MADISON Gov. Scott Walker promises swift action on his budget now that it’s passed the Republican-controlled Legislature without a single Democratic vote.
Walker said in a statement after the budget passed the Senate on Thursday night that he would act within days on signing and issuing vetoes, if any, to the $66 billion two-year spending plan that generated weeks of protests.
Despite the outrage from Democrats and others that the budget would devastate public education, health care and programs for the poor due to deep cuts, Walker and Republicans who supported it said they were putting the state’s finances back on track.
“I remain confident that the Senate and Assembly passed a budget that met and exceeded the goal of balancing the budget by cutting spending and not increasing taxes,” Walker said.
Republicans in the Legislature moved rapidly to approve the budget in the face of recall elections this summer that could give Democrats control of the Senate and the ability to block their agenda.
The Senate passed it on a party line 19-14 vote Thursday. The Assembly passed an identical version earlier in the day on a 60-38 vote, with all Republicans voting for it along with one independent. No Democrats in either house voted for it.
“There is no shared sacrifice in this budget,” said Democratic Minority Leader Mark Miller. “This budget gives to those few who already have a lot. It gives to them and it takes from those who have less. ... The citizens of Wisconsin deserve better.”
Walker spokesman Cullen Werwie did knock down one fear that erupted Thursday among opponents of school vouchers that language added to the budget by the Assembly could result in the expansion of the program statewide instead of just to Racine.
Walker and Republicans support expanding vouchers beyond the city of Milwaukee. The budget would allow vouchers in Milwaukee County and the city of Racine, but language was removed that would have permitted them in Green Bay.
Voucher opponents said they were worried Walker could easily veto the language to allow vouchers to go statewide. The pro-voucher group School Choice Wisconsin is led by two former Republican speakers of the Assembly — Scott Jensen and John Gard.
“These guys know how to write legislation,” said Dan Rossmiller, a lobbyist for the Wisconsin Association of School Boards. “We’re not dealing with rookies here in Scott Jensen and John Gard. I don’t believe that anything happens by accident in this business.”
Werwie said the governor will not line-item veto that section and his intention was to have vouchers expand only to Racine and Milwaukee County as the Legislature intended. Jim Bender, a lobbyist for School Choice Wisconsin, also said the intention was not to allow vouchers to go statewide.
Even so, state Superintendent Tony Evers issued a statement saying criteria put in the budget that would allow only Racine to qualify could soon qualify other cities including Green Bay, Appleton, Eau Claire, La Crosse, Madison, Oshkosh, Sheboygan, Superior, and West Allis.
Republican Sen. Mike Ellis said a bill would be passed later this year to make it impossible for vouchers to expand beyond Racine as was intended. Werwie said Walker supported that bill.
“There was no sneakiness in this,” Ellis said.
The expansion of vouchers was just one of several trigger points for Democrats who attacked Walker’s budget during 13 hours of debate in the Assembly, which ended with a passage vote at 3 a.m., and in the Senate, which debated for nine hours before passing it.
Democrats said the budget cuts funding for public schools, higher education and programs benefiting the poor at the same time as it extends tax breaks to manufacturers and multistate corporations and increases funding for roads. They called it an attack on the middle class.
“People are frightened in Wisconsin by this economic situation,” said Sen. Bob Jauch, D-Poplar. “They’re extremely frightened their own government is abandoning them. This budget is an assault on those very people.”
But Sen. Alberta Darling, one of the Republican co-chairs of the budget-writing committee, said the spending plan was about helping small businesses, entrepreneurs and farmers.
“I want to give those individuals the freedom to decide what to do with their own money,” she said.
The budget cuts public education funding by $800 million over two years and reduces the ability of local school districts to make it up through property tax increases. It also cuts UW funding by $250 million, calls for $500 million in cuts in Medicaid and puts an enrollment cap on a popular program designed to keep senior citizens out of nursing homes.
Republicans called it a responsible approach to solving a $3 billion budget shortfall without raising taxes.
Two protesters disrupted a brief Senate session in the morning by shouting, “Kill the bill” and then using rigid bicycle locks to chain themselves to the railings of a public gallery that overlooks the Senate floor. They encircled the U-shaped locks around the back of their necks and waited as authorities eventually broke the locks and took them into custody an hour later.
Capitol Police said 16 people were arrested for disorderly conduct during the Senate’s debate.

Walmart is a business/retailer not a social or economic organization. The reason walmart survives is they offer what some consumers want, low prices...funny you want this for healthcare but criticize a retailer for offering it to consumers who choose to patronize them. And there is the key word, choose. As empires of all types remove this option from those under them. Take for instance the federal government, which could be defined as an empire, they provide the laws and condition for their citizens to live under...with little to no choice. Yet you can drive by what you think is a walmart empire and shop where you want and not give them any of your money, so much for the empire status you and your friend mouse think.

The English language is funny, you can criticize someone for making an honest error, and then in the same post turn around and make an error in judgement yourself. I find it just so funny that the republicans defend Walmart to the hills, and yet fail to recognize the THOUSANDS of small businesses that no longer exist because of this particular empire. I thought it was your party that ACTED like it cared for small businesses? Guess not!

First "walmart empires". A business, no matter the size or scope, is nothing like an empire. An empire is a nation or group of nations controlled by a emperor. Unless you are so delusional to think walmart has control over your life it is obvious you have no understanding of empire or empires.
Second you stated, "bring back the America are kids want". The word are is actually a verb. Used like you did does not fit the sentence and makes no sense unless of course the non-existent walmart empire forced you to use it. I suspect you really wanted to use the pronoun "our", but didn't know how to spell it.
Lastly you stated, "Don't fool the younger generation will tales..". You used the verb will incorrectly, this is not just a spelling error as the correct preposition "with" you should have used is hardly close on the keyboard or in meaning.

Onedayatatime... However, I do NOT vote along any party line. I voted for Obama yet voted for Walker. I have voted Dem for "nearly all" elections since voting for Carter in 1976.
Its easy to toss around diatribe when Democrats simply assume it is "a given" that once a Dem, always a Dem.

I have stayed away from the comments section because the level of intelligent conversation had become so dismal. It's even worse that it was months ago, with people like kaysbrew's comments. As long as we have people who are so obsessed with the liberal conservative labels and will vote along party lines no matter what the issue and the affect it has on people, we are doomed. Our nation is imploding and these fricken stupid people from both sides just continue this destructive tripe. We have passed the precipice of return to better times; it's too late to recover. Our government is so corrupted by the actions of the citizen’s united ruling all of "our representatives" have been bought and paid for. To be a politician you either have to be a millionaire (unable to relate to the common man) or financed by millionaires who they then represent. The people who actually go along with this theology are so stupid they refuse to see what it is doing to this country and they still believe after 30 years of proof to the contrary, that trickledown economics works and that is the way to go. A huge majority of the population is completely apathetic and oblivious as to what is going on. Clarity, do you believe you're entitled to zero taxes and if so, all things remaining the same, who pays the difference to make up for your $0 taxes? Your customers? Secondly, I find it hard to believe that someone who preaches entrepreneurial individualism would allow $250,000 to $300,000 get in the way of rocketing their business into the stratosphere after clearing $500,000 annual. Something doesn't jibe here.

I know that this is an example of the federal goverment perks of public service...but let's start hacking at the state government wages & perks! They are quick to take away benefits that the average joe public worker has, but they are public servants too! And I suspect their perks are more outlandish and undeserved as well....all paid for with the taxpayers dollar!

A member becomes fully vested after five years, and pays only 20 percent of his own benefits (the other 80 percent comes from taxpayers). clarity: if you would rather invest it than keep it, thats awesome, and if you were of the majority i believe that system would work. however, i believe you are in the minority and most business owners, especially in this climate will do nothing more than hold on to the extra money.

Thinking it over clarity, not ignoring your question. I'm thinking of such things as this: I have a 1971 Nolan Ryan that books at $125.00. But there are about 100 of them available on eBay for anywhere from .75 to $5.00. There is a new biography of Stan Musial that Walden Books is selling for $30. The same book is available on EdwardHamilton.com for $4.95. How, in this world of the internet, when everyone in the world can be a merchant, and everyone seemingly can undercut everyone else, and in this time when manufacturing has nearly dried up in America, can we look at the same old paradigms?

Anyway, the demand is there for some product line(s) but you don't have the financing to launch it, if I am understanding it correctly. Or the demand is not there but your investment income from tax savings would create the demand......and others could pick up your share of the taxes you are no longer paying which will lower demand unless your business is for very high end products?

And you know, with the rest of your comments, you are making some sense. It is just that we see and hear one extreme or the other and we get no where which does not help your business I suspect. I still do not buy into trickle down economics, however.

I do see it another way. I think Governor Doyle kicked the can and robbed Peter to pay Paul and I truly believe he knew we were in such hardship that he didn't want to run again for office.
I think these cuts are very hard but they are not devastating and I think we need to do everything we can to get businesses to hire again.
The more people working means less collecting government taxpayer money and more revenue into the state. Which in turn means more money for programs.
Works that way on the federal level too.
Allow the businesses to compete. I think I read Canada's corporate tax was 15% ( I may be wrong) we need to be at that level or lower to just compete.

I hope everyone understands and continues to read what this budget is doing to WI and why the Democrats were fighting so hard to avoid the budget from passing -
The approved budget cuts more than $1 billion from public schools and the University of Wisconsin system. It also holds property taxes practically flat, which severely limits local officials' ability to recoup lost revenues.
The budget takes some $500 million from Medicaid programs, and places an enrollment cap on Family Care, a program aimed at keeping poor, elderly people out of nursing homes. It also eliminates a significant amount of state and federal funding from nine Planned Parenthood of Wisconsin health centers.
Looks like the Republicans are balancing the budget on the backs of the poor and middle class and our future (education). Tell me if you see it another way.

clarity--I think that the real answer is that there is NO economic system that can sufficiently provide for all. Therefore, if we have much concern for anybody else, we look toward a system which is the most inclusive. That, of course, is a very subjective area. And that is also where everyone tries to justify his preferred system as being the most beneficial to the most people. People use all kinds of silly arguments to justify theirs as the most effective system, but usually, it boils down to, "This is the system which provides the most for me, so I favor it."

To all of the restaurants in Janesville and Beloit in which I have, for the past 24 years, been a regular customer: Thank you for all of the great meals and great times in your establishments. I will no longer be able to spend money in your places. scott walker has made it impossible for me to continue to be a contributor to the local economy. It seems that he wants to see you go belly up. He certainly wants to make sure that his dream of turning Wisconsin into 1932 Mississippi comes to reality, and that means making sure that we cannot support our neighbors' businesses. His silly followers stand around waiting to be trickled down on, and defending his efforts to destroy your businesses because they have a dream, too. They envision the 15 people in America who will be left with money giving it to them to reward their loyalty, but mostly, they just kind of like being trickled down on.

I think you just gave a huge example of why trickle down does not work. Corporations are having, or just had record profits, the DOW is some distance from it record peak, banks are borrowing money at near 0%, corporate taxes are at record lows, unemployment and bankruptcies are high, the wealthy (which you are not apparently) are gaining share of wealth much faster than the rest of us – our share is in fact declining, you can't/don't want to get more credit due to being maxed out for your business (I genuinely admire someone like you that is willing to take the risk as you have), and people are not buying for some reason (“The lack of demand......”). If trickle down works, it has to start trickling and you just indicated that is not happening. It in fact never does for a sustained period of time. There is adequate money – it is just not circulating as it is tied up at the top. If the wealthy want to help your business, they will buy all of your product even if they can't use any more of it – then trickle down will work a little better for you.

I'm glad the budget bill has passed. Maybe we can finally balance the budget. I only wish they would extend school vouchers statewide. The public schools have been going downhill for many years. Every parent should have a choice, if they don't want to send their kids to public schools.

Lower the corporate tax rate ... AFTER getting rid of the loopholes ... I would rather see the corporations pay a 15 or 20 percent tax rate and actually pay something than raise the tax rate on them and have them pay nothing because of all the loopholes put in by special interest groups. Until they fix the tax system that favors the 50% of the lower income that pay no federal tax and the top income that can loophole out of taxes ... we will not recover. Flat Fair Tax without the numerous deductions and loopholes for all levels of society. Look how they just kept the ethonal subsidy despite attempts to save those billions of dollars (ending of it was supported by both parties but both parties in ethonal producing states kept it).
