— Beloit Police Drug and Gang Unit members along with other officers from the department recovered 151 pounds of packaged marijuana, $19,600 in cash and a vehicle at 3 a.m. today in the 1800 block of Dell Drive, according to a news release from Deputy Chief Norm Jacobs.

Samuel Velasco Garcia, 56, of 1815 Dell Drive, Beloit, was arrested on charges of possession of marijuana with intent to deliver, tax stamp violations and prohibited Acts B. He is in custody at the Rock County Jail and will appear in court Monday, Jacobs said.

The unit and officers served a search warrant at the address based on an ongoing investigation. The home also might be seized as the investigation continues, Jacobs said.

To thekid3477, number one if you read my post I'm no saying drinking is good, I'm saying it's bad and I could give you all sorts of info on what kind of damage alcohol does to a person, but the article isn't about drinking is it? We are talking about pot....so how can you call me a hypocrite? Seems to me both you and rep_of_1 are just a little too defensive about this subject...as to the physical affects pot can have on someone why don't you read this article on cnn http://www.cnn.com/2009/HEALTH/02/09/hea... - it also can lower sperm count. Secondly rep_of_1 how is my opinion stating I live in a glass house? Did I not say that I have lived with people who have smoked pot on a regular basis and abused alcohol and have seen it destroy relationships, etc? I left my child's father after 5 years of his ongoing use of these drugs and it was the best decision I ever made saving my kid from that kind of life....so I guess if I sound holier than thou it is because I lived it, actually experienced it's effect secondhand so I guess I have the right to my opinion...seems to me you two are the one's who seem to be more narrow minded.
Maybe you should re read your own posts about judging people before you start talking about me judgemental...who is the hypocrite? Anyway isn't this post specifically here so people can express their opinion? So why the attack? Must have really struck a nerve....You both seem to take my post personally or neither of you would be that upset about my comments about this guy being a scumbag....seems to me you are the ones who need to learn not to be so hateful...

Gazettefan, yes we do have Fifth amendment rights, but in this case we also have the tax stamp violation and he could have no place to live if they choose to sieze his home. I have a relative that bought a house in the mid 90's that was siezed by the WI Department of Renvue under this violation. The dealers supplier would stop on the interstate drop the drugs over the fence, they would pick up the package. Sell the "stuff" until they were caught.

Al Capone's lawyers tried to use the defense that Capone should be found not guilty because to declare and pay tax on illegally earned money is self-incriminating --the Fifth Amendment protects people from self-incrimination.

If this guy's lawyer tries that, then we know he has Prochaska's lawyer.

br549, Back in the late 80's to early 90's many states including WI passed laws that required drug dealers to apply for a tax stamp, similar to the tax stamp on cig's.

Of course dealers don't apply for the stamp, and when they are arrested the state internal revenue can then use this law to sieze the dealers assets (cars, homes ect. . . )because they have not paid taxes on the money the that they have "earned". The money from the sale of the dealers assets is then used for programs that fight illegal drug use.

gazettefan - How do you know it was a fellow pothead that turned him? Maybe it was some drunk guy who had a camera phone.
boater54 - "A lot of potheads and dopers are out committing other criminal acts to support their habit. Shoplifting, burglaries, thefts from cars, etc." I don't know of any potheads committing crimes to support their habit. That could be cuz it's not a physically addictive drug like alcohol. I bet there's a ton of alcoholics holding up liquor stores and carjacking to support their habit though.

Good question, gma.... The fact that he could manage the complexity involved in pointing a camera and pushing a button suggests that he didn't inhale.

SarahB - can you explain this about Beloit? According to CityData.com, Beloit has a population of 36,933 and has 96 police officers. Janesville has a population of 63,012, and has 115 officers. Using the Beloit math, Janesville should either have 185 officers, or Beloit should have 70 officers. Why do you think Beloit has such a large force?

remember we have a D.A. that is noted for light sentencing and he will be out in no time to supply the neighborhood. i hope the Feds take this one. And i agree with the statement on the perfect people in here . I have made my share of wrong choices and mistakes and have done my time and I would not change a thing as I would not be the person I have become today. and the lessons thou they were rough have given me insight to a lot more. The song by Garth brooks has a line that I use in my life today " I could of missed the pain but then I would of had to miss the dance" I hope I never have an attitude that I am better then anyone And deny any wrong doing. Perfection is not my goal progress is.

What a total waste of $$$ and resources it is to fight this war against pot. Just like when they banned alcohol in the 30's; all it does is create a massive network of organized crime; and wastes countless tax dollars trying to stop a losing battle of enforcement. So they got one guy here, BIG DEAL. There are 1,000 more out there just like this guy who will never be caught. The government could probably actually balance their budget if they legalized pot and gambling from all the revenue they would collect by taxing it! Instead we just make the many in organized crime who provide all this, rich.

"itellu" says this:Mr. Phelps like so many young sport models made a stupid mistake. He got near a camera! Joking aside,I'm sure he'll clean his act up and be the role model he's expected to be. Look,be honest,we've all done things in error either to ourselves,or by others, but that shouldn't bring an end to anyones dreams. Yes,he needs a solid punishment. But for those looking at ending his career forget it! Now,"utellme"!

So,what exactly can we expect from this investigation? Well,"itellu". Not much! Once our DA/Courts get done plea bargaining this guy will probably serve 30 days with Huber,he'll keep his vehicles, his home, maybe even half his pot. Heaven forbid he lose his gainful employment! Folks, the way our DA,our courts, treat these societal maggots,it's more likely I'll be found in contempt, than this guy will serve time in prison!

I would hate to live in your glass house of perfection you portray. What is life like thinking that you're perfect?

As for you ever becoming a role model, it would never happen. Even the best people in the world understand that greatness is achieved with humbleness. Scorning others that don't fit your ideals is far from a role model.

He'll get five or ten years. The guy down the road who ruined a child's life will get 6 months in work release, and some probation. So having a victim doesn't matter.

This doesn't surprise me after reading about that field of pot the police found last summer. But it does sicken me that there are scumbags like this man out there targeting young children to make a buck. And I don't think it should be legalized. But then I don't believe in using any medications, not even cold medicine. Pot is illegal because it is a mood alterating drug. And don't tell me it doesn't lead to other drugs, that's a crock. From someone who has seen and lived with others who have used and abused it, you can't tell me it's harmless. I have watched people I care about succumb to the effects of drugs and alcohol until I refused to be a part of it any longer.

As for Phelps, I don't feel sorry for Phelps, he is a role model and what does his actions say to kids? That it is okay to abuse his body and brain. As to the damage smoking pot does, physically like smoking anything, it does affect your lungs and your brain cells. It slows your reaction time, and affects your memory just like alcohol, and any other drug.

I am sick of all these drunk drivers in this state as well. They should all be locked up after their 1st offense. As for this dealer, I hope he gets what is coming to him and they make him work in a drug rehab facility so he can see exactly the kind of damage he has done to society. Or make him watch what affects this drug has on one of his own kids (if he has any)
over just even a period of one year to see how much that kid can change and not for the better.
