Janesville woman charged with neglect

— A Janesville woman’s home was declared unfit for human habitation after she was arrested on a child neglect charge.

Police arrested Robin V. Hall, 27, of 602 High St., at 8:23 p.m. Tuesday at home.

A motorist reported a barefoot child running into traffic on Racine Street near Fourth Ward Park. The motorist stopped at 5:45 p.m. and wrapped the child in a coat while waiting for police to arrive.

The girl is about 3 years old and was improperly dressed, cold, wet and shivering. She was transported to Mercy Hospital, Janesville, although she appeared to be uninjured, Sgt. Terry Sheridan said.

About 45 minutes later, Hall approached a Janesville police officer and reported the child missing.

When police went into Hall’s home, they found it in “really poor condition,” Sheridan said.

The house had more cats and dogs than allowed by city ordinance, and the floor was covered in animal feces and urine.

The ceiling had holes from previous water damage, according to police reports.

The house was declared unfit for human habitation, and the family was ordered to leave. The family includes two adults and six children from 2 months to 10 years old, Sheridan said.

Hall has been ordered to reduce the number of animals to meet city codes, Sheridan said.

The arrest is a misdemeanor, and Hall is not in police custody.
