Janesville Police step up patrols
Janesville Police officers will conduct special patrols Saturday night.
Captain of Patrol Danny Davis says officers need to make at least three vehicle contacts an hour, and the citation-to-warning ratio needs to be three-to-one. Davis says since the grants include the requirements, officers who sign up for the extra patrols will be disciplined if they don't meet the guidelines. He says patrols don't usually have these sorts of requirements without the grants. No officer has been disciplined for making too few stops during a grant enforcement.
Davis says these requirements are not quotas, because quotas are illegal. He says if someone were to look at some of the officers' enforcement numbers, it's pretty clear the department doesn't have quotas.
