— Rock County Human Resources Director John Becker has resigned, according to a news release from Administrator Craig Knutson's office.

Becker's last day of work will be Oct. 30, according to the statement released Monday. Becker was not in his office Monday when the Gazette called for comment.

The county administrator's office would not comment on the resignation beyond what was written in the news release.

Becker has worked for the county for seven years, the release stated. He is a member of the executive board of the Wisconsin chapter of the International Public Management Association for Human Resources, according to that organization's Web site.

The county will work to recruit a replacement, according to Knutson's statement.

The human resources department is responsible for filling employment vacancies, negotiating labor contracts, administering salary schedules, coordinating the county's health insurance plan and maintaining county employment records. The department also manages the county's employee training program and Affirmative Action plan, according to the news release.

Glad this man is gone; He was imposable to deal with. John implemented a health wellness plan that requires you to have a blood test and punishes people who are unhealthy with higher insurance costs. We have been working on 2006 wages until last month. We only have had a few meetings. He did this purposely to ware us down. We can’t strike so what recourse does he have to work with us. The karma gods are vengeful and I hope there not done with him yet.

Frodo: I wish the ring had never come to me. I wish none of this had happened.
Gandalf: So do all who live to see such times. But that is not for them to decide. All we have to decide is what to do with the time that is given to us. There are other forces at work in this world Frodo, besides the will of evil. Bilbo was meant to find the Ring. In which case, you were also meant to have it. And that is an encouraging thought.

Does anyone know why the planning director, Scott Heinig, "resigned" unexpectedly a couple of months ago? That could also be something to look into....

Scott Angus:
Thank you for finally responding to the wealth of concerns that the bloggers have expressed both in this article and in the previous posting, which seems to have been pulled. I think that all of us hope that this incident is thoroughly investigated and reported for what it is, whatever that might be. If there's nothing to it, so be it. Either way, the truth should be gleaned and disseminated.

It's interesting that Rock County seems to be so quick to release information about investigations and terminations involving line staff, but when it concerns an administrative or other high-level official, the County appears to act evasively, rendering the appearance of dishonesty and intentional cover-up. The ability of municipal organizations to withhold such information contrary to the letter and intent of the Wisconsin open records provisions has already been tested in WI courts, and subsequently found to be substantially unsupportable.

I think all citizens have the right to expect honest, ethical, and transparent government operations, at all levels of the organizations invovled. Acting contrary to these ideals would seem indicative of being untrustworthy, and that is unacceptable for the very individuals who are elected and hired to represent and protect us!

The Gazette immediately requested copies of all complaints against Becker and other documents related to his resignation. The county is considering that request and has about 10 days to respond. The Gazette will follow with a story as soon as the county responds or when other relevant information becomes available.

Contrary to rumor, the sheriff's office reports that police did not escort Becker from the building.

"The county administrator's office would not comment on the resignation beyond what was written in the news release."...a reporter needs something to go on if s/he is going to be able to write an accurate story, correct? I agree, the people of Rock County have a right to know; however, I have confidence (?) that it will be made public at some point. I say that sort of tongue-in-cheek (mostly at the County, not the Gazette).

Maybe the Gazette should read the investigative report that was done which led to Becker's "resignation".

Hannah--he's probably using up benefit time (vacation, holiday time, comp time) until Oct. 30, but not actually working for the county between now and then.

Sandman posted an very "informative" post with no names or accusations on an earlier post and was flagged for no reason and it information was removed. It is very obvious that there are other factors to the resignation. Someone also mentioned that he was police escorted from the building Friday. Does not sound like a "good term" resignation on any means.

Why would the Gazette state there will be a follow up article if they had nothing else to say? Doesn't make sense. Seems there is more to the story.

Sandman, you seem to think you know something. So why don't you just come out and say what it is. People resign all the time, and as long as there is nothing criminal about it....who cares. I'm sure even the Gazette would report on it if there were anything to the story at all. By their obvious non-reporting, there is nothing to the story, which makes it none of our business. If you think there is something more to it, back it up, put your story up for the fact checkers. All of your insinuations amount to nothing, other than making you look bad.

Recapitulating the content of a press release -- what a pathetic excuse for "reporting!" More time and effort was put into the mystery gravestone and field renaming articles, and way more time into the details of the Darien police chief situation, than this NEWS situation that is important to our own community.

Rock County (and a big proportion of that is Janesville) taxpayers are forced through real estate and the recent sales tax increase to financially support the operations of Rock County government, and those citizen-taxpayers deserve to know the truth in this case.

Why is it that on a regular basis the Gazette is oblivious to investigating stories of substance that occur right under its own nose -- in this case on the very next block south of its own offices!

Woodward and Bernstein have nothing to worry about -- there's no likely "pullet surprise" winners in this stable of regularly and repeatedly (press) release regurgitating reporters, but truly I'd expect significantly more effort from a high school newspaper!

Perhaps Isthmus' reporter Bill Lueders might be interested in this story, and would likely be very effective at getting to the truth of the matter in short order.
