-- TIMOTHY BLOOM, 42, Madison, at 11:40 a.m. Sunday at Menards, 2001 Morse St., Janesville, on a charge of retail theft. The charge relates to an incident earlier in the day, when Bloom is suspected of trying to leave the store without paying for $1,356.96 of power tools.
