Five vie for three BTC Board seats

Green and Rock county board chairmen will review applications for Blackhawk Tech Board members when they meet at 5 p.m. Wednesday in Room N-2 on the fifth floor of the Rock County Courthouse, 51 S. Main St., Janesville.
The meeting, which is open to the public, might be adjourned until 5 p.m. Monday, March 15, at the same location if the process is not completed Wednesday.
JANESVILLE The county board chairmen of Rock and Green counties will appoint either two or three members to the Blackhawk Technical College Board after reviewing five candidates’ qualifications.
Applying for three seats on the nine-member board are David J. Manke of Milton, John J. Waelti of Monroe, Amanda L. Jacobson of Monticello and two incumbents: Lauri Steeber of Janesville and Victor Gonzalez of Edgerton.
One of those appointed to the three-year terms must be an employer, and one must be an employee, according to state statutes.
It’s not clear whether any of the candidates is an employer, said Jackie Pins, assistant to the BTC president and board.
Pins said Thursday that she’s waiting to hear back from one candidate to determine if that person is an employer, but it appears none of them are. If that’s the case, only two of the applicants could be appointed, and a new application process would seek an employer to sit on the board, Pins said.
The process is even more complicated.
The rules require six members to be from Rock County and two from Green County. The ninth member must be a school district administrator, who could be from either county, Pins said.
One board member has not applied to return to the board. He is Jim Munro of Monroe, which is in Green County.
In addition, the board must maintain a male-female balance. The board must have a minimum of three women or a minimum of three men. Six men and three women currently sit on the board.
Munro has served the board for 22 years with a one-year absence, Pins said. A retired school district administrator, Munro currently serves in the “additional member” category—neither employer nor employee.
The county board chairmen, who appoint the BTC board members and comprise the appointments committee, are Russ Podzilni of Rock County and Art Carter of Green County.
The candidates must be present at next Wednesday’s meeting to be interviewed.
The appointments are scheduled for confirmation by the state Technical College System Board on May 18.
The terms begin July 1.
