticed? Does the city have something implemented? Do the people volunteer to wash it off or do residents simply complain without taking the initiative themselves?

When I moved into a new area of Chicago, yes, there was a tagging problem. I called 311 (non emergency) and within 24 hours the graffiti was removed. I did this numerous times. Guess what? It works. Within a few months the tagging has ceased. If nobody has the inclination to do something about it, the punks win! The moron-kids (I use that term loosely, yet accurately) move to other areas to do their wretched 'street art'.

It shouldn't be the responsibility for others to keep you entertained. It's up to YOU to make the effort to learn about opportunities and what's happening to then join in the fun! As I always told my children, "Only boring people are ever bored."

Pizzaman seems to have been entirely removed from all Gazette comment boards. I admit he was offensive, but he was a shinning example of self-rightousness. His smug eliteism was thought provoking, even if course and abrasive. Did you really have to flush him down the memory hole Mr. Angus? It seems your team was doing a good job of policing his comments.

I grew up on the Southside of Chicago. My family and my life was almost totally ruined by gangs. I was almost killed, and went to more funerals before I was eighteen then I can count. The stigmata still follows me today even though I do not have anything to do with gangs and have improved my life for myself and my family. I moved to Wisconsin when I was pregnant with my son to get away from the gangs. It is so sad to see that it is starting up here too. Don't be fooled by everyone saying "Wanna be's." They can be just as dangerous, if not more so, because they feel they have to prove themself. Today it's taggin', tomorrow it's gang wars. It's already in Beloit. Janesville is just right up the road.

I have to agree with the posts that there is nothing to do in this town anymore. I have lived here for over 4 decades and seen this town change face completely. For that matter the world around us is changing dramatically. No skating rinks - there used to be 3 of them. Even the "circuit" has been taken away. So for everyone pointing fingers and typing frantically...turn off the computer and get involved. Punishment is not always the answer. Change someone's life by caring instead of complaining. You have individuals that seem to like to paint. Don't give them the satisfaction of the publicity of the articles in the Gazette....give them a paint brush and a can of paint and let them go at it. Paint the benches at the ice arena, let them leave their mark by putting their initials on the bench when they are done. Let them hear someone say how nice it looks when they are done. A little positive reinforcement will serve a lot better than locking them up. Let's leave the jail cells for someone more deserving. I am pretty sure that these kids are quite confused and their "gangs" are where they feel they fit in. We all have our gangs - bowling teams, PTA and even church groups. These are places we fit in. Reach out to one of these kids and you will find they are just kids. It might take a little extra effort but you just might find out something about yourself in the process.

Ok...the media needs to stop broadcasting this type of behavoir. Even though the JPD refused to name the gangs, they still got recognition. We need to be on top of our neighborhood watching and REPORT anything and everything suspicious. That is how these punks are going to know that they aren't going to get away with things such as this.

simondavid-I wish the roller rink was still there, too. That way the ice arena wouldn't be getting trashed by teens that have no respect for other people's property. The Janesville Figure Skating club put a lot of time and effort last year into redoing the benches and painting the warming room. It has not even been a year yet and the room looks like crap. I am not saying all teenagers are disrespectful, but most of the ones that just get "dropped off" by their parents are the ones that cause the damage. So, I understand why the roller rink was closed. If the ice arena were privately owned, I'm sure the owners would eventually close it. If the teenagers of Janesville want something good to do, they need to not destroy what they do have, or had.

You have said in a post that you have a child ??? I hope that child has another parent in their live that thinks and believes differently than you . That bad gene pool that you have talked about... kids these days in janesville are just a bunch of punks.although i am one of the adolescents
i have much more respect for this town then pratically any other person that i know.if this town would wise up and actually give these kids something to look foward to each day then i think that none of this would happen.
even though this town has very little grafitti problems,it could be much worse.what this town should have done is keep the skatin' place open.i remember going there EVERY friday and there was so many people there.now that it has closed down all the kids have either turned to drugs or crime to fill the void in their lives.i mean c'mon it shouldnt be that hard to realize what is and is not wrong.these kids these days wouldnt know a hard knock life was if they were already living it.

Here's a thought: I own my life. To deny this is to imply that another person has a higher claim to my life than I do. The product of my time, energy, and talent is my property. By stealing, or damaging my property you're damaging my life. You're taking away from me that part of my life I expended to acquire the property. I can't get that back. I have the right to defend my life.

I agree that the kids who get caught should be the ones who have to operate the power washers. Clean up their own tag. I also agree that Ethan Allen doesn't solve anything. I have several cousins who have been in and out of that place as teenagers and now as grown ups they're in and out of jail. Ethan Allen never made them "better."

Kids with serious charges are sentenced to state institutions. Mel, I hope your son turns it around and learns at a young age. He needs to take responsibility for his actions. Give him your support, it is the best safety net he has.

u might think ethan allen is the answer,but in alot a cases it is not, that is not a treatment center it is a prison for boys, the people that work their are taught to defend themselves. yes there are programs but not all of them work. i know this first hand, my son has numerous mental health problems, and this place only worsened him. by the time he got out he was destroyed. he will never be the same. remember one thing when your kids go into juvenile court,they dont care what happens to them, as long as they can get rid of any kids who cause a problem.

The Rock County Circuit Court Judge assigned to Juvenile Court often make restitution or community service part of the sentence. I highly doubt that those who tag (vandalism) will be waived into adult court. Unfortunately we won't know what the Juvenile Court did because juvenile records are closed, i.e. not on CCAP. Tagging should be treated seriously because it belies underlying problems, devalues property, casts a negative image of neighborhoods, and the City.

We had a Judge in my home town out west that had minor lawbreakers do various jobs around town. My favorite was having them paint Fire Hydrants because they really looked sharp. If you had these kids doing something like this they may have more pride in their community.

billnewbie is referring to State v. Dubose, the 2005 decision regarding police "show-ups".

The decision does not require that cases be thrown out. In the Dubose case, the police already had probable cause to arrest him and a standard line-up would have been appropriate. In any case, it is unlikely that a tagging case would result in a challenge. Tagging is generally a misdemeanor property damage charge and unlikely to result in jail time, let alone somebody's punitive fantasy of sending them to Ethan Allen. Most such cases are diverted into the county restitution program.

And yes, it's well known that incarceration facilities are networking and educational opportunities for budding criminals.

Remember, that if you see kids "tagging" and call the police, and if they run away and the police chase and catch them and bring them back for you to identify, then the courts will throw out the charges due to a new ruling by the state supreme court, the majority of which (including incumbent candidate Louis Butler), claimed that such identification is too prejudicial and therefore cannot be used. Don't forget to vote tomorrow!

i think the whole ethan allen thing is a joke. my younger brother has been up there a few times. he says that all the kids do up there is teach each other there "secrets" and make plans to meet up on the outside to cause trouble together. he was in the same cottage as one of the guys that murdered the miller exec. in milwaukee less than a month after being released.

First of all this ain't their territory its ours as home owners and ours as taxpayers. These so-call gangsters ain't nothing. They are a bunch of wannabee gangsters who claim something their not. Maybe it makes them feel tough or maybe mamma didn't care enough. What ever it may be it ain't enough of a reason to ruin and or destroy public or homeowners property. These guys when caught should be the ones who clean up what they did. Maybe if their parents have to pay for it they will punnish them for what the did and they won't re-offend. Or maybe the home owner should spray paint their last names on their faces. Oh wait, I know thats cruel and not the right thing to do but you know what neither is destroying something that we as hardworking americans work hard for day in and day out.

What is the penalty for getting caught "tagging" a building or sign? I would think if you had a stiff sentence maybe we could at least get some of these gang bangers off the street or keep them from doing it in the first place. If they are in it deep enough to tag, lets send them to Ethan Allen until their 21, maybe they can be saved.
Of course the DA tried to offer EA for two years to that 16 year old who shot someone, so I won't hold my breath on any tough sentences for tagging.
