Alliant won't cut power to landlord's property
JANESVILLE Alliant Energy won't disconnect power to 14 properties in Rock County after it established a payment plan Tuesday with the owner.
"We have come to an agreement on a payment arrangement with him, and assuming that he continues to live up to the terms of the payment arrangement, there shouldn't be any disconnects," said Steve Schultz, Alliant spokesman.
Billy Kesselring owes about $30,000 to Alliant on 14 properties in Janesville, Edgerton and Milton. He fell behind on the payments because many of his tenants are out of work and haven't been paying rent, he said.
Kesselring declined to reveal details of the plan. He said he hopes this experience makes his tenants realize how important it is to pay rent.
"As long as tenants continue to pay rent so I can continue to make those payments, that will be good," he said.
Kesselring received notices of disconnection for the properties last week. Community and government agencies feared the disconnections would force more than 100 people to leave their homes and made plans for an emergency homeless shelter.
Now, that shelter won't be needed, said Karen Lisser, ECHO executive director.
ECHO will continue to devote extra resources to tenants who haven't been paying rent, she said.
"(Kesselring) has to follow a payment plan which is based on people paying their rent," she said. "If we can buy somebody another month's rent, and then of course move them in the direction of being able to pay the next month's rent, then that makes the problem easier to solve."
Local agencies also are offering a workshop Thursday at the Janesville Salvation Army for tenants behind on rent.
Kesselring handed out flyers about the workshop Monday night and has received several phone calls from tenants planning to attend, he said.
He said he will be stricter about the need to pay rent in the future, but the bigger problem is making sure there are enough jobs available in the community so renters can earn income.
"Hopefully, there will be enough programs both in assistance and job creation through our local government, city and county and state that evictions can be kept to a minimum," he said.

not sure if this is what gma0f3 is talking about but YES the name anderson came up today in the paper. They husband and wife own most of the properties. billy is on landcontract with them and 4 months behind on the rent of these properties. billy owns some them with his father in law and wells fargo which is also behind. anderson is about ready to file suit. if billy doesnt pay andersons will get the property back cause they still hold title in a land contract.

Ok-gmaof3-truce. Your post, after the initial shock value, has raised some red flags. Does Billy truely have commercial property? Are any of those properties included in the 14 in default? If so, I oppose him getting ANY sort of preferrential treatment that isn't afforded to other commercial customers. And, finally, if your friend was renting from him in a building that wasn't zoned for commercial use, but was planning to open a business there anyhow, shame on them both. Can you offer any other specifics to this case (without name calling, please and thank you).
Mikki-you've also pulled prior comments from different topics to use as ammo against users. Being that I'm NOT pathetic, I'm not going to sit here and cite different instances because that would take time I don't have. Besides, "gma" made the post fairly recently and I REMEMBERED it! Some call it pathetic. Others call it a good memory.
I personally find the fact that adults are intwined in a pissing match over trivial crap is pathetic and therefore I'm bowing out gracefully.

Mikki... this wasn't even a friend of a friend of a friend thing... it is a new business in the area that has been "screwed" by this guy. Mark my words, this will come to a head in the courts VERY soon! I don't have to personally know this Billy guy, to know his type and to know he's shady.
Point being, a snake in the grass bites... does it make a difference if he gave the rat a place in his nest for a fortnight? He'll eat the rat's young when he tries to leave!

Ant to you, gmao3...I understand where you are coming from, which is why I defended your post. These "blogs" are simply arenas for people to post their opinions. It's so funny that people think that they have a right to post theirs, but when they disagree with someone (like you), they cry foul.
Right or wrong, everyone is entitled to their opinion. And if you heard it from a friend of a friend, so be it.
On other posts, people don't seem to care if the information is heard from 3rd or 4th degrees apart from the source. It depends on the story, I suppose.
What gets me is people that go back, pull personal information from past posts to try to discredit current posts. That is catty and proves that someone has too much time on their hands. Time enough to search out posts and bring up information not relevant to the current story.

I never said she didn't have the right to her opinion. What I have a problem with is her coming on here in an attempt to defame a man she knows nothing about. He could be a scam and planning to go bankrupt, bail and live off his scammed millions on some hot tropical island. However, without proof, this is not the venue to air such ALLEGATIONS.
The whole "I heard it from a friend...who heard it from a friend....who heard it from another..." is so 8th grade!

What are YOU doing to make this screwy world a better place to live in? What are YOU doing to pay it forward. I mailed checks to both Billy and Bethel Baptist (for the Ostenson family). Do I REALLY have the extra to do it? No, not really. But, at the end of the day, in my time of need, I'd want people to help me out in my time of need: while holding little to no regard to my shortcomings.
You come across so dang high and mighty and flipping perfect. How is it then, that YOUR own daughter picked a deadbeat (your words) to father not 1 but 3 of her children? I would have expected better coming from your lines!
I don't know Billy or his tenants. I do know that I am human and have made numerous mistakes. So, unless ANY of you have NEVER been "a day late and a dollar short"...stop the ridicule and judging. Certainly he could have and should have managed things better. Hindsight is always 20/20 and no one likes an armchair quarterback.
I'm proud of Alliant, and proud of Billy and the community that supports him. If he really was going to just bail and declare bankruptcy, why would he give a rip about the Alliant bill?

I stand by my earlier comments that the way Mr. K had dealt with his business issues and bills is absurd..Stupidity/turning a cheek does not excuse him not paying bills and allowing his tenants not to pay theirs.

gmaof3... tell me how you formulate your opinion that Alliant might NOT have had real humans employed? Do you honestly think a utility company has bottomless pockets that they can keep serving energy to a non-paying customer? It costs a lot of money to generate and distribute energy and as a regulated business the return on the cost of operating is very marginal. You imply that Alliant employees are not human if they disconnect a non-paying customer. I would like you to explain how you feel any company can stay in business providing free services.

Once again...a lot of assumtions from people who actually don't know this man. I do know him, am a close friend, and he confides in me. I know that any business dealings are legit. He's had some contractors rip him off that have cost him a lot of money...is that what you (gmaof3) referring to? Better make sure you get all your facts straight and talk to the people firsthand if you're going to make such comments about a person's character. I think you'd appreciate the same consideration if it were you. Also, he hasn't pocketed a cent. His family is suffering because of all this as well.

FYI I gave Billy $100 down to use the apartment for 30 days and paid the remainder of the bill over the next 4 months. Doing it this way saved me $500 over a hotel and Billy made money on a space that was otherwise sitting empty. And you call me a "squatter"?? How rude! I own a small business, have at times employed 9 people from this area who had all together 14 children. My local business has helped support this community and Billy helped me out when I really needed help. If it was up to you "gmaof3" I would be out of business and there would be more unemployed people for your tax money to feed. Thank God people like Billy are around and not everyone is like "gmaof3"!!!!!

Makes no difference how "nice" the guy is. My point was he doesn't pay his own bills! Its easy to be "nice" if you are letting people squat on property you don't own (only on paper)then keep ANY monies you receive. Glad you had a place to squat for a whole month!
The business owner I am speaking of, had this property and rental plan worked out months ago. He had to delay opening his business because the "landlord" Billy did none of the repairs he had written into the business rental contract.
Now the property is going into default for taxes not being paid. So in the long run, the renter will probably be the new owner.
What goes around comes around, and MY OWN OPINION, Mr. Billy is a crook.

gmaof3, you seem to know so much about a person you have never met. Why don't you leave the "judgment" type of comments to the people who know Billy 1st hand. I have rented from Billy and he was a great person to rent from. Maybe you should ask your friend if he paid his rent. If Billy was the kind of person who did not care about his tenants why would he work so hard to keep them in their homes?

Wow... I just spoke with a tenant renting business property who said the guy is a crook! The contract he had was supposed to include renovations, so his business could open. As it turns out, this Billy character isn't really even the owner... "legally" he is in default on so many properties... Sure would like to know where all that money went to. I just knew there would probably be a lot more to this story than originally told.
He's going to be in court a bunch over the next few months. Then he'll just file bankruptcy, bail and disappear. Leaving the present renters, both individuals and business renters to foot the bill.
I've also heard others say he's a crook. Wish I would have known that before I got all gushy and sweet about him! Should have stuck with my gut instinct!

This man is absolutely AMAZING!!! I am sooo happy he has gotten some breaks from Alliant! I guess Alliant employs real human beings after all! Awesome!!!
That said, I hope his tenants appreciate what he has gone through for them!
Its nice to read a "feel good" story for a change!!!
