One-way to two-way study introduced to council

— Converting Janesville's two main downtown streets from one-way to two-way traffic would cost between $481,550 and $1.78 million, according to a study that will be presented to the city council Monday night.

Carl Weber, director of public works, recommends that the report be forwarded to the Downtown Development Alliance. It is expected to return to the council early next year. Downtown businesses believe two-way traffic would slow traffic and improve the business climate.

The study, completed by Ayres and Association, shows three alternatives:

-- Convert both Milwaukee and Court streets beginning at Atwood Avenue on the east. Milwaukee street would end east of Five Points with a cul-del-sac, and traffic would be diverted to Centerway.

Cost: $1.78 million.

-- Convert both Milwaukee and Court streets from Atwood Avenue on the east to Five Points on the west, with only westbound Milwaukee Street access to Five Points.

Cost: $1.42 million.

-- Convert both Milwaukee and Court streets from Atwood Avenue on the east but instead of a costly reconstruction of Five Points, keep Milwaukee Street one-way west of Locust Street and Court Street one-way west of Academy Street.

Cost: $481,550.

Each alternative had included $242,910 for traffic signals, but that will not be needed because another traffic control system has since been planned independent of this project, Weber said.

The consultant also evaluated the conversion of Court Street to two-way traffic from Atwood Avenue east to Randall Avenue. However, traffic volumes on Court Street increase from 6,000 to 8,200 vehicles per day in the residential area east of Atwood Avenue, Weber said. That is a significant traffic increase, and the two-way conversion is not recommended there because of the potential negative impact on neighbors.

The study also found that a conversion would:

-- Only marginally affect on-street parking.

-- Not affect existing traffic volumes.

-- Require a change at the intersections of Parker Drive and Main Street to accommodate truck traffic. The curb bump at Milwaukee and Main streets would need to be removed.

As I was driving through downtown today on Milwaukee St to get to a meeting I had downtown, I was thinking that the traffic wouldn't go any slower than it is right now even if it was a two way street. It was going 20 mph to 25 mph all the way from Atwood to Jackson where I turned off. That is about the slowest speeds I see anywhere in Janesville.

I agree angled parking downtown would be much nicer than parallel but it isn't worth that much money to convert everything to that. I really don't think change the traffic patterns is going to draw any more business or increase the amount traffic to existing businesses downtown.

I go downtown frequently and am there almost everyday. The people that go downtown now will continue to go downtown regardless of the traffic pattern. The people that aren't going downtown now probably won't be going down any more frequently than they do now.

It would be nice for better stores and businesses to open up downtown. We have one of the most boring downtowns in Wisconsin other than the bars of course. I don't know where I stand on this one-way conversion but downtown should be improved somehow.

1-Park in the new billion $ garage and WALK to those stores.
2- Why spend all this money for two way when nothing is open after 5 or on Sundays except the bars???

If you don't know how to drive or go back and drive on a one way street, the DMV is on Wright Road, go retest and get a new driver license! Sarah, you are absolutely correct in your opinion.

Pretty soon people won't be able to afford gas or cars, so leave the streets alone! How about taking even 1/2 of that money and helping the unemployed, disabled and homeless in our community?

The waste was the investment to convert the streets to one-way. This will undo that costly mistake. The bypass helps route traffic around the city without passing through downtown, and the closure of GM eliminated a great deal of in-town traffic as well. To downtown businesses, this actually is a "need". (That's the thing about labeling things "needs" and "wants" -- they're different to everybody. Try not to do that.) Many other cities have done one-way reconversions and experienced improved business climates, so it isn't like it's a stab in the dark. We know that the faster speeds make it less safe and attractive for pedestrians, and we know that one-ways make it harder for people to find parking.

A lot of people have complained recently about decisions the city has made that are supposedly "anti-business". Well, here is a clearly pro-business-development project. I hope that those complainers will be consistent.

This is simply a waste. A waste of time, a waste of money, and a waste of energy. People that live here have adjusted to these streets. I really doubt that anyone DOESN'T visit downtown businesses because of the one ways. It isn't like this is the only way to get downtown. If you have a fear of one ways, take centerway to Main (those are both ways) are whatever the corresponding street is to your destination. Just silliness to spend 2 million dollars on - not adding a road- but, changing the direction of certain areas.

I wish these people would stop thinking that changing the director that a car goes is going to have a dramatic impact on the downtown bissness climate. Court st is fine the way it is. So was Jackson St then when they made Jackson st two way there was more traffic, is mwas more unsafe,but the traffic noise was worse then when it was a one-way.. They need to leave court st alone as to what the DBA propose makes no since at all as it would devaule the homes on the hill as with the traffic issue there are allot of people up here that would come knocking on the CCs door if they did decide to proceed with this wasteful proposal

I have to agree with Sarah be if we the people of Janesville have to cut back do to the poor economic climate so should the city government.

Like she said this is a want like getting flashy wheels on a car NOT a need like getting new tires before winter.

I remember an active downtown, banks, stores and restaurants, and 2 way streets. Then the shift to one-way and the race through downtown began. You now live with the results. Would two way revive the area, maybe, but I doubt it.

Because of the one-way streets, I have been downtown only several times during the past 12 years - only because I have a class downtown. One-way streets keep me away - I don't explore what businesses may be downtown. If you don't want a dead downtown, you need to make it consumer/driver friendly.

"Nobody cares about this except downtown businesses"–dini79 There are plenty of residents who care and want 2-way restored with angled parking...and logically, a big round-about at Five Corners. We are tired of the race-track the one-way streets have created. We want to see the huge trucks that have no direct business in the downtown, restricted to major truck routes that avoid going through ALL of Janesville's residential areas - not just those on E. Court past Atwood - and we'd like to see those truck routes ENFORCED! Clearly there are better routes given those semis disappear from E. Court in the winter when they can't easily get up the hill...

Council members volunteer, they aren't paid. After reading SarahB's comment, I realize common sense should prevail and maybe we should hold off, just like the sidewalks. But, what about the small business owners? Is it fair to make them wait and possibly fail? Just looking at all perspectives.

I hated it when Milwaukee did this to a bunch of streets 10 years ago. Apparently I was the only one, they haven't gotten around to changing those streets back yet.

Are one way streets really that difficult?

I think this can wait. There is more important things the money can go to. The roads are fine just the way they are, until there is enough money to do so. Isn't our city in debt already?!

IMO, converting the two streets to 2-way traffic would make it easier for drivers to stop and patronize the businesses by allowing them to observe both sides of the street and see what's available. I notice a window or business tag but find myself caught up in traffice flow that pulls me away and it's just too complicated to turn and go back. The article doesn't say anything about angled parking which would also make it easier to park. This should be considered also.

Amazing. Nobody cares about this except downtown businesses who think more parking will bring more business, and citizen drivers who don't want to deal the hassle of changes.

When will the city STOP paying for all the useless studies that do nothing for us but cost the taxpayers.
And the Feds want all street signs changed from all upper case to One upper and the remaindr lower case letters. Great way to spend stimulus.

Better yet, just leave it alone. Every time they do something to "improve" the business climate downtown it just ends up costing more and more $$$ without doing a dang thing.
