Janesville police arrest three for heroin

— Three people were arrested on heroin distribution charges after Janesville police executed a search warrant at a residence Tuesday in the Fourth Ward neighborhood.

Officers from the Street Crimes Unit at 4 p.m. executed a search warrant at 1421 McKinley St., according to a news release from the Janesville Police Department. They seized 41 gem packs of heroin with a estimated street value of $850. They also seized drug paraphernalia, including about 70 used needles, a number of prescription drugs and cash.

The warrant was the result of a months-long investigation into the distribution of heroin from the residence, according to the release.

Susan Olsen, 51, was arrested on three counts of maintaining a drug trafficking place, two counts of delivery of heroin near certain places, one count of party to delivery of heroin near certain places and one count each of possession with the intent to deliver heroin near certain places, conspiracy to commit possession with the intent to deliver heroin and possession of narcotics.

Thomas Oakley, 53, was arrested on charges of maintaining a drug trafficking place, possession with the intent to deliver heroin, conspiracy to commit possession with the intent to deliver heroin and possession of drug paraphernalia.

Steven Messner, 47, was arrested on charges of maintaining a drug trafficking place, delivery of heroin near certain places, deliver heroin near certain places, conspiracy and possession of drug paraphernalia.

Officers from the Street Crimes Unit could not be reached for comment Tuesday night.

Hey Tim, I mean onelife2live. You have always been kinda psycho. You were darn near homeless because of your own mistakes and only own a home because you inherited it and now you want to act like the perfect citizen. Confronting criminals is stupid. And sounds like you have nothing better to do than look for trouble and a fight. There are rental units in our neighborhood and I call the police no less than 5 or 6 times a year. Never would I put my life in danger and risk having my kids grow up without a dad.

RAYSALV were do you get off saying least they not hispanic. That really does not need to be said. I had Children that are hispanic so that makes them drug dealers. I think you should think before you open your big a** mouth. Any kind of COLOR do Crime. Look at there ages they should know better but, they don't care.

I don't know about anyone else but I'm going to keep a close eye on what the District Attorney's Office does with the four recent arrests for dealing Heroin. If they allow another slap on the wrist of these criminals, I'm moving out of town. Once drugs like Herion and Crack get into a community, there is no going back.

Kudos to you Onelife, may God keep his hand on your shoulder every day! - Evansvillehousewife is correct too - if every one of us willing to post on here anonymously would stand up to the drug dealers and thugs by reporting suspicious activities in our own neighborhoods, they would have nowhere to go.

The google map pic is from a couple of years ago. It was my grandpas house and when he passed away I moved in and have done lots of work. Shabby? Not hardly.

As far as the question on why I didn't call the police on the cocaine car, I did.

I didn't mean to ruffle feathers here. Just voicing my opinion. As a vet I feel I have earned that right. I have lived in way more crime ridden areas of the US. But how many of you would sit back and do nothing hoping the problem goes away? Just asking.

onelife- if everyone stood up like you did, they would have no where to go. It's people's fear that keeps the drug dealers happy and safe.
Here in the country, people don't tend to stop to snort cocaine because they know farmers OWN GUNS. We've had teenyboppers stop on driveways to drink and get shotguns fired across their car hoods.
As far as the "shabby house" comment- meh. McMansions are overrated, it takes a smart person to own a house they can afford in the downtimes. His house may be small but it's not foreclosed on. Better than having a Nice Big House with a sheriff's sale...

loveisgood- I went to property search site. Not sure what you mean by shabby. Maybe you have wrong info. If you mean shabby as in nasty it doesn't look nasty in property search. It is a small white house and looks tidy and kept up.

Does your company only stay for 5 minutes? Do they come in with a paper bag? Do they park down the street instead of in front of your home when space is available in front of your home?

Then I doubt I would call because friends frequent your home a lot unless you are loud all the time.

Onelifetolive- hopefully you have nine lives. If the police are your friend why didn't you call them when you saw this?(guys in car snorting coke?) I would have loved to watch them get hauled off in a police car.

thekid: It is usually sold in $20 quanities. As an addictions RN working at a treatment center, I'd see patients that used as little as $20 worth a day to those claiming they used $200 worth daily.

onelife2live: I'd bet $10 that those three guys in the car were snorting heroin and not cocaine. Snorting is how most users start with this drug. Of course, that is after they have spent time with prescribed drugs such as Vicodin, morphine, Dilaudid, etc. People, you need to lock up your meds. Carlitosway is correct: Addiction hits all walks of life. It doesn't care if you are rich or poor, a college graduate or a high school dropout, a full-time worker or somebody laid off, a high school student or a retiree, a homeowner or a renter, a landlord or a tenant ... I think you get the picture.

vatoloco: i have never seen heroin, so im just basing this off what ive read, but enough for one according to the internets is 'less than a 6 pack' and according to another site its 100 times CHEAPER than when the war on drugs started.

A little bit of advice, "CALL THE POLICE! DO NOT WALK UP TO ANY CAR!

It's like having a car alarm, would you get up in the middle of the night to go to your car if your car is being robbed?Is your life worth a car stereo?

Here's another good example. Last summer on a rainy night a car pulled up and parked in front of my house with the dome light on. There were 3 males in the car acting strange. Bouncing around in the car and passing something back and forth. I stood in my door and watched them, they couldn't have missed me as all my lights were on. So after a minute, I walked up to the car, they still didn't see me, when I looked in the drivers window, the driver was snorting cocaine off of a paper plate. I mean, really? You just pull up in front of someone's house and snort coke. I banged on the window, the occupants finally looked out and almost crapped their pants. I told them to move along and reported it. Seems like no one wants to stand up to this type of behavior. I look at the police as my ally, not my enemy.

It wouldn't surprise me, if that happened. But it is not like I live on an island. There are plenty of good neighbors around me. The fact that there was that much heroin within a stone's throw away is what makes me upset. Where there are drugs like that there is also burglaries to support that habit. I stand by my posts here.

I posted my address because I have nothing to hide. When I call the police for something, I leave my name and address as well. So the people I have reported already know who called. Being proactive is way better than being reactive. I refuse to be anonymous when it comes to neighborhood watch. jmo

Thank Goodness some of you dont't live near me I have a lot of friends and have company alot and if you didn't know me you would have my doors kicked down. I am popular with the good and the bad as I try to find the good in the bad and reach out a hand to help those that seem lost, You see I was once there and it has been years ,(but I will never forget where I was) but you know some people cared and did not judge me they reached out a hand. I thank God for the real people that don't live in glass houses or such denial. Alcoholism and Addiction to drugs is treatable and not all people who are addicts are low life losers. They just be your family member that you never dreamed was an addict!!!!As it "Affects All Walks Of Life" Anytime anywhere..And just maybe you will read the paper someday and low and behold it may be someone close to you and who you care about alot, then lets see your post.....

Wht wasn't an article done on Jeremy Kroeger he is a 3 time drug dealer, He only made the arrest reports if you want to be hard on drug dealers then post all in articles that are arrested. Or is jeremy going to get a plea bargain again?

Jim Beam... he's just looking out for his own safety and those around. Even if he is being way too nosy. It's with good intent. However...
How foolish do you have to be to publicly post your address online? That, I believe, is a big mistake. It doesn't matter if you aren't scared. Most people try to avoid confrontations, so you might not even get the chance to catch them red handed. The ones who SEEK confrontation are the ones you really DON'T want to know your address.
That was just silly, reckless, and immature.

Onelife, we also live in the neighborhood and are thrilled to have someone like you watching out. We have noticed unusual "trafficking" as well and have never reported anything in the past but are certainly not afraid to do so in the future. Thanks for helping to keep our neighborhood safe!

Just a memo to other drug houses..
People like me have binoculars, are outside all summer, and have a scanner and phone. I am Mr. Neighborhood watch. I hope there are more like me in town. Ignoring the problem or hiding behind your mini-blinds is why these people operate in your neighborhood. jmo

I live right down the road and reported the activity there last summer. It took awhile but they got there people. And I was also not aware I lived in the fourth ward. Wee are past he five points going west. Off of Court street.

FYI this is way more then 1000 ft of bond park. i know all 3 of these culprits and this has been going on for almost a year. Many over doses and this I can attest to as I lived within 25 yards of the jerks and had to deal with it on a daily bases. The 3 are chronic heroin addicts and the amount they had is maybe a days worth for the 3. His SSDI check came on the 3rd so they must have stocked up. JM was the middle man for a lot of H addicts and they would come to his house and the suppliers would make their appearance.Now I hope it comes to an end at that address anyway. I know a few young people that went there and older ones, some I was able to talk to and they are doing better.I also seen the brutal effects of the drug and was gifted to the fighting over the last bag or being ripped off in the middle of the night more then once. I was so happy to move from there. They should follow Jimmy the needle man around town they will get alot more.

There is a list in Wis. Stat. 961.49. The pertinent section is probably:
"[delivery of a controlled substance] within 1,000 feet
of any of the following:
1. A state, county, city, village or town park.
2. A jail or correctional facility.
3. A multiunit public housing project.
4. A swimming pool open to members of the public.
5. A youth center or a community center.
6. Any private or public school premises.
7. A school bus"
.
The residence seems just over 1000' from Bond Park, with nothing else like that nearby, so perhaps the delivery was elsewhere.

Technically, this address is not in the Fourth Ward, which basically ends at the railroad tracks. It's not part of Look West either. It was grouped in the Look West/Fourth Ward study area last time for convenience.
