Chemist/Biologist Brian Skaife lowers an empty plastic bottle to collect a sample of water at the very end of the Wastewater Treatment Plant's system, this is the very last point before the water enters the river. This sample and another sample further up the system are tested for chlorine levels regularly. This sample should test at under 100 parts per billion for chlorine.
