ELKHORN The Elkhorn City Council on Monday unanimously approved the city's 2030 comprehensive plan.
The plan, which passed without much discussion, focuses mainly on:
-- Nature and environment: Officials hope to maintain a balance between developing and protecting the environment through guidelines for physical expansions while preserving farms on the outskirts of the city.
-- Heritage and legacy: The plan focuses on preserving Elkhorn's historic architecture and keeping its function as the Walworth County seat.
-- Economic vitality: To develop a variety of jobs to include residents, employees and visitors to Elkhorn.
-- Housing: Officials hope to provide diverse living conditions to cater to the changing community, focusing on affordability and livability.
-- Neighborliness: To strike a balance between homes, businesses, schools, parks and roads to attract both tourists and residents.
-- Mobility and accessibility: The plan emphasizes walking and cycling as travel viable alternatives while providing highway and rail systems to maximize mobility between Elkhorn and neighboring areas.
-- Infrastructure and services: To provide cost-effective utilities, facilities and other public services to cater to citizens' economic needs.
-- "The whole person:" The plan is to combine education, culture, recreation alongside spiritual and health care to develop a strong community.
-- Governance and civics: Working to develop a community of involved citizens in governmental and civic organizations.
-- Fiscal integrity: To focus on responsible spending at the municipal level.
The plan provides guidelines for future growth but is not necessarily intended to encourage growth, officials said.
