Janesville city, school district propose facilities use agreement
The Janesville City Council will consider the contract at its Monday meeting.
The city and school district have shared facilities since 1979. The last agreement expired in 2011.
Facilities governed by the contract include athletic fields, gymnasiums, classrooms, meeting spaces, the Janesville Schools Outdoor Lab, golf courses and swimming pools.
The city and school district have worked since 2011 to fashion a contract that better defines the rights of each and recognizes that the use of facilities has value, according to a city memo.
A new Tru-Up system would track reservations made under the contract and assign dollar values. At the end of each year, the entity with the highest total for the use of the other’s facilities would pay the difference.
“The purpose of the Tru-Up system is to recognize that each facility does have a monetary value and to recognize that each reservation made under the shared-facilities agreement is one less full-price reservation that could be made to a private agency,” according to the memo.
“We expect the usage of the city and school district to be comparable, thus having a small Tru-Up expense each year,” the memo reads.
Several facilities—including the American Legion baseball diamonds and the Youth Sports Complex—would be exempt from the agreement because they are leased to other parties.
The agreement would give the city and school district first priority to each other’s facilities, but it includes reservation deadlines. A cancellation policy is spelled out, as well.
The city and the school district would give each other some breaks on costs and cap the maximum rent increase for a facility at 4 percent a year, according to the agreement.
City Manager Eric Levitt said the city and school district have been working for two years to clear up facility use issues created by poor communication by both sides, and the new contract would solidify those solutions.

The Janesville City Council will meet at 7 p.m. Monday in City Hall, 18 N. Jackson St. Council members will gather for an informal listening session with residents at 6:30 p.m.
Items on the agenda include action on an agreement to partner with The Wisconsin Partnership for Housing Development to rehabilitate city-owned homes at 176 Lincoln St. and 403 Lincoln St. The homes would be sold after rehabilitation.
