To be fair require sidewalks period. I too feel that the cost should be built into the infra structure of the city. We need to be consistent going forward. The city is growing and we need to have the direction for sidewalks settled.

i believe bikes are not suposed to be on side walk suposed to be on the street and obey the trafic laws

All infrastructure, roads, bridges, curb, gutter, sidewalk, sewer, etc. should be installed, maintained and paid for with general city funds in all of the city. I realize this would not make some people happy who had to pay for their sidewalk, but I think it should be implemented with some type of credit for those who already paid. It would take some initial work but then we wouldn't be in this situation year after year.

To be fair to all city residents, including pedestrians, bicyclists and wheelchair users, all streets within the city limits should have a smooth paved path for residents to traverse throughout the city. Sidewalks on both sides of the street fit this requirement. If a developer wants to build a new subdivision, they should include this in their planning or build outside the city. People should not have to walk, ride their bicycles, push their strollers or ride their wheelchairs through or on a street. When competing for pavement on a street, a car or truck will always win. In the winter, street salt can do a lot of damage to the electronics on motorized wheelchairs. Anyway, who wants to be responsible if a baby gets hit by a vehicle while being pushed in a stroller because the person pushing the stroller didn't have sidewalk access to be out of the path of cars. Does the city not have a policy and procedure in place for the requirement of sidewalks? There are so many reasons that the this beautiful city should have a network of sidewalks as extensive and far reaching as the streets.
As far as the current sidewalks go, too many of them are decrepit, often from tree roots pushing them up or the water line coming from the street to the house is causing a depression. The chintzy blacktop repairs that the city performs don't help that much. It sure don't make the joints level and safe enough for a stroller or wheelchair.
With the cost of fuel rising, the 'GOING GREEN' thing and the health benefits, many more people are opting for human powered locomotion. Does anyone know if there are plans to significantly integrate the cycling path into economy friendly routes? The current path would be nicer if there were branches that went to the shopping areas but didn't have to add miles to the trip. Want to make Janesville really conducive to a healthy population and local economy? What if the 'sidewalks' on the main arteries streets within the city were replaced with city maintained cycling paths? I know quite a few peoples that would ride their bikes from the south side to the north side to shop, carrying their children or towing them in a trailer. But, currently it is not safe for us to do that. It's not quite convenient enough to use the current path to go shopping because it adds a few extra mile to the trip, or you have to ride on highway 14 to get to Pinetree Plaza or Walmart. The sidewalk don't go under I90 at Hwy 26 or 14 and I see people walking in the road waiting to get hit by vehicles traveling 40-50 mph. On that note, what if their were a path that connected the southern branch near Hwy 11 to Blackhawk Tech? Or, the County connected Beloit and Janesville via 51? Anybody?

this again. leave it up to the homeowner. if they want a sidewalk so bad then petition the neighbor hood and then pay for it in your own assesment. If there really needs to be a sidewalk in certain area then do it if it REALLY needs to be done. maybe start with areas that people are ACTUALLY complianing about.
