Sex offender released in Janesville
JANESVILLE--Janesville police are notifying the public of a convicted sex offender's release from Rock Valley Community Programs halfway house into the community.
Kenneth G. Ashmore, 45, was released Monday from the Rock Valley facility between Beloit and Janesville, according to a Janesville police news release. He has established residence in the 400 block of South River Street in Janesville. Ashmore is white, 5-feet, 8-inches tall, 190 pounds and has brown hair and brown eyes.
Ashmore will continue to be supervised by the Department of Corrections until May 2017 with the following restrictions:
-- No contact with minors -- Cannot consume alcohol or illegal drugs -- Life registration with the sex offender registry -- Lifetime GPS monitoring -- Subject to random visits by department of corrections -- Must avoid schools, parks and daycare centers
Ashmore’s criminal history includes convictions of first-degree sexual assault of a child in 1995 and 1996. Ashmore assaulted three young girls--all of whom he knew--ranging in age from 7 to 10. Ashmore was sentenced to 20 years in state prison of which he served 11 years.

and he's not required to participate in the sex offender registry. (is that because it was 2nd degree? I'm not familiar with the who is required/who isn't law...anyone?) also part of his sentence is that he's not allowed to be ALONE with underage children...so he can continue to be around the boys all day at work...it's sick

The worse part is he has been accused my MULTIPLE young boys. In some cases the defendents have not wanted to drudge up the memories to stand trial. This guy is truly a piece of garbage.

he's a convicted sex offender...he served his "time" during winter months while Frostie Freeze is closed. Please don't patronize his business. I am not libeling him. He was guilty of 2nd degree sexual assault of a child in 2003.

I am for making all these sex offenders live together in a house where they can feast on one another. I still can't believe the owner of Frosty Freeze is allowed any where near a young person. People who go to that place and help him earn an income need to get a clue.

As a grandparent who has a granddaughter who was touched inappropriately by a person she knew and he is out on the streets still, I dont have much faith in the justice system in Rock County. She is in counseling and we are hoping that will help!

The literal dumping so many group homes, charities, and high-risk individuals in the downtown/4th Ward area may temporarily make those in the outlying residential areas feel more safe and comfortable but, such concentration demonstrates that many are more concerned about their own individual priorities rather than working together in COMMUNITY for the well-being of all; for the benefit of Janesville itself. All residents, including those at-risk populations who do need assistance, would be better far served by wider sharing of our civic and humanitarian obligations if more equitably allocated across all of the city.

After reading this last night I went to the link http://www.offender.doc.state.wi.us/publ... and looked everyone up to see if they lived in my neighborhood, as I have a 5 year old little girl, and I was amazed at how very few were incarcerated with FELONYS against a child!!! Ist degree sexual assualt of a child is sex with one under 13...And most of these men, and a few woman, that are CONVICTED of this as early as 2002 are free. WHY?????? Why are they not in prison where they belong???

I love how EVERYONE freaks out when one of these people is released into the community! Everyone seems to scurry as if they are going to run out their doors and start a riot, protesting that these people are put back into prison. But the surreal truth is, most people in the prison systems today, WILL eventually be released into the community again. And people like this man, should NOT be the ones that we are worried about. He has so many pairs of eyes on him right now, if he is sent to prison again, it will more likely than not, be on probation/parole violation, probably something of mild seriousness, and most likely will not make any new victims. Now don't get me wrong it DOES happen, but not in ALL cases, or even in MOST cases. Check out the real recidivism rates in WI, for child SO's(Sex offenders). The first set of numbers shows how many offenders will generally reoffend after 3 years, 5 years and then 10 years. However included in this number are probation/parole violations, etc, which could even include something as minor as a curfew violation. The rate is as high as 43.6%, however even that is not the majority! That's still less than half, which means most people ARE being rehabilitated, and doing what they are supposed to! Then you see the next set of numbers reflects the recidivism rates for child SO's reoffending with the same type of offense.... the numbers are a LOT lower, topping out at 15.1%! Yes it happens, but NOT in the majority.... So the state of WI, IS doing something right and supervising these offenders in a just way. If we continued to leave everyone who has ever committed a heinous crime, in prison, we'd never be able to afford our taxes to house these individuals. Instead, whether you are living near one of these individuals or not, be responsible, be alert, and be cautious of people you don't know(and even people you do!) and teach your children to keep their ears and eyes open. I know I've had talks with my kids about strangers, and safe and unsafe touches and all of that... and they are 3, 6, and 7! You gotta start young, and you gotta TEACH them... don't just expect that the schools are! Be a parent! You'll walk a fine line between looking a little paranoid, and providing your children with a safe sense of scare, to keep them alert, but I'll look paranoid if it means my children keep themselves safe!

Well, this puts the number at about 15 within a 1 mile radius of the library and Wilson Elementary. I get weekly reports directly to my email from the WatchDog link above. I would make the suggestion to anyone with children, as it gives you an update as to what is going on in your neighborhood. Let us do what we can to keep our children safe!!

sorry, gazette staff - i've seen photos of "prostitutes" and of a kid who recently was involved in an innocent accident and wrongly deemed a criminal ----- WHY is this guy's picture not posted ?? COME ON !! I've got young girls - the "prostitutes" and the other poor young man certainly are not a threat to my family - but this guy is - please post the photo.

with having hundreds of sex offenders in janesville/rock county, it's amazing we don't have an over abundance of sex crimes. i don't think the recently caught serial rapist suspect was a registered offender. also seems about 1/3 or more of the sex crimes REPORTED are commited by non-registered folks (just my estimate. no true stats) i would like to think most of these offenders are behaving themselves. not defending offenders, just wondering if maybe SOMETHING is working.

According to WCCA, his last address at conviction was Holiday Drive, Janesville. (1997CF000299J and 1997CF000597J)
If he came from here, we get him back. (Before that he was actually on Happy Hollow Rd., literally the other side of Hwy 51 from the Rock Valley facility: 1996CF001306J)

oh my god another sex offender released into the janesville area!! has any one ever checked the sex offender registry we have hundreds of sex offenders in janesville. there is one in every neighborhood. yea sure they say that 90% of assaults are within family and friends. but to my belief these people are sick. They have no sane mind they will always find a way to get they want. they will soon relize that they will bide more time for them selves to get caught if they assault a unknown victim!!!! and what this guy got 12 years. half in jail the rest in an half way house where he can bullcrap his way through and those little girls have a lifetime of pain and not knowing who to really trust because someone they knew and trusted had hurt them in the most miserable way!! this guy needs to stay in the half way house forever to be monitored!! this makes me sick!!!!
