Money awaits law enforcement

— As part of the federal economic stimulus package, local law enforcement agencies are eligible for $334,352 in grants to pay for personnel, overtime and equipment, but they still need to apply for money.

According to the U.S. Department of Justice, Rock County agencies are eligible for $296,049 and Walworth County agencies for $38,303.

The information, however, is preliminary, officials said. The agencies will be required to apply for the Edward Byrne Memorial Justice Assistance Grants, which then are allocated based on a number of factors, including population, crime rate and the involvement of multiple agencies, they said.

According to the U.S. Department of Justice:

-- The Rock County Sheriff's Office is eligible for $43,889

-- The Janesville Police Department is eligible for $122,888

-- The Beloit Police Department is eligible for $129,272

-- The Delavan Police Department is eligible for $11,438

-- The Whitewater Police Department is eligible for $10,640

-- The Lake Geneva Police Department is eligible for $16,225

"That is a considerable amount of money," said Janesville Deputy Police Chief Dave Moore.

But the department hasn't determined how it would use the money.

"We haven't had that talk," Moore said. "To go from last year with no funding to this year with considerable funding will take some very careful planning."

While the department has in previous years used grant money to purchase equipment for squad cars, bike patrols and drug investigations, such a significant amount of money could be used for more than equipment, he said.

Rock County Sheriff Bob Spoden said he would allocate grant money toward the Rock County Special Investigations Unit, which includes the sheriff's office and rural police departments, to combat a growing heroin problem.

"Any money we would be able to obtain through grants or through the stimulus package are earmarked for that issue," he said. "We view that as a serious community safety issue."

Delavan Police Chief Tim O'Neill said his department has plans to purchase a hybrid vehicle for non-patrol use.

But the department might not be at the top of the list for receiving money, he said. The department received about $25,000 in 2008 to upgrade its 911 system to track calls made from cell phones and about $75,000 in 2006 to upgrade its dispatch center.

"We don't have that answer yet," O'Neill said.

Officials said they're keeping a close eye on the U.S. Department of Justice for more information about the grants and application requirements and deadlines.

tallman, your arguments concise are beyond reproach. We need more experts like you the field of organizational structure and function making policy decisions. The pied piper construct is killer and sheep analogy demonstrates a great degree of understanding of the topic. Beating the straw dog of government waste and invoking logic are winners too. Glad you got it all figured out. Let me know where I can donate to your campaign next election when you run for Sheriff.

MooShoo, My point is there are leaders and then there are followers. A real leader and be in CONTROL and lead more than 1-6. I bet if the government told you it should be 1 on 1 as a new ratio you'd be the good sheep, believe and follow whatever they said. This is the same old thinking that because one makes so much the one above him neeeds more to be good, and the price keeps climbing. If the pied piper started his flute are you saying you would end up in the ocean drown?? I am referring to independent thinkers with good communication and leadership abilities. We are in a mess and need to quit the old thinking and be fiscally responsible and smarter.

I do not know what point you are trying to make tallman. In military and paramilitary organizations, supervisors should be responsible for 3 to 7 subordinates. The concept is known as span of control. In the Sheriff's Office the supervisor to worker is a 1 to 6.6 ratio, which is in the range.

Is there no money for our schools, the YMCA, the YWCA, the Salvation Army? Why does all our money have to go into police and prisons even as our crime rate goes down? None of it apparently can go into prison education programs either. Priorities, priorities, priorities.

Good God, another grant to afford more law enforcement management, cause that is where the money will go. Just think, for instance the Rock County Sheriff's office has approximately thirty management for about 200 employees. Try that ratio in private industry and see how long you stay in business!! One sheriff to supervise one chief deputy, one chief deputy to supervise two commanders, two commanders to supervise six captains, Six captains to supervise 20 sergeants!! Some of that twenty supervise no one. The rest may supervise about six to eight employees. Now they're going to create correctional supervisors. Where is our county board safety and justice committee??? Talk about administrative top heavy and EXPENSIVE.

The article stated $8,500 for furnishings and $3,700 for applicances...no mention of a Ten Grand Tee Wee included in the remodeling of the 40 year old break room.

And even if it was the JPD and not City Hall, I wouldn't begrudge them one penny on that, including the TV because the room can then be used for multiple purposes....i.e. the example given in the article...an additional conference room for group meetings. Many companies have done this instead of having extra dedicated conference rooms that are left unused part of the time.

Have you ever noticed people whine about the piddliest things when it comes to supporting law enforcement, teachers, and fire personnel? What antagonizes people about those professions?

With more citizens making the wise decision to purchase guns to protect themselves, law enforcement should offer free training classes to the public to ensure they are trained to use them. There were 600 burglaries in Rock County last year. With all due respect, law enforcement didn't make it there in time to stop one of those. The rate of burglaries and home invasions will increase.

I am glad that this stimulus money is being used to help the economy and create jobs. Congress should be proud of themselves!
