District 12

Frank J. Marsden

Age: 78

Address: 1525 Lincoln Heights, Beloit.

Job: Retired circuit court bailiff

Education: Graduated from Beloit High School in 1950

Community service: Served for 10 years on the Beloit Police and Fire Commission

Elected posts: Served from 1970 to 1972 on the Beloit City Council; served on the Beloit School Board from 1975 to 1978; served on the Rock County Board from 1982 to 1986.

Major campaign issue: My major concern is to get the budget and tax rate under control. I am concerned about the rising tax rate.


Wayne Gustina (I)

The Gazette could not reach Gustina for information about his campaign.

Gustina was appointed to the board in June on a 14-13 vote. He and Marsden applied to fill a position formerly held by Marshall Bown, who moved out of the district.

District 19

Brent A. Fox

Age: 45

Address: 2520 N. Parker Drive, Janesville

Job: Vice president of division operations, ABC Supply Co.

Education: Graduated in 1983 from Parker High School, Janesville.

Community service: Former board president and current board member of Southern Wisconsin AirFest; board member of Janesville Performing Arts Center; board member for Hendricks Family Foundation; former member of the UW Rock County Foundation; former member of the Janesville Zoning Board of Appeals.

Public office: none

Major campaign issue: Our No. 1 priority should be a proactive, collaborative effort with the business community to make Rock County attractive for business development. I believe my 26-plus years of experience and my community service have given me the understanding and skills to contribute to a positive economic future for Rock County.


James R. Joiner (I)

Age: 52

Address: 1507 Refset Drive, Janesville.

Job: Currently unemployed

Education: Bachelor's degree in economics from UW-Madison, 1982.

Community service: none listed

Public office: Was elected to the Rock County Board in 2006.

Major campaign issue: My major concern has been the residents at Rock Haven. I first ran for the board over my concern for their well being. I have served two terms on the health services committee, which oversees Rock Haven. The board is now considering a design study for a new building, and I support the effort.

District 20

Jane R. Thompson (I)

Age: 50

Address: 4270 N. Polaris Parkway, Janesville.

Job: Teacher at Janesville Academy for International Studies

Education: Bachelor's degree in education, UW-Whitewater; master's degree in education, National Lewis University.

Community service: Member of Rock County Diversity Action Team; Zonta International.

Elected posts: Has served on Rock County Board District 20 since 2004. Current member of the Education, Veterans and Aging Services Committee and the Arrowhead Library Board.


Kathy J. Kelm

Age: 56

Address: 3603 E. Rotamer Road, Janesville.

Job: Administrative assistant/bookkeeper

Education: Kirkwood Community College

Community service: none listed

Elected posts: none listed

Major campaign issue: What I feel I would bring to the board is a fresh perspective. We should look for opportunities to bring employment here not for just today, but for tomorrow and beyond.
