Congressman Ryan disputes president's budget views
Podcast Episode
WCLO's Stan Stricker reports on Congressman Ryan's statements about the President on the Dan Conry Show
A compromise budget, between President Obama and Congressman Paul Ryan of Janesville, may be difficult.
As Ryan promotes his plans to reform Social Security and Medicare, he tells WCLO's Dan Conry Show, he's become accustomed to much of the political "blow-back". He does admit he didn't expect it from the President though. Ryan says he wasn't prepared for the President's comments during the budget address.
When invited to sit in the front row during the speech, Ryan says the President's staff led him to believe he'd like what was said. Ryan says what he did not expect, was the Commander and Chief, to knowingly mislead the public, in the face of dire fiscal problems.

Paul Ryan Gets an Earful as Tour Bombs
Edited on Thu May-05-11 05:21 AM by Pharaoh
Source: Common Dreams
KENOSHA, WI — Paul Ryan, the smooth-if-not-always-substantive congressman, is the darling of the D.C. talk shows. The House Budget Committee chair, chosen by GOP House leaders to respond to President Obama’s State of the Union Address, is the prime pitchman for the Wall Street lobbying agenda on everything from privatization of Social Security to tax cuts for the rich. During Congress’ spring break, he took his show on the road. U.S. Rep. Paul Ryan, R-Janesville, makes a point during a listening session held Friday, April 29, 2011, in Union Grove. (SCOTT ANDERSON - Racine Journal Time)
When he claimed that he was serious about balancing the budget, someone in the crowd shouted: “That’s not what the Congressional Budget Office says.” And the room erupted with cheers for the correction of the congressman’s attempted deception.
When Ryan claimed his Republican budget plan would save Medicare and Medicaid, the packed room erupted with shouts of “Liar!”
When Ryan claimed that he didn’t want to replace Medicare with a voucher system but rather with “choices,” a woman piped up: “You can call it what you want, but don’t tell us that it’s still Medicare.”

Rep. Ryan orders protesters with disabilities arrested

vatoloco, Social Security is fully funded and unlike defense spending, has been running in the black for years. As of the end of 2010, the accumulated surplus in Social Security stood at just over $2.6 trillion. Current receipts will continue to exceed expenditures until 2017. Thereafter, there will be a slight shortfall that will be made up by withdrawals from the growing $2.6 trillion filing cabinet of IOU's. Social Security isn't expected to begin deficit spending like the military until anywhere between 2025 and 2042 - depending on economic conditions. Simply put, it's not a spending program when it's running surpluses.

*******
Yes and no I think. We don't have an economy without debt. Debt is not the enemy with a fiat currency. We've alway lived beyond our "means" in the sense that we borrow money to create wealth, which is exactly what happens. It sounds counterintuitive, but the budget of a country like ours is not like your household budget. It just isn't. I can't say that enough times, but the politicians ratchet up the rhetoric to induce fear, and fear is a great motivator and a great way to motivate an electorate. How do you think GW Bush got reelected?

Straightalk, no problem. Lets' just not try to fix our simple math problems by privatizing Medicare or Social Security. Medicare and Social Security are not welfare programs - they are not programs for the needy. Participants and supporters are not looking for a hand-out. It will be a new day in America when stop viewing health care for all as welfare.

We've been living beyond our means for decades. Both parties are responsible - they tell the people what the want to hear in order to get reelected, not the truth that people need to hear. Now, we are running out of options. Spending MUST be cut - we can't afford it any longer. Also, small tax increases are in order until we get through this. It's not GOP vs. DEMS: this is simple math. We can't spend more than we take in. And, we can't over tax and kill the economy. It's a new day in America. Help the people who need help, but to those just looking for a handout - the gravy train has come to a stop. America - pull your own weight!

Who said the programs are ruining America? Do you read the news?? We are talking about Republicans, Ryan included, who have at nearly every turn tried to disembowel social programs since the New Deal (that is until the largest continuous voting block, senior citizens, pushes back), while trumping up the fear factor to make sure defense spending kept the military industrial complex humming, and in turn guaranteeing federal dollars be appropriated to defense budgets, while issues like health care reform took a back seat. If your screen name is an indication of who you are, then you certainly benefited from those policies.

Who said the programs are ruining america? The cost of the programs, in direct relation to other spending and revenue sources have stressed our nations finances. Ignoring that spending beyond means is a problem is evidence of an irrational position. Having a deficit or debt by themselves is not an issue. Ignoring the size of the two with respect to the GDP and how these have impacted our future budgets, debt payments, and climbing expenditures to pay for entitlements is a problem.

RAF, besides a few years here and there the US has had a budget deficit since 1776, yet here we are, alive and kicking. The shrill voices jumping up and down about the danger of the Federal deficit are the very same ones who wrote the checks to begin with. It's a political game. We removed ourselves from the gold standard to create a fiat currency that was not restricted by the deflationary aspects of gold, and relied on private banks to print and loan money directly to the Government. Those were policies that benefited the uber rich to begin with. That's the boat we are in. Cutting spending will do little to turn the economy around, yet "they" are trying to convince us that it was our fault and that social programs are destroying America. It's simply not based in fact, but figures are a funny thing. You'll never get many conservatives or Dems to agree on simple monetary and budget policy, simply because one sees it one way, the other sees it differently, and yet we all lose.
Don't play the game.

Interesting the "biggest culprit" was based on a faulty CBO projection, even stated in the article. Revenue "assumptions" were based on this: "CBO’s 2001 forecast assumed that tax collections would stay above 20 percent of the nation’s gross domestic product (defined as the total of all economic output) — well above the historic average of 18 percent of GDP." The interesting thing about CBO projections, they are based on a single budget that is replaced every year by law, and they never know what the next budget will have in it. When the government is spending +20% of GDP, well above historic averages for revenue collection, and then journalists assume the problem is a tax cut there is a problem; called reality.
The only two fiscal problem our nation has, spending and entitlements. Promises and spending made before money is received creates deficits if done wrong, accumulations of the deficits is the debt. We have spent more EVERY YEAR since the late 1950's then was received, this is nothing new. What is new, how fast the debt has grown in the past three years...all through spending.

"The biggest culprit, by far, has been an erosion of tax revenue triggered largely by two recessions and multiple rounds of tax cuts. Together, the economy and the tax bills enacted under former president George W. Bush, and to a lesser extent by President Obama, wiped out $6.3 trillion in anticipated revenue. That’s nearly half of the $12.7 trillion swing from projected surpluses to real debt. Federal tax collections now stand at their lowest level as a percentage of the economy in 60 years."

Ryan's plan and Pell Grants-
"In addition, the plan almost certainly would lead to large cuts in investments critical to future economic growth, like infrastructure, education, and basic research. For one thing, the plan cuts a stunning $1.6 trillion from non-security discretionary programs over the coming decade, so cuts in those areas would be hard to avoid...Pell Grants warrant particular mention. The plan’s cuts in Pell Grants would mean that — while cutting heavily into medical, food, and housing assistance for low-income Americans — the Ryan plan would cut rungs off the opportunity ladder by making it harder for many low-income students to afford a college education. The Ryan documents justify the Pell Grant cuts by claiming they are needed to keep tuition from rising, but that stands matters on their head. While there is some evidence that higher student aid places upward pressure on tuition, the Ryan budget itself would force tuition up, even as it cuts Pell Grants. Tuition charges for community colleges and public universities are rising across the country now primarily because states — facing budget shortfalls — are raising them significantly. The Ryan budget’s $1.6 trillion in cuts in non-security discretionary programs would squeeze state budgets much further because a third of all federal non-security discretionary funding consists of grants to states and local governments. By significantly worsening state fiscal outlooks, these cuts would likely force further tuition increases, even as the Ryan budget would cut Pell Grant amounts and restrict access to those grants."

"Ryan has said that he borrowed some ideas from President Obama’s fiscal commission, which was chaired by Erskine Bowles and Alan Simpson. But in a sharp departure, it stands a core principle of the Bowles-Simpson plan on its head. The co-chairs called for policymakers to set, as a basic principle, that the deficit should be reduced in a way that does not increase poverty and inequality; they called for protecting low-income and vulnerable Americans. The Ryan plan, in contrast, aims by far its most severe blows at those people — even as it drops all of the Bowles-Simpson revenue-raising measures that would secure their largest revenue increases from people at higher income levels."
"the Ryan plan secures no deficit-reduction contribution at all from closing special interest tax breaks, such as breaks for big oil companies or Wall Street traders who exploit loopholes to pay taxes at low rates — even though such prominent economists as former Reagan advisor Martin Feldstein has said that “tax expenditures” constitute the biggest source of wasteful spending in the budget and should be the first place that policymakers look for cuts. The Ryan plan does call for tax reform that would broaden the tax base. But every dollar of revenue gained would go for cutting tax rates well below Bush-era levels, especially for the richest Americans whose top rate would fall to 25 percent. Not a penny would go for deficit reduction."

"the Congressional Budget Office report reveals that the Ryan plan would raise the age at which people become eligible from 65 to 67, even as it repeals the health reform law's coverage provisions. This means 65- and 66-year-olds would have neither Medicare nor access to health insurance exchanges in which they could buy coverage at an affordable price and receive subsidies to help them purchase coverage if their incomes are low. This change, which is not mentioned in the 73-page booklet on his plan that Chairman Ryan released, would put many more 65- and 66-year-olds who don't have employer coverage and can't afford insurance into the individual insurance market — where the premiums charged to people in this age group tend to be very high — leaving them uninsured. People of limited means, such as those who are trying to get by on incomes as low as $12,000 a year in today's dollars, would be affected most harshly because they wouldn't be able to afford private coverage"
"in 2022, the first year the voucher would apply, CBO estimates that total health care expenditures for a typical 65-year-old would be almost 40 percent higher with private coverage under the Ryan plan than they would be with a continuation of traditional Medicare. (SEE GRAPH.) CBO also finds that this beneficiary's annual out-of-pocket costs would more than double — from $6,150 to $12,500. In later years, as the value of the voucher eroded, the increase in out-of-pocket costs would be even greater"
"CBO wrote that "Paying more for health care would be particularly challenging for elderly people with less savings and lower income." And Alice Rivlin said that she does not support Ryan's new proposal. Rivlin observed that it would result in a massive cost-shift over time to beneficiaries and that the growth rate Ryan set for his vouchers is "much, much too low" and "I don't think that's defensible."

Pretending the "status-quo" is sustainable is ignorant. The best thing about ryan's plan so far, it forced some of the uninformed to look at the facts involved in our nations finances. Many of the uninformed will stay that way predicated on left wing thoughts of a strange utopia of fairness where all should get everything free; ..............nothing is free

I am going to say something here that both Democrats and Republicans should listen to. This next campaign for the Presidency of the U.S. is going to be the dirtiest and the most rotton in the history of the U.S. Republicans like Paul Ryan need to change their ways in a hurry. If they don't, it will be the downfall of the U.S. The poor and the middle class cannot afford to continue to support people like Paul Ryan. He only supports the rich and the upper crust 2% in this nation. And, I believe he knows this. He is going to ride out the gravy train as long as he can. If Mr. Ryan wants a decent U.S. to live in, he had better start listening to our President.
Our President, Barack Obama, has saved us from the next Great Depression. It started under GWB, and thank the Lord, for Barack Obama, he came at the best time for us and for America. Without him, we would have seen a depression worse than the last one.
The first Bush started part of the problem we have now. Then came President Clinton, who balanced the budget, and GWB inherited a balanced budget. American really couldn't afford the tax breaks that GWB gave us. But we all accepted them. With the war, that we should not have been in, GWB gave tax breaks to the wealthiest in our nation, when he shouldn't have. Look at WW II, and what the taxes were after that war. We needed to pay for the war that GWB put us in, but no, instead of doing what he should have done, he gave tax breaks to the wealthiest in our nation.
I know that Paul Ryan gets it. It is time he started listening to our President. Paul Ryan knows the truth and how we need to get to stability. But, as part of the elite of this nation, he will ignore the truth. And spout a a lot of crap, that WILL BE OUR DOWNFALL.
We are in the endtimes, if many Republicans don't wake up soon.

There are so many distortions in Ryan's proposal that it's mind boggling. Yet, the response from his supporters seem to be that if you don't have the solution to all our nations problems, you should shut up and not criticize - that his distortions, fabrications and lies are better than nothing. What a way to create success in total failure and race our country to the bottom.

Regarding a town hall meeting where Paul Ryan again repeated the lie that small business will see their taxes rise, if the Bush tax cuts expire. He again said that the wealthy need the tax credit to create jobs. The tax cuts have been in place for 10 years and we have only continued to lose more jobs. I am so sick to death of the con job he is trying to get by us. He obviously thinks we are all stupid and will fall for the lies that have already been proven to be lies. From factcheck.org; "The vast majority of individuals who report business income or losses are not making upwards of $200,000 a year. In fact, only 2 percent of all those reporting business income in 2009 will earn enough to fall in the top two brackets. The overwhelming majority of these mom-and-pop shops we hear about would not see their taxes go up under Obama’s proposal."
Keep believing him and prove him to be right about people being stupid. Also, a man actually thanked Ryan for "looking out for the little guy". Good grief, how uninformed can someone be? No wonder he thinks people are stupid. If one would bother to look at Paul Ryan's voting record they would find that he consistently votes in favor of the wealthy and big business and against the "little guy".

Ryan's "Path" has nothing to do with our deficits or paying off the debt. If it did, his plan would center around a collectivist scheme to confiscate more money than the government requires in order to start producing surpluses and pay down our debt. It doens't. But it has everything to do with turning over hundreds of billions of captured payroll dollars destined for Social Security and Medicare a year over to Big Insurance and Big Banks. Ryan wants to flip that switch. That's what his plan is about. It has nothing to do with healthcare or the debt.

Ryan in typical fashion, again not answering his constituents questions at the townhalls!
The following is a post from IAmWisconsin (from the Ryan townhall blog):
I went to hear Ryan speak today in Burlington. He did not answer the question about if this would be like our current health care insurance that we are only sufficiently insured as long as you are not using it. He would not state the income levels for the "cut-off" for support, nor was he willing to state that there would be a "maximum" out of pocket cost/year.
He also showed the unwillingness to force a certain %of the premiums to go to paying for benefits instead of the management and shareholders profits. Anyone who thinks that this is going to work, I have a bridge that I want to sell you so that I can maybe afford to keep living the US. If this goes through, say good bye to the middle class- the US of A will be the first duly elected Plutocracy in the world. And Ryan is completely in agreement with that outcome.

Ryan is a detriment to the poor and working middle class, and to seniors. He will destroy all three if he gets a chance. HE IS NOT ABLE TO ANSWER THEIR QUESTIONS TRUTHFULLY. THEN PAUL RYAN GETS IRATE WHEN HE IS QUESTIONED, OR SHOULD I SAY MAD. I don't like the temper that I have seen Paul Ryan display over the past couple of weeks. Truth is a hard thing for the Republicans these days.
You must realize that his Washington job is in jeopardy. People don't like what they see in him lately. He is not the Paul Ryan that people thought he was. It's an interesting video. Listen it to it carefully. The narrator says if government stopped all spending today and did not spend a nickel on anything else AND made payments of $100 million dollars a day it would take 389 years to pay off the debt. If the debt was so important to pay off as they suggest - any plan to pay it off won't be a path to prosperity. It will be a path to poverty. As the narrator suggests, paying off the debt will require an enormous amount of capital wealth to be CONFISCATED by government from the American private sector and exchanged to buy back worthless pieces of debt notes. We are not talking redistribution here, but the sucking out of trillions in wealth from the American economy. Anyone thinking they're going to fix this problem on the backs of seniors SS, Medicare or by CUTTING tax rates are either slick talking robber barons or just plain stupid. When we hear Ryan talk about reducing our deficits and debt by cutting tax rates or gpawcat claim that the debt is sinking our economy only to lay blame on funded programs like Social Security and Medicare, we know we're not getting the straight scoop. Yeah, baby boomers are breaking the bank - rrright.

Earnednotgoven, there's really nothing tricky about it. It's either seniors Medicare and Social Security safety nets are government run or privately run by profit-driven Big Insurance and the Big Banks. Baldwin to her credit, has not written a proposal to balance the nation's books by stealing my Social Security or Medicare safety nets.
Baldwin has also done more for Ryan's district that Ryan has done for Ryan's district. Most recently, Baldwin not only sponsored but introduced the Senior Financial Empowerment Act, it passed the House 335 to 81. Of course Ryan voted against it. Last year in Janesville (actually Ryan's district), over a dozen groups comprised of local business, labor, health care, education and builder's submitted a list of eight “letter” marks totaling $40 million for economic recovery to the White House Counsel. Baldwin was there, on the receiving end of constituents angst and as their representative to expedite their request. Where was the deadbeat Ryan? He was somewhere else at the time pushing his hyperpartisan "Young Guns" book. Ryan's got better things to do. Baldwin also played a significant role in saving the state prescription program SeniorCare from the ravages of Ryan's Part D boondoggle.
I can come up with a few more, but I'm still waiting for years now for anyone to reciprocate in the same terms (even lightweight ones) what Ryan has done for the state or his district.

He's a career politician, the very thing conservatives rail against, he's voted for the largest programs that directly ballooned our "debt" (Iraq, Afghanistan, TARP, bush tax cuts, etc...) and yet working class Republicans are holding him up as some kind of savior for putting out a budget that DIRECTLY reflects the current political will of the Republican base. Ryan has never been for the middle class or working poor. His ideological glasses have tinted (and tainted) everything he has ever experienced. Trickle down economics has never worked and everyone knows that.. His real goal is to form a plutocracy where the top 1% (maybe a few more) control everything so they can get even more. Poor Republicans (which is anyone earning less than $250K/year) are stabbing themselves in the back as they vote as he (nor any other Republican) has EVER voted for anything which has benefited to you unless it was a by-product of a benefit for the rich (i.e. Bush's fake tax cuts for the middle class which were a cover-up for all of the other things we pay for in the likes of tax breaks and givebacks for oil and gas companies).

From WSJ on-line-
Pop quiz: What political party, in what state, this week passed a bill in the dead of night stripping public-sector unions of their collective- bargaining powers? Republicans in Wisconsin? The GOP in Ohio or Indiana?
Try Democrats in Massachusetts. Maybe the debate over public-sector benefits isn't all that ideological after all.
That would be the view of Massachusetts Democratic Speaker Robert A. DeLeo, who late Tuesday led an overwhelming majority of his House in passing a bill divesting policemen, firefighters, teachers and other municipal employees of the power to collectively bargain most health-care benefits by a 111-42 vote.

From today's Janesville Gazette, a Mr. Dotson had this to say about Ryan's plan: "I remember the days when we had poor farms and elderly people on welfare, before we had Social Security and Medicare for seniors, and I'm afraid it will lead right back to that situation."
This is exactly what can happen if Ryan's plan were implemented. Seniors know that. That's why they are fighting back, and speaking out against Ryan's plan.
Also, the Gazette article stated:
"If Congress can make such a major change to medicare for future retirees, what's to stop lawmakers from coming back and applying it to everyone currently on the program?"
I do believe that Ryan would even consider doing that to current seniors. He and his family don't have to worry. They are set for life, no needs or wants.
I congratulate our seniors for seeing exactly what is in Ryan's plan and for calling him out. Ryan hasn't seen anything yet, I would suspect, if he continues to harrass our senior citizens and "get their dander up."

mouse,poobah,SarahB1 and concernedperson-I was thinking you might be happier if you all moved to Massachusetts but now I see the DEMOCRATS in the most liberal state in America have voted to take away most collective bargaining from the public worker unions. I wonder how Walker and of course the Koch bros. forced them to do it? Funny that there was not one word about this in the Gazette-wonder why?

Ryan is showing his constituents who he really works for.

The Congressman should worry about his constituent's feelings, more than the President's. Either way, this budget passed in the House is his position...and he has to live with the response.
Also, when he came out with his budget it was said to be a bold step and frankly, very partisan. When the President responds, projection occurs.

High risk insurance pool we have that now with HIRSP. But will cost around $2000 plus a month. No other insurance company will take you right now. Plus if they did everyones premiums would skyrocket even more to cover the elderly that lets face it use the coverage more then a 20 something would. Now medicare is $115 a month so would cost lot more. Also do we pay premiums out of our pocket for medicare and then file it on our taxes then? How is that going to work?

Ryan's Plan - Establishing High-Risk Pools. State health insurance high-risk pools will offer affordable coverage to individuals who would otherwise be denied coverage due to pre-existing medical conditions, making coverage affordable for those currently deemed “uninsurable.”
-----------------
What is a high-risk pool? That statement alone implies that in Ryan's privatized Medicare, participants with pre-existing conditions will be identified from the rest and placed in a separate state pool. Plus, how then could they take 1,000 participants with high-risk medical conditions, pool them together and give them "affordable" health care that supposedly they couldn't offer them before with costs spread out in the "regular" pool- deeming them "unisurable." This is the same continuous play on words and deception thoughout all of Ryan's proposals. These statements are formed with just the right amount of smoke and mirrors to never mean what they say, but to make you think you're getting a bargain.

Wow, more lies and false information from a person unable to support any position with facts. For someone that "claims" to have read the plan you continually lie about whats in it.
Under Ryan's plan:
- Establishing High-Risk Pools. State health insurance high-risk pools will offer affordable coverage to individuals who would otherwise be denied coverage due to pre-existing medical conditions, making coverage affordable for those currently deemed “uninsurable.”
- Guaranteed Access to Care. The Exchange will require all participating insurers to offer coverage to any individual regardless of the patient’s age or health history.

In Ryan's plan, there is no provision to protect people from denial of coverage because of pre-existing conditions which most seniors have. The insurance companies will still take their premiums though, and be able to deny coverage. Now, if I am wrong, please point me to the place in Ryan's bill where it says people will not be denied coverage because of a pre-existing condition.

Remember, Paul Ryan has not won his elections in Rock County for a long time. It's been the Kenosha/Racine area that has supported him and gotten him re-elected. After this week's meetings in the Kenosha/Racine area, he may be on thin ice there, too. He's definitely all about taking care of the rich and "to heck" with everyone else!

I cannot believe Ryan is saying this. Ryan knows he is treading in deep water. So, yes, he thinks his best bet is to attack the President. Ryan really needs to try and make the President look bad because his own party is turning against him more and more.
I can figure out here who the liar is, and it is not the President. It is Paul Ryan and many are finally starting to figure this out.
Ryan doesn't care about the people. He is interested in his own wealthiness, and getting wealthier. He doesn't have to worry about a thing. He has a huge pension for the rest of his life and free health care. What more can you ask for, all on the backs of the poor and the middle class taxpayers. Wow! What a deal! No wonder he is pushing so hard for the insurance companies.
He thinks we are stupid. I think the townhall meetings are showing him that he can't always run the show. He was a little bit irritated, wouldn't you say, at the townhall in Kenosha and Lake Geneva? People are cornering him trying to get answers. He didn't like it too well and got a little bit irate. He is beginning to show his true colors more and more.

Oh give me a break. Stand up like a man and lose the politics Mr. Ryan. You are as political as any other person on capital hill, so lose the high and mighty attitude. Your own party is distancing itself from your plan, so I wouldn't imagine you'd get high marks from a Dem President. I'm sure we'll continue to hear the "woe is me"/"the prez is picking on me" for as long as you think you can score political points, because that's what it's all about in the end, isn't it?

The International Monetary Fund has just dropped a bombshell, and nobody noticed. For the first time, the international organization has set a date for the moment when the "Age of America" will end and the U.S. economy will be overtaken by that of China, and it's a lot closer than you may think.
According to the latest IMF official forecasts, China's economy will surpass that of America in real terms in 2016 — just five years from now.
And Obama is raising funds to run for a second term he will never serve.
And liberals defend him at all cost.
What cost to the country are you willing to bare, cuz we are broke and this president has no intention nor the ability to fix it. Paul Ryan is at least being honest. Obama is a real pro when it comes to talking out of both sides of his mouth at the same time. Yesterday he said it was wrong that states were trying to take collective bargaining rights from the unions and in the same paragraph he said everybody must make sacrifices. Huh? I wish Obama could be recalled. What he did was uncalled for! He invites Ryan to sit in the front row during his speech, then he stands up there and runs Ryan down. Obama doesn't have a plan to balance the budget, so he just blames Ryan. Obama was saying after the midterm elections that Republicans and Democrats need to work together. Does that sound like he wants to work with Republicans? Not to me. Sounds like he's playing politics. Obama needs to quit campaigning and run this country. He wants us to be bankrupt.
