Beloit reviews purchasing policy after arrest

— The arrest of a former Beloit city employee has city officials reviewing the oversight of city purchasing.

City Manager Larry Arft says the city's purchasing policy calls for department heads to approve purchases over $50, but that wasn't being done in the water resources division.

Afrt has previously stated Beloit Public Works Director Dave Botts was fired, in part, because of this investigation.

Arft says the investigation of Tim Kosier started when the city received an anonymous letter last spring. He says property purchased with city money was found during the execution of search warrants. Arft says Kosier was also running a side business with materials purchased through the city.

Kosier was arrested by federal authorities this week in Hawaii on suspicion of stealing $150,000 from the city. He awaits extradition to Wisconsin.
