— Republican Gov. Scott Walker released better 2011 jobs figures on Wednesday in an attempt to rebuff a central argument of those trying to recall him from office that Wisconsin's economy has suffered under his leadership.

Walker faces a rare recall election June 5 spurred mostly by anger over his successful push to strip most public workers of collective bargaining rights last year, but also by his stewardship of the state economy.

Walker swept to office on the promise to add 250,000 private sector jobs during his first four-year term, and initial figures gleaned from monthly employment surveys suggested Wisconsin actually lost 33,900 jobs last year, which would rank it last among the 50 states.

The initial figures gave Democrats and their candidate, Milwaukee Mayor Tom Barrett, powerful ammunition with which to attack Walker's record. Then on Wednesday, the governor took the unusual step of releasing fourth-quarter data due out in the U.S. Bureau of Labor Statistics' June 28 national employment report that show Wisconsin added 23,300 public and private sector jobs last year.

The new numbers are a more accurate reflection of what's happening, but they still show very slow job growth for the state, said University of Wisconsin-Madison economist Andrew Reschovsky. Since they're being released early, it's impossible to tell how Wisconsin compares to other states, he said.

"The real story is the picture of anemic job growth in Wisconsin over 2011, very far from the goal that the governor set," Reschovsky said. "They tell us the economy, if it is growing, it's at a slow pace."

The difference between the new numbers and what is released monthly lies in how the numbers were generated.

The new numbers come from the Quarterly Census of Employment and Wages, produced for inclusion in the U.S. Bureau of Labor Statistics' national report to be issued on June 28 — more than three weeks after the recall. Those figures are based on actual job counts reported by 160,000 Wisconsin employers as required by law as part of their tax and unemployment insurance reports.

The numbers that had previously been reported monthly and used by Walker and everyone else as a gauge of how well he was meeting his job-creation promise came from the Current Employment Survey, which surveys about 5,500 employers, or 3.5 percent of Wisconsin businesses.

Wisconsin and every other state rely on the survey for reporting job creation numbers until those figures are updated based on final figures from the quarterly census.

The data released Wednesday by Walker more accurately reflects the job market in Wisconsin and is supported by other positive indicators, including a spike in the amount of tax money collected, said Brian Jacobsen, an economist with Wells Fargo Funds Management in Menomonee Falls.

It doesn't tend to get as much attention because there's a six-month lag in what is reported, versus a two-month lag in the monthly data, he said. The monthly information, because it is based on such a small sample of businesses, is "fraught with problems," Jacobsen said.

Releasing the data now, ahead of when the Bureau of Labor Statistics processes it, is "unconventional and unusual, but it's not unethical or illegal," Jacobsen said. While the numbers are preliminary, the bureau typically only makes clerical revisions to the numbers submitted by the states, he said.

Barrett, who will face off with Walker in the upcoming recall vote, said Walker was "cooking the books" and he had no idea whether any of the numbers released Wednesday were accurate.

"He's clearly scrambling to do everything he can to put himself in a better light," Barrett said.

Walker held a news conference last summer to tout monthly jobs numbers based on the Current Employment Survey that showed dramatic improvement in Wisconsin. But as the recall has neared, and the jobs numbers showed Wisconsin had the worst record of any state in job creation, he's looked to distance himself from them.

Walker embraced the new numbers and launched a television ad touting them hours after they became public.

"Mayor Barrett, you said this election is about jobs; I couldn't agree more," Walker said in the ad.

Speaking to reporters earlier Wednesday, Walker said the numbers can't be denied.

"No matter what you feel about the timing, no matter what you feel about the process, the facts are the facts and facts don't lie," Walker said after speaking at a meeting of the Independent Business Association of Wisconsin, in Brookfield.

Reggie Newson, the secretary of the Wisconsin Department of Workforce Development and a Walker appointee, said he did not consult with Walker about releasing the information early and his decision to do so had nothing to do with the pending recall vote.

"We felt the need to share it with the public because employers, job creators and job seekers need to know the truth about the actual job picture in Wisconsin so they can make informed decisions," Newson said on a conference call.

The latest jobs numbers for the month of April, which are based on the survey Walker is attempting to discredit, are to be released on Thursday. That will be the final such release before the recall.

A new Marquette University Law School poll released Wednesday shows voters believe Walker would do a better job than Barrett in creating jobs, 48 percent to 41 percent. At the same time, 37 percent said they believed the state lost jobs over the past year, compared with 20 percent who believe there have been job gains.

The random telephone poll of 704 registered voters has a margin of error of 3.8 percentage points and was conducted between May 9 and Saturday.

The poll also showed Walker ahead of Barrett 50 percent to 44 percent among 600 likely voters, with a margin of error of 4.1 percentage points on that question.

Poor I was thinking more around July but whatever. Hard to hand huge responsibility over for a mess that large that soon, but I think we are in agreement partially. The problem we have is what are the main causes for the explosion in debt and defecit? Depending on who you ask, I happen to think that the gigantic wars and tax cuts done at the same time are huge reasons ' and that goes back to the Bush plan. The bailouts the bank bailout, or shall we call it the bonus program stabilizer for Wall street was over 40 times larger than the auto bailout that kept 2 million people working. Bailouts and corporate welfare handed out daily is a far greater problem than any social program helping families who really are in need. Unfortunately many conservative politicians and more so their followers want to label poor people as all lazy good for nothings who are mostly lazy , which is absolutely not the case,but seems to resonate with many conservative voters.

Wislady, fedup, bebe, et.al. This is about Walker's magical numbers. About his using numbers that are not considered standard benchmark numbers -- polling households can reflect people working out of state, polling employers can reflect workers who live out of state. The standard used across the nation by every state and the federal government is a standard because of accuracy and the ability to compare apples to apples. If the method to collect the data is changed, it is unreliable and highly subject to question. Walker continues to mislead the public in his "transparent" style. When will you roll over and accept that he is sticking it to the citizens of this state, big time.

fear-My rational thought for today (which may prove to be fuzy-no sleep last nite) I would say Obama's blame would start somewhere around April/May 2010.
That's about a year and a half-should be long enough I guess. Now the point where we differ is the long period of growth-I don't believe we are growing at all. Some segments are ahead
(stock market), some behind (housing). The bail outs left too many losers and did little to grow the economy. And the enormous deficit
increase in the last 2-1/2 to 3 years is frightening. I guess the bottom line for me is I think a better job should have been done to put out the dumpster fire.

Let me ask a simple question to the repubs that can understand math. If there are any!
If WI is at the top of job losses among all states how could we have gained 33,000 jobs in a year and it not be plastered all over the news?
And if walker goes to a company for a photo op when they hire 60 people where has he been when the 33,000 jobs where filled?
Not to mention how the nation is blasting walker for pulling BS numbers outta his underware to make himself look good when it's been reported WI lost over 20,000 jobs in just a 3 month span.
Oh but the repubs only follow their lying leader and won't believe the TRUE numbers collected from a source OUTSIDE WI that has no interest in the recall.

I see the Walker supporters continue to dance around the fact that even if the new numbers are correct, they still show an incredibly anemic local job market. Frankly, I don't think the numbers would have been much different had Barrett initially won. Bigger forces at play, but anything to justify some tasty right wing social agendas.

Tom Barrett doesn't tout his numbers because he's not a liar. Barrett could easily cook up his own numbers like Walker did and then ignore or label critics as politically motivated. Just like Walker did. But Barrett is honest. Walker's not.

fear-Please show me where you found that 800,000 jobs lost per month for 6 months you stated. The most I could find was 533,000.
Also the most jobs lost in one year was 2.4 million. You forgot to mention the collapse of the housing market I believe caused by Dodd-Frank. The massive stimulas package did zero good. If Bush was to blame for anything its that he didn't push harder to revise the laws that regulated the banks that Dodd and Frank were protecting. We are still paying the price.

Estimated from surveys of 3-1/2% can be very incorrect and usually are throughout the year.

These final numbers by federal law must be submitted to the FEDERAL GOVERNMENT by employers of all their work force by May 16th each year. 150,000 of them in Wisconsin alone.

This, of course, could help Pres. Obama in the nationwide numbers if it weren't for states like Illinois and California.

Anyone who thinks Walker is "cooking" is completely uneducated. I realize this is a blow to the recall people but the policies are working and the foundation is set for much bigger and better news for Wisconsin once Walker is retained and Obama is ousted.

I knew it was just a matter of time till the desperation drove some of the local partisans to invoke Hitler and Fascism relative to Walker. The sad thing is that kind of baloney won't help. It won't even be much consolation throwing that kind of garbage around after the election if Walker wins, as his detractors are starting to believe he will too. But some folks just can't control their emotions, I guess. They are becoming overwhelmed with self-pity and the urge to lash out overcomes them, poor souls.

I believe that our economy being where its at is a minor miricale as is. Had Obama had the guts to stand firm on the Bush tax cuts wed be even better off.

Why do we have huge debt/defecit? Unpaid for wars and tax cuts arent the only reasons but they shore do contribute. The CBO believes them to be the biggest reasons for the explosion. Yet you dont hear Paul Ryan harping on that do you? You hear about how elderly peoples health care is the problem.

poor my mind is wide open. The economy was shedding 800k jobs a month when Obama was sworn in. for the first 6 months it was doing so. Since then we have added jobs every single month. Why shouldnt we blame Bush for the majority of the economic troubles? The crisis happened right at the tail end of his presidency. After 8 years of ignoring financial markets and essentially letting investment banks write the rules of leverage, the economy collaped. Under 3+ years of Obama, like it or not it has recovered. Maybe not as quickly as some would have liked, but it is recovering. Obama was being a fool for promising a quicker recovery, but no one knew how bad it was screwed.

Opening of the mind is something I would suggest to anyone who likes to blame debt/defecit on Obama as well. He certainly isnt free of guilt. At least he has had the guts to Budget the wars instead of putting them on a credit card. Why were there no heuge defecits during the Bush years? because he borrowed the money to make the illusion of smallish defecit. Budgeting for HUGE wars makes the defecit rise. the financial crisis alone caused our debt to mre than double. So please, if you suggest an open mind I suggest the same dfrom a non partisan point of view.

fear-Some things you say are true-Obama did take office in the middle of a giant financial
crisis but for three years he keeps blaming Bush-To many people,myself included, he was playing the blame game and not doing anything. As far as Osama Bin Laden, right on these posts, he was vilified way more from the lefties than the righties for that. If I remember correctly Bush was and still is being blamed for 9/11 even though he was in office only 8 months. The reality you can change the numbers if you like by changing the method of calculation, Wisconsin is still in the basement. Why is it that so few of you acknowledge that he took office during the worst financial crisis in a generation and want top blame it on him? Why is it that Obama makes a very difficult decision to get Osama Bin Laden and chastized for it? Gets us in and out of Libya quickly , on the cheap compared to Afghanistan/ iraq and is held up by republicans and supporters as being weak? Offers a health care plan born at the Heritage foundation and is a socialist?
I could go on and on and on. If 9/11 had happened during Obamas tenure he would have been absolutely destroyed for it. He has been FAR more successful than Bush ever was in the War on Terror yet I continue to see commentators trying to hand credit for victories in that War to Bush/Cheney!! Funny about 9/11 is that Hannity blamed Bill Clinton over and over , but the state of the economy is 100% in the court of Obama.
The world of double standards is amazing, and even more evident in the Obama administration, just makes me wonder. If you take away name and party and list the things he has done during his presidency he would be a hero to most Americans.

On the flip side the Walker administration has Wisconsin in the basement in Job creation, 6 straight months of job losses , and he is your hero. What I want to know outside the rhetoric Richard is why? If its bad its Obamas fault, if its good its because of Scott Walker? How can you NOT doubt motivation? I am NOT saying all who dislike Obama and adore Walker are racist, I would just argue that the component DEFINITELY exists.
If Obama at noon says its daytime republicans will tell you its midnight. Just the partisan world we live in. Facts just dont matter anymore.

Why is it that the "hate" for Obama is racially motivated but the "hate" for Walker is because of his politics? I'm not stupid enough to believe some people do "hate" Obama for his race but most don't like the direction the country is headed not because of race.
Also I don't like using the word "hate"-this is one reason why things are as they are-on both sides.

It would take the stress away from so many employers to cover a large chunk of their employees insurance. Remember if you can Bobby the individual mandate is born by Republicans and the Heritage foundation, not by Obama or even your new Morman superman Mittens. Now because the "owner of the plantation" ironically enough a black president puts forth the idea, its now socialistic re-creation of America. April job numbers released tomorrow by the BLS if they are negative get ready for the spin. The number doctoring, etc.... If they are positive Walker will win, simple as that. I don't think polls could be completely accuate. It's just another poll that reflects the same numbers 3 other polls released.
Democrat and Republican polls all show the same.
That's all. Walker in the lead same as before Democrat tantrums, same as 2010, same as last week. Public opinion as not changed.

Bowlgal how accurate can that poll be when they polled 704 registered voters? There are 3,419,127 registered voters in Wisconsin. They polled roughly .00021% of the voting population in Wisconsin. How many were republicans, democrats or independents? Alot of holes in that one.

What should they do vato? The lowest earners or "bottom dwellars" as you so nicely put it many times work 2-3 jobs and struggle to pay rent in a bad neighborhood. You enjoy kicking people while they are down. You want less spending on social programs that would help lift the "bottom dwellars" up so that maybe our society my be better from it? Maybe your blanket assumptions about poor people should be revised, because MILLIONS of families live in poverty because the government made it easier for them to move their operations to China for pennies on the dollar , forcing so many bottom dwellars into situations that that are impossible to deal with. Ever been to Detroit?? Hows about Flint?? Forget the union jobs what about the tens of millions oof non union workers that are forced into jobs paying half or less than half of what they already made??

I am all for cutting spending, but this constant blame game and blaming poor folks who are being put at more and more of a disadvantage daily, is ridiculous. There are plenty of specialinterests in this nation that are getting HUGE tax breaks and grants that they dont need. So many republicans talk about how we should have let the auto industry fail, why not have let the banks fail? Hows about real rage and controlling all political spending in all arenas. Taking private money out of politics completely would be one of the largest steps in the right direction. Term limits of 1 term for every politician would also change it. Make politics civil service again, and not this game of money and power. Walker's doctored the numbers, he's a liar, he's stupid. Anyone who accepts these numbers is too. Wow, I didn't expect that reaction from you guys!!! I’m flabbergasted!!!

Like Barrett, some of Barrett's supporters are getting desperate. They spent some cold days standing near the post office holding "RECALL WALKER" signs, collecting signatures, rallying at and trashing the Capitol Building in frenzied partisanship. The polls and the desperation suggest it may have all been a waste of time and energy. A lot of folks developed a strong emotional attachment to the overthrow of Walker. So much so that they even went so far as to exult in their victory almost before they started let alone won. Now it’s slipping away.

I could almost feel sorry for them if they hadn't shown so much hatred for anyone who disagrees with them. Still, come June 6th, if they loose like even they are starting to believe is a possiblity as their nasty desperation shows, they are going to be in for some real misery. Poor souls.

Yes, Koch_Bros, it's these short articles that result in the ads being crammed right next to each other that makes them seem so numerous. Maybe the Gazette should double or triple-space really short articles or include lots of photos. As I'm sure you've learned from the voluminous conservative media that you finance, the Gazette could pick up conservative readership if they used more photos and less text.

Scotty's in a pinch before the recall so he's changing numbers to make him look good because of the number of jobs lost is more than he supposedly made. I will be glad he's gonna be going bye bye very soon!
