Janesville School Board expels 4

— The Janesville School Board expelled four students Tuesday. They are:

-- A middle school student accused of repeatedly violating school rules, expelled through the end of this school year. The student may apply for early reinstatement after enrolling in counseling; getting a drug assessment, if necessary; enrolling in the Truancy Abatement and Transitional Education Center or TAGOS when an opening is available, and completing the Prime for Life anti-drug course.

-- A high school student accused of repeatedly violating school rules, expelled through the end of this school year. The student may apply for early reinstatement starting with fourth quarter after enrolling in counseling; getting a drug assessment; taking all prescribed medicine; complying with juvenile probation rules, enrolling in the Truancy Abatement and Transitional Education Center or TAGOS when an opening is available, and completing the Prime for Life anti-drug course.

-- A high school student accused of theft on school grounds, expelled for 180 days with no early reinstatement.

-- A high school student accused of possession of a prescription drug not prescribed to her on school grounds, expelled for 180 days with no early reinstatement.

This brings to 10 the number of expulsions this school year, compared with 21 at this time last year.

I was told by a school board member that this is true, they have to provide service reg , ed or not. I will call and ask him how this came to his attention.

The above link talks about the fact that Madison, in one situation, by one judge is required to provide services to the specific student. I looked on DPI and found no evidence of a new law stating that any expelled student must be offered services by the district.

"In a ruling that could lead to changes at school districts across Wisconsin, a Dane County judge on Friday ordered the Madison School District to provide educational services to a student who was expelled and is under a juvenile court order to continue his education." October 2009

"In his decision, Flanagan said state law permits him to issue orders to persons who contribute to the condition of a juvenile "by any act or omission." In this case, he wrote, the school district's refusal to try to find some educational opportunity for the boy "is an omission which contributes to the delinquency of (the boy).""

"Madison School Board President Arlene Silviera said Friday that the decision will be discussed in closed session at Monday's Board of Education meeting."

Flanagan wrote in the order Friday that because the boy is not in school, his mother is potentially subject to prosecution under state law. He also cited a state Department of Public Instruction report that found 38 percent of expelled students don't return to school when they're eligible.

I found the ruling interesting because there are plenty of virtual school that will take expelled students that if a family wants to...they can find education services for their expelled child.

If someone knows of the specific law that requires all districts to provide education to any expelled student...please provide a link.

Actually she is...I was talking about the same administator/teacher comment. These kids have many options available that would remove them from any situation they see as unfit. Often you must apply and do some work but the option exists.

As far as the requirement to offer services...that is not true. SPED students have always had that but a regular ed. expelled student...I don't believe there is a law for that.

That said, a Madision judge did order the Madison school district to educate an expelled student. The precedent exists but the law isn't on the books.

Yes, Janesville is WAY ahead of the curve regarding education for expelled students. TATE has been offering education for these students for YEARS.

JSD has very strong student services/at-risk leadership. This district has a lot to be proud of. Hopefully budget cuts don't cost them these necessary programs.

If you read my post , I sited 'breaking of school rules.' Not the theft or drugs. Evansville H.S. has a serious issue with harassing certain kids. Brian Cashore is a joke. He has been allowed to run a muck for years. Sorry no I don't know any of these kids. But for every incident there is a another side. Of course not in the theft or drug incidents.

how did a teacher provoke someone to steal money and jewlery from my sons locker. Some kids deserve what they get. Stop blaming the teachers.

I will say this, there are bad everything...cops, burger flippers, teachers, administrators, bosses, parents and students.

Hopefully, through this expulsion all these kids can learn the skills needed to be successful with both good and bad.

You are misinformed.

Janesville offers many alternative programs and Charter Schools.
In addition, these expelled students also have MULTIPLE options regarding their education.
.
Charter Schools:
Rock River
Cres
TAGOS (also takes expelled students)
Virtual
.
TATE (Truancy Abatement) specifically works with expelled/suspended students...working to help the students develop skills to be successful upon returning to their regular school.

Within many of the Middle and High Schools are also alternatives such as al-pro and SWS.

The district, led by our new Superintendent Dr. Schulte, is doing everything possible to give every student chance at being successful. Unfortunately some students need a BIG wake-up call...Expulsion.

What this article fails to state is the school has to continue to offer educational services. Regardless of why they are expelled. I feel sorry for some kids because some administrators and teachers do nothing but target and provoke certain kids. It's like even if this kid did change, he will still have the same teacher who are always trying to provoke, see what they can get him to do.
