The Janesville City Council candidates’ forum will be aired on JATV, channels 98 and 994, on Wednesday, March 10, at 4 p.m. and 9 p.m.; on Monday, March 15, at 1 p.m., 6 p.m. and 11 p.m.; and Saturday and Sunday, March 20 and 21, at 9:30 a.m., 3:30 p.m. and 9:30 p.m.

— Jobs and the economy were the refrain running through much of the discussion during a Janesville City Council candidate forum Tuesday.

Five candidates are running for three open seats in the Tuesday, April 6 election.

They are: Incumbents Yuri Rashkin, Kathy Voskuil, Tom McDonald and challengers K. Andreah Briarmoon and write-in candidate Joe Hoppenjan. Hoppenjan was not seated with the candidates Tuesday because the league did not know he was running, president Kay Deupree said.

Hoppenjan did attend the forum, however, and responded to the same questions as the other candidates after the forum.

“We need more jobs,” Rashkin said in his opening statement and in response to a league question. The city must help companies already here, attract new business and encourage residents to open their own businesses, he added.

“At the same time, we need to remember to help those that need help in this difficult economic situation,” he said.

The council can use its tax increment financing tool to help it be competitive, he said. And, it needs to look for new ways to attract business.

“The council sets the mood. Janesville needs to be known as the place where you want to do business,” he said.

Briarmoon said times are scarier than people want to admit. The city should study the 1989 documentary, “Roger and Me” by Michael Moore that focuses on Flint, Mich., when General Motors left town, she said.

Briarmoon suggested that the city find ways to get new businesses “off the kitchen table and into the incubator.” The city could help the entire city turn into a cottage industry rather than trying to entice larger businesses, she said.

Hoppenjan suggested the city use tax incentives, credits and state and federal grants to draw new jobs. He suggested the city get a better PR program.

“We need to find a new way of bringing business to this town,” he said.

He said the community should increase events, especially free events, to encourage businesses to locate here.

McDonald said the city plays an important role in stimulating the local economy. The council must work with the private sector and other interest groups to attract new business and help current business expand.

But Janesville needs help from the state, he said.

“When we’re competing for jobs with other states that have huge backing (from their state government), Janesville can’t do it alone,” he said.

Voskuil said the role of the council is extremely important in stimulating the local economy. Janesville must maintain a high quality of living and maintain city services to attract business here, she said. The city must work with other private and public sectors, as well.

Voskuil said she wants to make sure the community does not forget the underprivileged and underserved.

The league asked candidates what residents could anticipate in cuts in city services and staffing in light of expected revenue shortfalls.

Voskuil said she doubts any department will be spared as the city looks for budget reductions, and she said each department head is always looking for ways to save money by cutting or doing things differently.

“We’re all in this together, and we are going to have to be much more diligent in doing more with less and still maintain the high quality of city services that we have,” she said.

McDonald said shortfalls would be a major part of the 2011 budget. The council will have to look at raising taxes, expanding user fees and/or cutting services to balance the budget. The city has also begun to rely too heavily on borrowing, he said.

“Pretty much everything should be on the table,” McDonald said. “We have to look at services to determine what we need and then somehow pay for those.”

Hoppenjan said services are cut to the bare bones already, and he didn’t see how they could be cut more.

Briarmoon said the city would have to “think outside the box.”

The city could preserve property values and property tax revenue by keeping people in their homes, she said. The city could borrow money to buy homes at foreclosure sales and then land-contract the homes back to the homeowner, reducing the mortgage payment but still making money.

“It would be money borrowed for ‘We the People’ and not something like an ice rink,” she said, referring to recent discussions about building a new ice arena.

Rashkin said the city must generate greater revenue by raising taxes or fees or providing fewer services.

“Nobody wants to cut services, and it’s going to be a difficult discussion at budget time in the future as to how we can stretch our dollars,” he said.

“There will be nothing but complicated and difficult choices looking us in the face.”

Michael Moore has 3 of the top grossing documentaries of all time. He is an American, who loves his country and he asks questions and gets facts. Everyone in this site who believes he is a anti-american is just spewing out propaganda from your republican fox news. I hate KAB, but I love Michael Moore, at least he gets his team of lawyers to get the facts and research before he starts talking. Don't believe me? Check out www.michaelmoore.com and look up Mikes Facts. Find sources for every number he has ever stated. Roger & Me was his first film, but since GM is gone, there's not much we can do about that. I reccommend everyone go out and rent Sicko and Capitalism: A Love Story, out on DVD and Blu Ray now. Watch those movies and then let's see what you have to say, digriz and gazettefan.

Are you serious Briarmoon? Roger and Me?
Besides being a distortion of GM it is a distortion of the situation in Flint MI.
The Suburban plant in Flint had continuous problems with a 'wildcat' element of the union. The die was cast when the Flint Suburban Plant voted against working 4 days 10 hour shift, which had become the norm in the auto industry.
Janesville benefited with the contract to build Suburban/Tahoe.
A book called 'Rivethead' was written at the time by a worker in the Flint Suburban plant. After reading it you will ask; what choice did GM have?

Come on people wake up and smell the coffee! This isn't about local or state governments losing jobs. It's about bad national trade policy over the past forty years. Ross Perot warned what the "free trade agreements" almost 20 years ago and told where the jobs would be going. Now that millions of jobs are in China, India, Mexico and other 3rd world countries and not coming back, where do you think the tax revenue will come from? Oh that's right we just need more education! Trust me there educated people in all of the countries mentioned and they will work for less than $3 an hour. How many of you can live on that?

First, anything written here would be libel, not slander. My mistake...that you didn't catch.

Second, public figures can claim libel if the statement was published knowing it to be false or with reckless disregard to its truth, (also known as actual malice).

The rest of the criteria for libel are pretty straight forward:
"Under United States law, libel generally requires five key elements. The plaintiff must prove that the information was published, the plaintiff was directly or indirectly identified, the remarks were defamatory towards the plaintiff's reputation, the published information is false, and that the defendant is at fault."

What you had is gone. Too many eggs in one basket for too many years. GM closed and the supporting eggs are closing.

You need some industry. Some NEW industry to create 100's of jobs. Filtering money into current companies will only create a small number of jobs. You NEED 100's of jobs, now.

These are interesting and informative comments. But I think several of you are skating on the wrong rink. What was so wrong with a mayoral system of government? Would it be too democratic or too prone to ignorance and corruption like Chicago. I really wonder, at this point, if there is any difference in the two forms of government (council -aldermanic) but realize that change here is next to impossible. But I would still like to complain to an alderman in my district that would listen to me and be held accountable on election day

I'll be voting for Briarmoon and Hoppenjam. The diva on the present council has done nothing except irritate the constituents and push votes that are unpopular. She attends City Council meetings with a preconceived determination to push her agenda forward as was evidenced in February when she admonished the council and reminded them rather strongly that we/she is committed to private/public partnerships because the rest of the council was not supporting the ice rink enthusiastically. She pushes her agenda forward and lectures to the rest of the council. The two others I would like to see go, serve on other committees so follow the recommendations of those other committees even though constituents balk at their decisions. This is not an English Court, people. We voted them in and we can vote them out. Apparently, they do not serve the City Council and their constituents but serve the other committees. I have seen no good coming out of the present council and no ideas for real jobs so it's time to change the elected members. Andreah B at least goes to concil meetings and comes up with some novel ideas. Maybe they won't work but she is at least thinking and maybe they will work...who knows? She challenges them. The present Council only seems to be interested in spending money they don't have for hobbies such as skating, drinking, the sports complex, etc. right after telling us they can't afford trash collection so they should collect a tariff on each bag of trash put out at the curb, they should also tax us for motor vehicle accidents to help defray the cost of fire services. How many family supporting jobs were gained in the last year as a result of their governance? How does this concil defend condemning owner occupied residences putting people out of their homes and then lets buildings like the old Taco Bell just sit and rot? No condemnation for that building. Why? I've been to several council meetings and I don't like what I'm seeing happen there. As the money leaves this town, are we going to be fined if we don't paint the outside of our dwellings and make them look perfect? Will our homes be condemned? We need a strong Council who will represent the townspeople and pester Madison to spend some money here to bring in jobs that are worthwhile and could support a family. I still don't understand how Michigan, which is so poverty stricken and has had long time unemployment, was able to offer more money in incentives to have GM locate there than Wisconsin could offer. What's wrong with this picture?

I you folks in Janesville were smart you would get rid of all of the incumbants, exspecially Rashkin, does anyone recall when the powers that be said, that Janesvilles has an diverse economy and GM leaving will not have an effect what so ever, well that diverse economy was made up primarly of temp workers making just enough to get by, Swing and Slide anyone? or how about Montery Mills, same thing there, along with Freedom Graphics, for to long the city council refused to pull their collective heads put of their butts and see what was going on, and now you guys are paying for it.

Back on topic:
Instead of trying to lure new big businesses with huge tax breaks, how about funneling money to grow existing businesses? Companies with 10 to 100 employees accounted for 24% of net new jobs from 1997 to 2007. Is Wisconsin doing anything like that?

You must listen to the podcast about this. It is 10-20 cents on the dollar "investors " will buy the property for and sell back at 50 cents on the dollar. Who gets the shaft then when they own more than the property is worth!??

Could you please stop blaming the state and local governments for the job losses? Please try to remember what a guy named Ross Perot said many years ago. The job losses in ALL states are a direct result of national trade policy. If you think otherwise then you must be living in a cave! Millions of jobs have gone to China, Mexico, India and other third world countries and they won't be coming back no matter how much you wish and hope. The bottom line is how much you're willing to work for and we American's cannot live on $3 an hour or less!

If it would be a mistake for the city to build an ice rink, that mistake is being corrected by the process and people already in place. And that correction has nothing to do with you and B'moon.

And the same people wouldn't permit the city to go into the real estate business in the matter of foreclosures.

As for the difference of funding a building for public use and going into the real estate business in the matter of foreclosures, take some time out from thinking up new user names and ponder the complications and problems the city would have dealing with people who've already proved that they have a problem with paying for their property.

I'm sure you and B'moon would love to target the city even more for whatever measures it had to take with people who didn't make their payments -let alone any problems the city would have with being a landlord.

You are correct it doesn't appear on your check BUT it is NOT the tax payer that pays for this. You last EMPLOYER puts money into a state fund. If you become unemployed and have to collect most of the money would have come from the last employer. It may come from the last two maybe. The funds are distributed to the employee from the state from the funds that an EMPLOYER put there!
This is what I meant by I paid for it. NOT "you". I paid for it by WORKING somewhere long enough to collect this benefit from the EMPLOYER.

Any more smarty pants questions in order to try bash me?????

Sorry to sound harsh but if you are out of work and living on my dime then I don't care if you are overqualified or not. Why should those who are working continue to pay for unemployment benifits that stretch on and on because you have determined that work is beneath you?

I feel for those who have lost their job and are looking to return to the workforce but can find nothing. I have no sympathy for someone who beleives that the only way that they need to go back to work is at a wage that they think they "deserve". If you feel that way it is certainly your right but please stop asking me and others to pay for your false pride.

I agree we do need jobs that pay more than $8 an hour. I don't think raising taxes is the answer since most people have lost their jobs and probably their home included. We need people on the council who know what it is like to have to go without and lose everything such as home, job,and health insurance. We need employers to gave people a chance to prove that they are able to do the job. Not just because you don't have the experience don't mean you can't do the job. Most of the positions are not a college degree position.

Mike1st= I bring Ken into this because NO MAN who lived the way he did would want to see any city or people wander around aimlessly with no vision for tomorrow; or should I say no realistic vision for tomorrow! We've only heard of the projects he touched and turned to gold, but if you knew him you also know that there were plenty that didn't; he just never took defeat as a deadend. He was a visionary and a realist before he had billions!
Janesville needs to get their head out of the GM box and start provoking solutions. What are your suggested solutions?

It amazes me how quickly people from a community that is on its economic edge almost immediately turns on each other and blames everything from unions to Bush to GM to whatever. Where are your solutions??? If you want to run for city council come up with some ideas, some solutions to solve your problems; not just the same old political mumble-jumble. "We need to attract more businesses!" No fooling!!! HOW??? The solutions for Janesville are not in the box your looking in. Ask yourself this question, What would Ken Hendricks do?

It's shortsighted that no one hear talks about education. It has been repeatedly developed that a solid educational system, from K-12 to higher ed, has been a draw for businesses. Relatedly, businesses are drawn by an educated workforce. Just throwing money at businesses won't necessarily attract family-supporting jobs.

Good Lord, Janesville's in trouble! And not just because Andrea watches Michael Moore. I always had the impression that these people were put in place to rule in the city's best interest. These people don't seem to have a clue what that is, nor do they seem to be on the same page. If they do get elected, no matter which one, I can't wait to see that first council meeting!

Did you hear any wclo news today.
Wacko KAB-. She is talking about her "program " again for the CITY to buy up all the foreclosed properties and then land contract back to the owner(who never paid the mortgage in the first place- for what ever reasons) at 50 cents on the dollar- what ever that means. Then they can pay their property tax. Is Kid smoking with her or what kind of hard core dope is she on??? Kid no more pot for her please! The city IS NOT a bank. If they did this the money need to come from a BANK idiot. The city doesn't want to be landlords either! When they cannot pay the land contract either - what then?? Is her last property close to foreclosure?????? All about HER remember!!

The Gazette's tiltes of article always amaze me.

Oh-oh...we're screwed! "Is this a prologue, or the posy of a ring?" Perhaps the comments mentioned in this article are a sign of the End Times. If so, the ice arena will no doubt set those wheels into motion. Is it too late to sacrifice a goat as a burnt offering to Baal? I suspect it couldn't hurt (unless, of course, YOU are the goat!).

PS Do any of these people (including the present members of the council) really think that "looking for new ideas" somehow qualifies as a new idea? Do any of them actually have an idea, or even a "position," other than "nice"? If not, why are the running (or remaining on the council)? And as for buying properties and land contracting back to the original owners...hahahahahahaha!

K. Andreah Briarmoon - I am not sure about your foreclosure plan. If they can't make the payments to the mortage company, how are they going to make the payment to the city? Also, you can't find steady employment for yourself, how are you going to create jobs for others? We need some fresh ideas on the council, but not KAB....

lynda, Toyota was doing great up until the recalls. If the company hadn't shot themselves in the foot, they'd still be the No. 1 automaker in the USA. Don't act like they're doing poorly right now due to the economy. That's a load of crap.
