Walker survives recall election in Wisconsin

MADISON Wisconsin Gov. Scott Walker beat back a recall challenge Tuesday, winning both the right to finish his term and a voter endorsement of his strategy to curb state spending, which included the explosive measure that eliminated union rights for most public workers.
The rising Republican star becomes the first governor in U.S. history to survive a recall attempt with his defeat of Milwaukee Mayor Tom Barrett and the union leaders who rallied for months against his agenda.
In an interview, Walker said it was time "to put our differences aside and find ways to work together to move Wisconsin forward."
The governor said he planned to invite lawmakers to meet as soon as next week over burgers and brats to discuss ways to bridge the political divide.
With more than 60 percent of precincts reporting, Walker was ahead 57 percent to 42 percent for Barrett, according to early returns tabulated by The Associated Press.
A Barrett spokesman said the campaign was not conceding, citing ongoing voting in Milwaukee, Madison and Racine.
Democrats and organized labor spent millions to oust Walker, but found themselves hopelessly outspent by Republicans from across the country who donated record-setting sums to Walker. Republicans hope the victory carries over into November and that their get-out-the-vote effort can help Mitt Romney become the first GOP nominee to carry the state since Ronald Reagan in 1984.
Romney issued a statement saying Walker's victory "will echo beyond the borders of Wisconsin."
Walker "has shown that citizens and taxpayers can fight back — and prevail — against the runaway government costs imposed by labor bosses," Romney said. "Tonight voters said no to the tired, liberal ideas of yesterday, and yes to fiscal responsibility and a new direction."
The recall was a rematch of the 2010 governor's race. Throughout the campaign, Walker maintained his policies set the state on the right economic track. Defeat, he said, would keep other politicians from undertaking such bold moves in the future.
"We're headed in the right direction," Walker said many times. "We're turning things around. We're moving Wisconsin forward."
Barrett repeatedly accused Walker of neglecting the needs of the state in the interests of furthering his own political career by making Wisconsin "the tea party capital of the country." He said Walker had instigated a political civil war in Wisconsin that could be quelled only by a change in leadership.
"I will end this civil war," Barrett promised in a debate. "That is something the people of this state want."
Walker ascended into the national spotlight last year when he surprised the state and unveiled plans to plug a $3.6 billion budget shortfall in part by taking away the union rights of most public workers and requiring them to pay more for their health insurance and pension benefits. It was one of his first moves in office.
Democrats and labor leaders saw it as a political tactic designed to gut the power of his political opposition. State Senate Democrats left Wisconsin for three weeks in a sort of filibuster, as tens of thousands of teachers, state workers and others rallied at the Capitol in protest.
But the tea-party supported fiscal conservative remained steadfast: Walker believed his plan would help him control the state budget, and his opponents could not stop Republicans who control the state Legislature from approving his plans.
Walker went on to sign into law several other measures that fueled calls for a recall, including repealing a law giving discrimination victims more ways to sue for damages, making deep cuts to public schools and higher education, and requiring voters to show photo identification at the polls.
Both sides mobilized thousands of people and millions of dollars to influence voters, whom polls showed were more divided than ever. Signs calling for Walker's removal and those supporting the 44-year-old son of a minister dotted the state's landscape all spring at a time normally devoid of political contests.
Turnout was strong across the state with few problems reported as some voters waited in line to cast their ballots.
"Typically we wait until 5 in the afternoon, but we were chomping at the bit to just get it over and done with because I think it has been an unjust campaign waged against the governor," said Jeff Naunheim, a warranty analyst from St. Francis who voted for Walker first thing Tuesday.
Naunheim said the recall was a waste of money.
"I think the Wisconsin voters voted in 2010 to vote Walker in," he said. "I don't think he did anything illegal."
Barrett supporter Lisa Switzer of Sun Prairie said Walker went too far.
"Even if it doesn't turn out the way we want it to, it proves a point," said Switzer, an occupational therapist and single mother on BadgerCare, the state's health insurance program for the working poor. "People in Wisconsin aren't just going to stand by and let a governor take over the state and cut social services."
More than $66 million was spent on the race as of May 21, making it easily the most expensive in Wisconsin history. That money was spent on an all-out barrage of television ads, direct mail, automated calls and other advertising that permeated the state for months.
Walker used the recall to raise millions from conservative donors and bolster his own political fame in the face of the fight. National GOP groups, including Americans for Prosperity and the Republican Governors Association, poured money into the contest.
Unions got behind the recall drive, which started with the collection of more than 900,000 signatures over two months to force the vote. Barrett defeated the union-favored candidate in the Democratic primary in May and then tried to use that to his advantage, while also courting union support. He pledged to call a special legislative session to restore the collective bargaining rights Walker took away.
Also Tuesday, Lt. Gov. Rebecca Kleefisch and three Republican state senators also faced recall elections, and a fourth open Senate seat was also to be filled. Democrats hoped to win at least one of the Senate seats, which would give them a majority at least through the end of the year.
The recall also focused as much on his record creating jobs as on the divisive union proposal. Walker promised in 2010 to create 250,000 jobs over four years as governor, and just how many jobs were created under Walker was a major point of contention. Walker relied on new data showing the state added about 23,000 jobs in 2011, while a different survey that Barrett favored found the state had lost about 34,000.

Public workers do not have a contract with the taxpayers who are paying for their excessive compensation which is bankrupting municipalities all across the nation. The contracts were made between the public sector unions and the public sector workers, both of which are benefactors. The taxpayer, who is footing the bill, has no representation whatsoever. Time for a class action lawsuit: taxpayers united vs. public sector/-unions or time for all municipalities to declare bankruptcy, fire all workers, and hire anew, under conditions that are in line with the taxpayers' ability to pay.

Pigs get fed; hogs get slaughtered. The public sector was already grossly overpaid prior to the onset of the Great Recession in 2008. If the the public sector had at least opted for a pay freeze and not increased property taxes as of 2008, then they would not have brought the wrath of the taxpayer on themselves. Because of their totally out of control greed, including the recall spectacle and associated waste of taxpayer dollars that they caused, public workers are now despised all over the nation.

yada......call me crazy, but wouldn't it be more stupid to elect democrat politicians who have promised to overturn legislation that protects the middle class taxpayers from the "tax to the max" special interest groups?? I realize that Wisconsin has some of the highest residential property taxes in the country--something the middle class is reminded of every time we go to pay that tax bill--are the highest property taxes in the country something we should really be striving toward?? If yes, you're right--we should have put Barrett(and the public worker's unions) back in power.....

What you are stating as proof comes from the federal laws, not state regulations and permit processes. I understand your skepticism over people doing the right thing, though it is that way through out all society, including those that pass stupid laws and government processes. I worked in government long enough to see many attempt to thwart improvements by clinging to false notions of that’s the way it’s always worked. I am refreshed by a government willing to fix issues that make government work for the people instead of making people jump through hoops for the government. I understand there is hardly anything walker will say or do that is acceptable too you. But to blindly think the system isn't broken and claiming attempts to fix it will make it worse is just amazing to me.

Just because a law/ rule/regulation/policy is put forth in no way means it works or has not caused more problems. Scott Walker won because Wisconsin homeowners had to put up with having their property taxes increase annually -- right through the Great Recession, while their home values plummeted. Property taxes are supposed to be based on appraised market values, so they should have decreased. One Madison attorney reported that 75% of his cases are property tax appeals. Also, the outrageously excessive compensation packages of public workers were posted online, which infuriated taxpayers even more. The fact that public workers (and their unions) had granted themselves annual pay raises right through the Great Recession proved that their greed was totally out-of-control and drastic measures were desperately needed. Since the real estate market and consumer spending are the two main engines of the U.S. economy, basing all taxes, including property taxes, on income might be worth considering. If this had been the case, then at least the grossly overpaid public sector workers would have had to pay higher property taxes than those in the private sector with slashed incomes.

"If" you took the time to actually look at the story the words you provided were from the NPR and not Walker or his admin, his comment to NPR was "We still want clean air, clean land, clean water. We want public safety and public health, but you can enforce things that are based on common sense and not just on bureaucratic red tape,". But hey I understand getting the whole message through is a tough job for those on your side of everything.

In that the recall has provided us with consensus that Walker's agenda/legislation has been given the green light by the majority of the state's voters, it was worth the effort/expense. In the grand scheme of things, nine million dollars was money well spent in letting the democrats know that this is absolutely the direction that the majority of the state's residents want the state to travel down......

Frusion - Dadof2 was talking about good-paying manufacturing jobs. They used to be plentiful. The fruits of those labors created a great quality of life for many in our city and state. Tax coffers bulged, infrastructure grew, businesses prospered, new subdivisions seemed to spring up overnight -- everyone was happy. Then the bottom dropped out. I'm glad you have made a success of yourself through nothing but hard work. But not everyone is college material, and not everyone can or wants to take on college loans. Plus, the unemployment lines are filled with people with advanced degrees, tons of experience and excellent work ethics. There are no guarantees for anyone anymore.

Maine - why should Wisconsin taxpayers be forced to support crop prices for millionaire farmers? Why should we finance tax cuts for Exxon, ethanol producers and other energy industries? Why should those who are morally opposed be forced to finance wars? Why should we send checks to our "friends" in Pakistan? Why should my taxes be used to fund BadgerCare for people who work at Walmart, because Walmart makes sure they offer health insurance to the fewest employees possible? fear, same old same old. "If it isn't handed to me I'm not doing it" Cuts from tech school or Whitewater doesn't mean squat to someone that sets the goal for themselves to have a good education. There are many people that don't have a pot and they get through post-high school with hard work and sacrifice. I worked full time second shift and I earned 2 associate degrees from Blackhawk then I later earned a bachelor's degree. I have 5 kids and volunteer coached during all of this at the Y--all at the same time. Was it hard work? Of course it was. Did someone pay me to do it? Ha ha!! NO. There is nothing special about me so if was able to do it, anyone can. I don't buy the excuse that tuition is too high at Blackhawk because of budget cuts. If you want it bad enough you can do it.
Per my previous post, there's good jobs out there in the Janesville area but yes, you need an education for most of them. If moving away is what the previous poster said he needed to do to get a good paying job, then that'w what you need to do.

If you think there are no good paying jobs around Janesville, take a look at Indeed.com or Careerbuilder.com There are a lot of very good paying jobs that are unfilled. Granted, for many of them you would have had to put effort in to a couple of years at Blackhawk or even a Bachelor's Degree from Whitewater but you know what that would have meant: Sacrifice. Its easier for many people to complain or hold out their hand than to sacrifice.

A victory YES!...however much there is still much to do. This state can move forward and for the republicans this is easy, democrats not so much. You have to change your thinking and work for the people you represent, in their best intrests not yours. If "building bridges" is the goal, then perhaps it would be wise for the losers to not whine, and the winners to not gloat. Fact is the recall was successful in wresting control of the state senate from Republican hands. That means that Democrats now control what legislation makes it to the floor in one chamber - meaning that we actually need to work together now to get things done. So dance you happy dance if you must - but a wise person does so out of view of others.

And with WI wages dropping over the past year, WI being nearly last in job creation for the past year and now the world economy in trouble due to the EU... Only 12% of Wisconsinites work in the public sector, but their extortion of the 88% was made possible by their union/political connections. The 88% had to put up with the 12% public sector giving themselves raises/raising property taxes annually right through the Great Recession, even though the values of homes plummeted, and foreclosures skyrocked. A lawyer in Madison stated that 75% of his cases involve clients trying to get their excessive property taxes lowered. The 12% was so blind-sighted by its out-of-control greed, that it initiated a recall which provided the means for the 88% to revolt against the extortion tactics of the 12% public sector.

The chicago union boss are upset that the highest paid teacher in the state, David Sebald earned 203K in salary in 2011 and he is a PE teacher-in the leyden school district which is not Chicago proper. The chicago thugs are also upset that Township district 11-the largest school district in the state has 9 of the top 10 highest paid teachers in the state-each earning in excess of 185K per year-not bad gig for 185 days of work.....who else earns a $1000 per day?

The thing that makes me mad is in addition to the time we lost on this recall is the taxpayer’s money that will have to go to pay for this recall. On a personal note it will be hard for me to ever trust any politician again because of this recall. I have very little trust in any politician that includes democrats and republicans to follow through on the promises that were made and everything that was talked about in this recall. I will live with the decision the people made, however their will now be the issue of trust and that is the most important issue in my opinion when I listen and see what republicans and democrats do. See saying is one thing and doing is another thing. It makes me wonder why we even had this recall to begin with? This was a waste of time and money that Wisconsin can’t afford right now. Now will have to go through all this again in November and when we vote again tis recall will weigh heavily on my mind because I lost trust in both democrats and republicans. This was the reason I could not sign the recall petition to begin with. I was satisfied with waiting till the regular election as opposed to paying for this recall. In my opinion to heal this division I think the group that started the recall should pay for the recall instead of the taxpayers. It will be interesting to see how the people of Wisconsin feel in November when we vote again on November 6, 2012.

I do find it interesting that some posters would argue that 46% of state voters that voted against Walker "Hate him". I voted against Barrett but I don't hate him, I disagree with his politics. I voted against Obama but don't hate him even though he consistenlty attacks what I believe in through both words and actions. We now clearly see that now Walker's agenda has had the green light from the majority of the state's voters. What the voters need to remember is this is a representative democracy. Your vote for or against a candidate merely puts a person into office, to vote on your behalf regardless of your feeling for them. It is not about what you want. Once again, this is not a resounding victory, a mandate,or landslide - the people have spoken again....almost half of those who voted, voted against Walker ( again). As of 3 am only about 176,000 votes separated the count. Yes, Walker won, but the vote count shows that about 46% of the voters still don't want him, this is something he needs to remember during the remainder of his term.

Actually, 46 percent of the state hate him. 53 percent approve at 99 percent of the precincts in. That is 1.15 million people do not like him and voted to show that. There are 4 miliion adults over 18 in Wisconsin (according to the U.S census bureau). That means that 28 percent hated him enough to vote. Not really half the population. And I do hope that he realizes that fact. However, there is no way to please everyone, and you don't always want the minority to control the majority.

The bigger bankroll certainly does not always prevail, but the vast majority of the time it does. If you are to bet blind on picking a winner, and just go solely off who has the bigger war chest, you'll pick the winner a good 80+% of the time. Usually when the bigger $$ campaign does go down, they have a LOT against them. Like the recent republicans in California to run for governor-senate. They often will put up a huge $$ candidate, and have a bigger war chest, but will still be killed in a very liberal leaning state. If it's a pretty centrist state-district-ext that is voting, I would always be putting my $$ on the candidate with more $$$.

The majority of voters in Wisconsin have made it very clear tonight that they support Gov. Walker and his agenda. I supported Tom Barrett and do not agree with Gov. Walker's policies, but Gov. Walker and the Republican Senate candidates who won their races deserve congratulations on their victories. I'm concerned for the direction that Wisconsin is headed and will continue to advocate for progressive policies. I'm thankful we live in a country that allows us to advocate for what we believe in and that we resolve our differences of opinions peacefully, through voting and representative democracy, and without the violence we see in so many othe countries. We now have confirmation that this is the path that the majority of our state's residents want Walker to lead us down.
