Wis. recall leaders struggle to gain momentum

— Amid signs that the effort to oust Republican Gov. Scott Walker is losing ground, Wisconsin Democrats and union leaders are preparing a fundraising and get-out-the-vote push to regain momentum in the final weeks before the June recall election.

Opponents of Walker are concerned that the governor, aided by a huge influx of money from conservative supporters nationwide, has opened a lead in a race that had been dead even in the polls.

Walker, who has raised $25 million, has been blanketing Wisconsin with broadcast advertising touting his handling of the economy. His Democratic opponent, Tom Barrett, who did not win his party's primary until May 8, has raised only $1 million and not been able to match the blitz. The most recent public poll on the race released last week showed Walker leading by 6 points.

"I feel like Walker does have the momentum," said Michael Brown, who was among those who organized the petition drive that netted more than 900,000 signatures to force the recall vote. "It's up to the people of Wisconsin to push back."

The effort to recall Walker, which began after he successfully pushed to remove the collective bargaining power of public employee unions, has become a nationally watched battle over worker rights.

Democratic strategists say Barrett can still rebound with a new surge of advertising and volunteer work before the June 5 vote.

"Last week was the first week that the Walker and Barrett campaigns, and their allies, were at spending parity on television," said Wisconsin Democratic Party Chairman Mike Tate. "We are, internally, seeing things start to move in our direction in a very substantial way."

But those on both sides agree that getting voters to the polls will be more important that swaying the undecided, who may only amount to a few percent of the electorate.

"Who can get their base to turn out —that's it right there," said Brown.

Tate said Democrats have prepared a "huge, well-funded" turnout operation that will deliver more votes to Barrett than he received in the 2010 governor's race, when he lost to Walker by 5 percentage points.

The Democratic National Committee said Monday it has sent $1.4 million to Wisconsin in the 2012 election cycle and is tapping its organization to turn out votes for Barrett.

DNC Chairwoman Debbie Wasserman Schultz plans to host a fundraiser for Barrett on May 30. Another Democratic heavy hitter, former U.S. Sen. Russ Feingold, whose spokesman said has already raised $50,000 for the campaign and worked to get Democrats to vote early, is also hosting a Barrett fundraiser that day.

Meanwhile, Republican volunteers contacted 200,000 voters over the weekend on top of 2 million calls they had made since January, said Wisconsin Republican Party spokesman Ben Sparks.

"Voter turnout is obviously a focus in the final two weeks of this recall election," Sparks said.

Some unions that were at the forefront of the recall effort have provided only limited help for Barrett, who defeated Democratic candidates who were favored by labor. Unions that spent nearly $11 million on state Senate recalls last year have yet to air an ad on behalf of Barrett.

One union coalition, We Are Wisconsin, has invested in mailings and has built a statewide field campaign with 29 offices, said spokesman Kelly Steele.

Turnout should be high. A poll released last week by Marquette University Law School poll found that 91 percent of Republicans said they were "absolutely certain" to vote, compared with 83 percent of Democrats and independents.

Barrett, the mayor of Milwaukee, said Monday he remained "very confident" he'll win, and that with Walker's financial advantage he should be "crushing me."

"But we're not seeing that," Barrett said. "We're not seeing that, we're not feeling that, we're not hearing that."

Barrett on Monday continued to try to raise questions about Walker's ethics. He called on Walker to release more details about his involvement with an investigation of alleged political abuses that has centered on former aides.

Walker dismissed it as a "desperate attempt from a desperate campaign."

Barrett's campaign has also targeted state job losses during Walker's term and national Republican policies that allegedly amount to a "war on women."

Walker has pounded away at his central message --that his conservative policies are saving taxpayers money and have put the state on sounder financial ground.

"We've laid a positive foundation for success," he said Monday at a Madison company that was announcing it was adding about 100 jobs.

Brown, the activist who helped launch the recall drive, said Walker's money appeared to be winning over voters.

"It is frustrating for me to witness, but there is still two weeks left."

That billionaire woman from Beloit asked walker if he was going to turn Wisconsin into a RED republican state and he said that was what he was working on: 'Divide And Conquer' was only the first step.' If you want WI turned into a RED (republican) state, you know who to vote for. republicans and the rich and super rich are butt buddies. Your choice.

Lets be clear I am opposed to the government giving any business money. If we are to succumb to the tea party mentality then any and all government assistance to corporations should be illegal. Allowing states to compete for business based on tax dollars they are willing to give should be illegal. By edfinition extortion is illegal.
In other words , DONT call for cuts in government spending and then talk about how great it is to be "business friendly" by handing them tax dollars, that is not cutting spending, its simply playing a shell game and shifting spending to your cause. If you run a business and you choose to manufacture somewhere you should not expect a tax infued gift to move your operations. If you do you are a socialist.

GWB okayed the bank bailout that cost the taxpayers 40 times what the auto bailout did , and 200 times what solyndra did, so please dont leave out the big one that a republican signed into law. Remember the bank bailout was written by none other than Hank Paulson , the former CEO of goldman sachs the very investment bank who was at the head of this mess. WHat did that one do? Essentially held bonus programs in place for the people who are mostly responsible for the crisis!!

Also remember, public sector collective bargaining is limited or outlawed in 24 states.

Because public collective bargaining is regularly used to raise the salaries and benefits of government workers beyond inflation and beyond the taxpayer's ability to pay. This is why only 26 states have public sector collective bargaining laws similar to what Wisconsin used to have.

State employees in 12 states have no legal right to collective bargaining. That makes public collective bargaining a government creation, not a human right.

Let me get this right fear. Bobby Jindal creates a situation where a business chooses his state over ours. I would assume their residents probably love it. You call it extortion and complain about the business leaving Wisconsin.

But then Walker tries to create a business-friendly Wisconsin and you complain that he's hurting our state's residents, a crook, and any number of other things you want to throw at him.

That type of taxpayer extortion and bribery seems to be just fine with you for some reason, why? Isnt a business in the free-market suppposed to be able to "stand up" without millions of dollars in forgivable loans(welfare) and tax breaks that shift the burden more and more to the individual? So many people do not understand when they hear teachers get "paid" $70,000 a year, that only a portion of that is in their paycheck. The teacher might get "paid" $45,000 in salary, with the rest going to a fund for retirement and health care. To compare apples to apples one would have to compare their paycheck PLUS the (companies) cost of all their benefits to the $70,000 figure. Suddenly it does not look so unreasonable. Many people I know have taken a completely different view of it when it is explained to them this way. Walker made a completely unfair money grab, at the expense of teachers.

Raystoner- You have no idea what youre talking about. Older (whom i generally disagree with) is ABSOLUTELY correct!! Teachers work for a compensation PACKAGE negotiated as a part of what they work for. Their package is 100% tax dollars because they are public educators. And by the way, the PACKAGE that includes insurance, pension and salary is THEIRS, tax payers ARE NOT in some twisted way the employers of teachers. This country has been employing public educators for almost 200 years! This isnt some new outrage conjured up in these times of economic plight. You really should find a better channel for your fake republican outrage.

Out of every dollar that public school teachers receive in salary, taxpayers pay 74.2 cents for their retirement and health care costs. In the private sector, the corresponding rate is only 24.3 cents. Due to collective bargaining agreements, the school district pays the entire cost of public school teachers’ pension plans. The school district also pays the entire premium for public school teachers’ medical and vision benefits.

bebe53, what Walker did is not "simply asking." He took. Now there is proof he drafted Act 10 before he accused unions of trying to ram through contracts in a lameduck session in December '10. Hey you know, I want my neighbor to own and drive the same clunker I have, I want billionaires to earn no more that $50,000 annual like I do. Even though they worked at it, contracted for it and earned it, I don't don't care because I'm a jealous little bigot. Outside of one truth that he was going to shut down the interstate rail which he did, all the other major policy statements were lies. Even his recent jobs reports are fabricated. At this point, I don't care if unemployment dropped to zero and the state had a billion dollar surplus, Walker cannot be trusted and that's the single most important value I look for before voting for anyone.

Sorry bebe53 I am not in, nor never have been in, a union. I am an engineer. I work in the private sector and I appreciate the teachers that taught me so well. I just want to make sure that Wisconsin's great educational system is still in place for my children and grandchildren. You, on the otherhand must not have received a good education or you weren't smart enough to take advantage of what was given to you. (Yes, that was a slam) But seriously why the rant against teachers. I will agree that I think it is rediculous that the school districts couldn't change the insurance companies to something more cost effective. However, in Milton they did, and they did it without Act 10.

germancaveguy I agree. As with most all academic studies, the study I linked too included, there is always a bias. The point raised in the study is a good, the chants of terrible things happening because of the budget is nothing but rhetoric not supported by any facts. Are all the good things claimed by the budget real, of course not. Just like the claims of all the bad things "caused" by the budget being not real.

Walker did not save even one teacher job. He cut hundreds of millions in state aid from local schools and kept the money to pay for corporate tax cuts and roads. Any teachers jobs that were saved were saved on the backs of other teachers and precision balancing budgets by school districts across the state - something Walker himself never had to deal with because A.) he was now flush in ill-begotten capital gains and B.) he increased state spending by over a billion dollars. The brown bag was only for evenyone else but him.

This year Milton was 1.3 million short and again had to lay off more teachers. This will only continue. Just so you know, Milton is a great school district with great teachers. The district doesn't have a lot of extras but is a great place. I feel very sorry for what those teachers have had to put up with. I only wish them well and hope we can turn this boat around and go Forward not Walkerward.

I'm still on the Democrat call lists and received one today. I asked her why she was recalling the Governor. She only replied that she is a supporter for Barrett. I asked again. Fine but why the recall? She hung up on me.
I wonder how many teachers who's jobs were saved by Act 10 will vote for Governor Walker.

Ezoner, nobody has ever implied that taking all the money from the wealthy will pay our debt or fix the economy, but then how in the world can tax cuts fix things? Lets' put in place a dollar-for-dollar spending cut offset by closing loopholes and a slightly higher tax rate for 4 to 6 years and our budget problems would vanish.

I personally would like to see the national DNC and national unions stay out of this. This is between the people of Wisconsin and a governor who has pimped the state to wealthy out-of-state donors, deliberately plotted to divide the state and turned back decades of progress. If the people lose - so be it. That will send a signal to the rest of the country that we are a nation of sell-outs. That billionaires for no other reason than their wealth can impose their beliefs on others. I'll never rest until we restore Wisconsin and our country to the people no matter who wins.

Reading some of the comments would be humorous if not disturbing. The division doesnt come from Walker. That is a response to the hand delt. When you have public unions that use gang like tactics to maintain a system of benefits and compensation that nobody else has access to, they have already divided or segregated themselves from the majority of the public. You cannot expect taxpayers to continue to foot the bill. You can take ALL the income from the wealthy and wouldnt even fix a small crack in the economy. These guys criticize others for utilizing the same tactics as they apply everyday. Personally-- its time that the right uses some of the same tactics.

RAF -- Thanks for posting the link to that study. I'm always interested in reading things such as this. However, I am skeptical of the results and conclusion.

From the study--

The passage of Act 10 prompted shill protests from organized labor in Wisconsin and
around the country.   Nevertheless, Wisconsin’s local governments wasted no time in
implementing it provisions, reaping annual cost savings of between $775 million and
almost $1.2 billion.    The cost savings measures prevented painful tax increases that
would have damaged the state’s private economy — resulting in slower job and income
growth.   Moreover, the provisions avoided further painful layoffs of school teachers
and other public employees.   
Other states should pay heed to Wisconsin’s early evidence of success. Institutional
rules which push public sector fringe benefits into the realm of collective bargaining
make benefit changes nearly impossible, squeezing state and local budgets at a time
when the national economy is struggling to recover. Even at this preliminary stage, that
fact is already clear.  "

Language such as this prevents me from believing this study was non-partisan by any means. Further, the model they utilize to make their predictions has the all to often result of showing that any tax increase will always result in job loss. Additionally, they do not make readily available the manner in which they apply their model.

It is these things that make a study like this one hard to value. Sure, they put in some effort. However, it appears they pushed the results toward a preconceived outcome. Think tanks like this one are why so many people are skeptical of the results of academic research.

The worst part of all of this is not that the study was done. It is the fact that people grab this stuff up as propaganda to further their already established agenda. All the while, more conservative approaches that come out of other studies get brushed under the rug regardless of their merit.

Lets all remember what Scott Walker is all about. He lied about his reason for going after the unions. With the cuts to middle/low income, people just are not shopping like they used to. Business will not make it. He wants to CONQUIR AND DIVIDE. He tried to put a cap on the elderly so they could not get the extra help in their homes when they needed it. Feds said no. Obama gave out money for the foreclosures to help. Walker tried to keep it. Obama got wind of it and Walker made some excuse about the debt hole. While he gave to corporations, oil and large bonuses. Should not that been for the debt? The 99% does not matter to him. With all the lies and deceit he has created to fill the pockets of the rich, is this what you want for a Governor? Think twice. Vote for someone who cares. The investigations keep going on. Do you really think he did not know what was going on in his compaigning on the computers around him in Milwaukee? The recall is floundering because the Dems had weak candidates. Plain and simple. They jumped the gun, eager to force an immediate recall, had the two top contenders being Falk and Barrett, neither of which anybody really knew very well, and there you go. The public union's threw their weight behind Falk for some gawd awful reason, leaving Barrett, the only real candidate, flapping in the breeze.

Lets see shrek, look at part 1. Hows about social organization? However, to say they can't pay their share because they are job creators is crazy talk. They are no "Creator" like God! They currently have more wealth than ever before and where are the jobs? Maybe widow Hendricks could have used that $500,000 to higher more people or pay here people better. Oh yeah, she doesn't care about her employees. There is plenty of union money and left wing interest groups and already reported fraud in early absentee voting. Feingold thinks he lost due to a lack of "get out the vote" in 2010. He lost because the majority ruled in a vote to get rid of tax and spend Democrats.
The insufferable behavior of the leftist in this state has only enhanced our resolve to protect the 2010 vote for Gov. Walker. And protect our state from the bad policies that have blanketed our great state for too long.
It may cost us 17 million dollars to do that, but we will.
I'm sure the try Democrats who claim to care for the poor and the needy would have rather seen that tax money distributed fairly elsewhere. 916WI...You are right, Walker's reforms are working. They are doing what HE wants them to do. Let us recap...

EDUCATION - Less State support means less pay for teachers, fewer teachers, fewer young students wanting to go in to education. Bottom line - Education will go private and the rich will win!

ENVIRONMENT - We are seeing the effects of Walker's appointments to the DNR. They are easier on business and don't care about air and water. Look what happend in Jefferson County. The company just got slapped on the wrist for dumping human waist 3 times the allowed limit. The 40 private wells in the area may become contaminated and the people have not recourse because the DNR didn't take it to the DOJ. This is great for business not people.

HUNTING - He has named Dr. James Kroll as the Deer Czar who is a major propent of game farms and finds public land and public game management as the "last bastion of communism." Bye Bye Deer hunting unless you are rich.

SEX EDUCATION - We don't need to talk about that. Rock County has the highest STD rate in the state.

BALANCED BUDGET - Well that is questionable. He has helped his cause by raiding the money from the Forclosure Fund distributed from the Federal governement. Money which was to help the people who have lost their homes. Again good for the rich!

The list goes on...War on Women, Divide and Conquer,Jobs or lack there of, John Doe... Anyone want to continue the list for me...

something to think about. If the ousting of Walker fails, then what? Will all of the money spent to do this recall have been wasted. I was a union member but I can see both sides of this coin, could we not have waited the full 4 years and just held a regular election and voted him out? Many people I know in other states are reading of this and asking "what is the point?"
