Monday hearing considers Sportsmans club

— Beloit Township residents Monday night will have the chance to share opinions about a sportsmans club that has sparked heated discussions this time of year for the last several years.

The town board will hold a public hearing and could vote to revoke a conditional-use permit for Coon Creek Sportsmans Club at 4605 St. Lawrence Ave. in Beloit Township.

Meanwhile, the owner of the preserve is requesting a jury trial in Rock County Court to contest two citations.

Town of Beloit police in March cited Mike Toubl for failing to comply with zoning ordinances and failing to comply with a conditional-use permit. Toubl manages Coon Creek.

He appeared in Town of Beloit Municipal Court in October and pleaded not guilty.

He was found guilty of both charges and was fined $218, according to police records.

He paid both fines.

A building at 4605 St. Lawrence Ave. contained the business clubhouse. It was destroyed by fire in September 2007.

According to police reports, Toubl was using a new building at 3891 St. Lawrence as an office.

That was contrary to his conditional-use and building permits, according to police records.

Toubl in November paid the fee to request a jury trial in Rock County Court in an attempt to appeal the municipal court decision.

No trial has been scheduled, according to court documents.

The town board Monday night will take into consideration the citations as board members talk about the permit, Chairman Greg Groves said.

Toubl in 2007 applied for the permit at the request of town officials after officials determined that he was running commercial rather than recreational hunts at the preserve.

The permit is required because the property is zoned agricultural.

The issue has been a hot button.

Neighbors have said the preserve is noisy and dangerous.

Toubl has said the town is restricting his business.
