— The Janesville City Council is putting a lid on borrowing money for street maintenance.

Council member Tom McDonald says he believes road maintenance shouldn't be paid for with borrowing.

City council president George Brunner says he would like to see less borrowing for the annual expense.

The city council voted to cap borrowing for road maintenance at $950,000 a year, unless a super majority of the council decides to exceed the amount.
