Ryan asked for federal help as he championed cuts

WASHINGTON Republican vice presidential candidate Paul Ryan is a fiscal conservative, champion of small government and critic of federal handouts. But as a congressman in Wisconsin, Ryan lobbied for tens of millions of dollars on behalf of his constituents for the kinds of largess he's now campaigning against, according to an Associated Press review of 8,900 pages of correspondence between Ryan's office and more than 70 executive branch agencies.
For 12 years in the House, Ryan wrote to federal agencies supporting expansion of food stamps in his Wisconsin district. He supported city officials and everyday constituents who sought stimulus grants, federally guaranteed business loans, grants to invest in green technology and money under the health care law he opposes.
On the campaign trail, Ryan has called those kinds of handouts big-government overreaching. He tells crowds he supports smaller government and rails against what he calls President Barack Obama's wasteful spending, including the president's $800 billion stimulus program. Ryan renewed his criticism about stimulus spending in Thursday night's vice presidential debate.
"Was it a good idea to spend taxpayer dollars on electric cars in Finland or on windmills in China?" Ryan said. "Was it a good idea to borrow all this money from countries like China and spend it on all these various different interest groups?"
Yet the AP's review of Ryan's congressional correspondence showed that he sought stimulus funding on behalf of residents and at one point told federal regulators that cutting a stimulus grant in his district at the 11th hour would be "economically devastating."
Vice President Joe Biden cited during the debate Ryan's letters seeking stimulus money: "I love that. This was such a bad program, and he writes me a letter saying, writes the Department of Energy a letter saying, 'The reason we need this stimulus, it will create growth and jobs.' His words. And now he's sitting here looking at me," Biden said.
Much of Ryan's correspondence is similar to other lawmakers performing constituent duties, describing problems that residents have reported. They include requests such as assisting a family missing airline baggage and helping a man who didn't receive a pancake maker he had ordered.
But in other correspondence, Ryan explicitly supports programs and encourages federal agencies to take actions. He supported in his congressional letters some Wisconsin farms' share of an $11.8 million loan guarantee but later criticized other loan guarantees, such as the $535 million loan that went to now-defunct solar panel maker Solyndra. He asked transportation officials for a grant for green technology and alternative fuels, although his proposed budget as House budget chairman called loans for electric car development "corporate welfare."
He's also supported federal money to help a Kenosha, Wis., community center cover health care costs of low-income families under Obama's health care reform law — the very program he and Romney say they will repeal if they win the White House.
Ryan spokesman Brendan Buck said AP's findings represented a member of Congress helping people in his district. "Part of being a congressman is vouching for constituents and helping them navigate the federal bureaucracy when asked," he said.
Among the ways Ryan went to bat for his constituents, as detailed in his correspondence:
—A Kenosha community center's grant proposal under the Food Stamps Access Research program, to educate families about the nutritional benefits of food stamps. Ryan said in a 2002 letter the program would increase the enrollment of eligible individuals in the program by providing laptop computers to pre-screen applicants. Ryan's budget proposed cutting food stamps by $134 billion over 10 years, although his spokesman said he "has always made clear we need a strong safety net."
—Letters offering support or forwarding requests for projects funded by stimulus money. Ryan's May 2009 letter to a regional Environmental Protection Agency office asked for its "full consideration" in awarding grant money to an organization under the National Clean Diesel Funding Assistance Program, which reduces diesel emissions.
Ryan also wrote to the EPA in 2009 on behalf of a small town trying to secure $550,000 in stimulus money for utility repairs. Ryan, whose staff requested meetings with the EPA about the matter, said the rescinding of the grant "would be economically devastating" to Sharon, Wis., since it already began spending the money. The EPA said project costs were incurred before October 2008, making the project ineligible for stimulus cash. Ryan has also voiced support for millions in EPA grant money to clean up abandoned building sites in Wisconsin towns.
—A 2002 Agriculture Department loan guarantee to develop a pork-packing and processing plant for farms in the region, including some in his district. The new factory appeared to be "state of the art" and worthy of funding, he said, adding: "It is my hope that the USDA will reach a favorable decision" on the application for a 60 percent federal loan guarantee toward a $19.7 million loan.
—A Kenosha health center's request to use money under Obama's new health care law to help meet health care needs of "thousands of new patients" who lack coverage. Ryan's December 2010 letter to the Health and Human Services Department, first reported by the Nation magazine and also obtained by the AP, appears at odds with his pledge to repeal "Obamacare."
—Support for a grant for the Historical Society in Milton, Wis., from the National Park Service for $271,000 in order to preserve a Civil War-era home. Ryan supported the plan in 2002, saying historical artifacts inside the former transfer point for slaves "have aged to a point where aggressive preservation and restoration is needed to save them." Meanwhile, he's supported recent cuts to the federal budget that would invariably affect national parks.
The AP obtained requested documents from nearly every executive branch agency, although many have been slow to provide any relevant files. Some Obama administration agencies declined AP's request to quickly turn over materials even though they involve an election that's just weeks away.

I still just want either candidate to come out with the intellectual honesty, and just freaking admit that The deficit will NEVER go down, and that they fully embrace the current path of monetary creationism. I mean, it's the last resort destructive patch of all failed empires throughout man kind. Nonetheless if someone would just be honest, and say that is their plan (because it IS what BOTH will do) at least then they would have a real plan.

If you are trying to prove a point, you really should back up your claims with credible sources. A video from April of 2011 doesn't work when you are making claims from something that was said last week at the debate. People in that video (April 2011) were actually sitting in their chairs and engaged in a discussion. That's what a town hall meeting is.

I love comments like these. They have been told many times by other leftests on these blogs. These same people declare trickle down was the starting point of all the problems. Many of these folks also declare taxes on some should be raised while not one of them is willing to step up to the plate and lead by example by paying more of thier own above what is required by law. After all these same people declare they never "have" to work another day in their life but they fail to lead by example...imagine that.

RAF...it's called statistical sampling, the percentages wouldn't change even if they evaluated 100% of every statement made by politicians, which is unrealistic. Similar to Romney's comment that he felt it was fair for someone who made 20 million last year to pay a lower percentage in taxes than someone who made 50 thousand. All benefits should apply to the wealthy (or in this case Paulie's State) but not to others.

west your attempts to draw parallels to the spending from 50 years ago and now are absent the biggest issue, real facts.
In 1957, the last year in that decade that national debt decreased the nations GDP was ~461 Billion and defense spending was ~51 Billion, near 11%. http://www.usgovernmentspending.com/year...

The other fact you missed for over a decade when the highest tax rate was over 90% the nation still increased debt levels for a majority of those years; even with these high tax rates our government still spent more than they collected.
Pretending increasing tax rates and lowering only one piece of the puzzle is a fix is completely devoid of logic, math, and fiscal sanity.
From 1957 to 2011 Spending % of GDP.
Pensions went from 1% of GDP to 5%
Welfare went from .04% of GDP to 3%
Education went from .03% of GDP to .07%
Health Care went from .02% of GDP to .01%
Defense went from 11.1% of GDP to 5.8%
Total spending went from 17% of GDP to 23%
So the only thing you complained about was an area that spending actually went down...why is that, oh never mind. There has never been an issue with tax collection in this nation, just spending.

Btw, if one wanted to bring defense spending to the levels it was in 1950, about 4% of GDP you'd have to cut 2/3 of the US Navy. I'm sure the Republicans will be on board with that, amirite? Of course this even despite just ending WWII and getting ready to embark on the Korean conflict as well.
However, without realizing it, Retiredareforce brings up a good point. The US is looking at Federal revenue levels that are on par WITH 1950. If you want to tax your people like it's 1950, you have to spend like it's 1950, or raise taxes. There are no other options. Currently the US is about the 3rd LOWEST in government revenue compared to the rest of the civilized world.
You're going to tell me that Romney/Ryan are going to fix these things? I'm sure there's a punchline to this joke, at least I hope there is.

Ryan did the right thing to ask for money for his constituents. We would want nothing less from our Congressman than to support his people. However, by asking for this money and stating the dire need for it, he should NEVER say it didn't work and was a waist during his campaign. That shows his hypocrisy. Yes, both sides seem to do this but Lyan Ryan seems to be the smarmy master it.

No religious institution—Catholic or otherwise, including Catholic social services, Georgetown hospital, Mercy hospital, any hospital—none has to either refer for contraception, none has to pay for contraception, none has to be a vehicle to get contraception in any insurance policy they provide. That is a fact. That is a fact."
In fact there are over 35 lawsuits challenging the very HHS mandate this VP thinks isn't there...sad.

Even before Ryan went panhandling (aka constituent service) to the Obama administration for stimulus money, he may have voted against the $787 billion Obama stimulus but he did vote for a $715 billion stimulus package proposed by the GOP in 2009. For him to posture as though he's always believed that stimulus fundamentally does not work and that he only sought money because he was playing within the rules as they were presented to him is completely disingenuous. In 2002 he stood on the House floor and lavished praise upon the GW Bush stimulus for how it would improve the economy and create jobs. He was only grandstanding to divert attention from the fact that the Bush tax cuts, wars, Medicare expansion, and stimulus were all going to go unpaid for. Such a huge expansion of the federal government and the debt is something he pretends to be so adamantly opposed to now yet he was a complete stooge for it during the previous administration which just so happened to be Republican. Go figure. For it before he was against it. He and Romney were made for each other.

By looking at how the President inherited the worst economic downturn since the Great Depression and has clearly gotten us back on the road to recovery in less than 4 years all while being completely obstructed by an organized effort by the Republican party to turn back any piece of legislation he supports, President Obama's accomplishments are even more impressive. I'm surprised there aren't more people on government aid, and I'm shocked we're not even further in debt. We probably should be. A bigger stimulus (between 1 and 1.2 trillion) would likely have helped the economy recover even faster.

The program started by RR in 1984 was LIFELINE.
In 1996, Bill Clinton signed the Telecommunications Act into law, which offered either CELL phones or landline services to low-income Americans.
Lifeline and FREE phones (for people who qualify for Medicaid and TANF) are different programs. Obama has nothing to do with Lifeline.
The "Obama Phone" is making one of the world's richest, much richer.

I question this article....First and foremost at the time, he of course asked for goverment money to help Janesville. That the hand he was dealt. In order to improve out community, that is the way he had to goo about it. Lets face it people with all of the vacant business and closed business we could certainly use it and as a politician you have to use the resources that are available to help those whom elected you. Romney and Ryan do want to shrink federal goverment and turn it....BACK...to the states, rather than have a larger Fed. This is not in place now, and to confuse the two is just plain ignorant. Its a spin, that really should be made clear. If Ryan had the state authority and funding as they wish to put in place, he would not have requested Fed assistance. The liberal spin might sound good in the Gazette or on the national stage but you have to be pretty narrow minded not to be able to split the two. One is working with what you have and making your community better within those guidlines the other is progress and taking it away from the Fed and putting it into the hands of state goverment, where it belongs.
