WATERS, 25, of 518 Center Ave., Janesville, at 3:07 a.m. Saturday at Chestnut and Racine streets, Janesville, after police stopped the car after noticing the front end had no headlights and damage. He also arrested on a charge of an earlier hit-and-run to property in connection with an accident at Racine Street and Garfield Avenue, Janesville.
