Gabby-
Proponants of the project say the current administration has made it difficult to get applications approved for off-reservation casinos.

Here's a link to the story.

I don't know why the economy really has anything to do with it. Even if approval is immediate construction will not begin for several months and would probably take close to a year. This may be a prolonged recession but this is a long, long, long-term investment by the tribe and is largely tax-exempt.
.
It may be one of the markers of this downturn that Vegas is seeing slowing revenues, because gambling has traditionally been pretty recession-proof. But it's been a long time since a recession of this depth was expected and gambling has not been so widespread.

Seems quite bold to even take on such an endeavor in this economy. The Las Vegas Sands took on a huge new casino/resort projects, and now that the world economy is falling apart and gambling revenues are tanking, the whole billion $$ Sands operation is on the verge of bankruptcy (been a great stock to short sell....going from $120 earlier this year to about $8 now).
.
If they pass this it just will show how desperate people are. Not only will it exasperate harm to the local economy in general, the entrepreneurs behind the financing will likely take a serious capital set back.

Casinos are not the answer let the Indians sell tabaco products like they do here in Fla tax free. There will be plenty of jobs making much more money in the health care field from smoke related illness. (Isn't smokes supposed to be number 1 killer.) Than The few dollars more than minimum wage they will pay. Because lets face it when your having a heart attack as your leaving the casino because you just blew your money wad that took forever to make people will literaly walk right over you to get in the door of the casino. I'm a recovering gambling addict and never thought it would happen to me. And Rock county is going to be filled with very depressed people soon. As more people are loosing their jobs every day. We also have indian casinos here in Fla and some that are not. One last thing casinos don't want you to know if you smell a strong smell as you go into a casino that smells like Vanila leave as fast as you can. It's a proven subliminal mental trigger thing that makes you spend more money. All casinos do it. I wish no harm to anyone just wish there were more solutions.

Do you mean that metaphorically or have studies shown that people with less money lose more than those who are well off?

A casino in this economy? That has been part of the problem all along. People who don't have money to gamble tend to loose the most.
