Two sex offenders released

— One sex offender was released Friday in Rock County and another will be released Feb. 9, according to a sheriff’s office news release issued Monday.

Charles A. Amble, 34, was released Friday to 8749 N. Clear Lake Road, Milton, but may be moving this week to Iowa, according to the release.

Amble was convicted in 1996 in Fond du Lac County of second-degree sexual assault of a child younger than 16 after forcing intercourse with a 14-year-old girl.

Amble, also known as Jackson, Romil or Carlos, is described as Hispanic, 5-feet-5-inches tall, 248 pounds with brown eyes and black hair. He must comply with lifetime global positioning system requirements and other requirements not specified in the news release.

Leroy M. Quillman Jr., 42, is scheduled to be released Feb. 9 to Rock Valley Community Corrections, a halfway house at 203 W. Sunny Lane in Rock Township between Janesville and Beloit.

Quillman was convicted of burglary and first-degree sexual assault of a child, a 9-year-old girl, in the early 1990s.

Quillman, a former Janesville resident, is described as white, 5-feet-10-inches tall, 185 pounds with brown hair and green eyes. He must have no unsupervised contact with minors, not visit bars or liquor stores, not consume alcohol or drugs and cooperate with electronic monitoring.

Both offenders are lifetime registrants of the Sex Offender Registration Program.

I know a guy from Sauk county that did 2yrs. cuz' at the age of 17 he had sex with his 15yr. old girlfriend. Hmm, seems to me like 2 kids having sex, not just one.Only in Wisconsin. And now he's also a registered sex offender--go figure

Has anyone heard about the new sex education law being sent to Uncle Doyle's desk? It will start teaching 10,11, 12 year olds how to have safe sex! Shouldn't the law makers who voted for and Doyle if he signs it, be put in jail for encouraging minors to undergo illegal sexual activity? Considering it is illegal for minors to HAVE sex?

NannyBeachBum - i understand exactly what you are saying. i had a friend of mine who was 18 got caught having sex with his girlfriend who was 16, and he was put on probation for 3 years and is on the sex offender registry. i dont think that the penalty needs to be too sharp for an offense like that, but the fact that these 2 grown men had sex with or without consent of a 9 and 13 year old is rediculous, and they do deserve to be in jail for the rest of their life. if it was my child that it happened to, i would probably be in jail for murder, because if i found the guy before the cops, it would be game over....

Frankly, our sex offender laws need to be totally overhauled. The stats on sex offenders are that under 10% recommit a crime after being released, yet because of our sex registry lists these people are shunned for life (housing/jobs/being kept apart from family members/not being able to attend graduations of their own offspring, etc), no matter what type of offender they are. And what currently stands is that everyone is lumped into one category, no matter how horrible (rapes, child molestation, etc) or not horrible (a 20 yr old having sex with a 17 yr old or someone urinating in a dumpster). And the sentencing has no rhyme or reason- someone who inflicts bodily harm or murders is likely to get less of a sentence than most sex offenders no matter the charge. A hardcore predator gets a slap on the wrist when someone else's first offense for an internet conversation lands them years in prison. Something is VERY, VERY wrong with our system and the current public outcry of lynch mob for ALL people labeled with "sex offender status". I guess you just don't think about these things until you KNOW someone who IS on the list for such a ridiculous minor infraction, and it has destroyed their life, forever. I would encourage people to think before you pass judgments on some of these people on the registries in the future. I personally have joined lobbying efforts to get clearer sentencing rules and different category listings on the registry, so that maybe, sometime in the future, the registry won't destroy so many lives, forever.

Molly, People rarely get convicted with everything they get charged with, but thats why the prosecutors usually tack on 3-5 charges. If they only charged someone with one count, they have a BIG chance at getting off. So you add on a number of charges and that gives room to plea bargain or at least get one or two of the charges to stick.

Release the person when the sentence has been served...just keep a couple of parts behind bars when they are released.

there go the bleeding hearts,they did there time,an they spent a considerable amount of time in prison,umm,i guess this wasnt your child.they should still be there.

i just dont understand how a grown man would want to ever even think about anything sexual with a child. im a 21 year old, and i refuse to have any sexual relationship with anyone under 19, and these guys are in their 30's and 40's raping 9 year old children. they deserve to be in jail for the remainder of their sad existance. need to be given the death penalty
