Evansville man arrested on charge of kidnapping

— An Evansville man is scheduled to appear in Rock County Court today on charges of kidnapping a Janesville woman.

Leonel Velazquez Meza, 26, of 326 S. First St., also faces three additional felony charges: false imprisonment, recklessly endangering safety and operating a vehicle without the owner's consent. Janesville police also arrested Velazquez on a misdemeanor charge of battery.

The 31-year-old woman told Janesville police she was taken against her will by Velazquez, her ex-boyfriend, from a Janesville shopping center and driven to Evansville.

Police said she described the incident as a carjacking.

Janesville police reports indicated she told officers that Velazquez sexually assaulted her after taking her to Evansville. The Evansville Police Department is investigating the sexual assault allegation. No information was available Sunday from Evansville police.

The woman told police the incident began at 9 a.m. Friday at the Creston Park Shopping Center in Janesville and ended in Evansville at 12:30 p.m. The woman, accompanied by a friend, reported the incident to Janesville police at police headquarters shortly after 3 p.m. Saturday.

Velazquez was arrested shortly after midnight Sunday at 200 Highway 14 East in Evansville. He was booked into the Rock County Jail later Sunday morning.

A Rock County Jail supervisor said the defendant will make a video court appearance today from the jail.
