City Council postpones decision on "harmful materials" ordinance
Janesville's City Council is postponing a vote on an ordinance regulating sexually-oriented displays in view of the general public.
Council member Kathy Voskuil says she doesn't know the impact of the parental advisory sign posted at Spencer Gifts, the store in question. Council member Yuri Rashkin says he's "vehemently opposed" to the ordinance, because the ordinance states it will proactively prohibit a business. Council member Russ Steeber, who originated the proposal, says it won't prohibit sales, but protect children.
The proposed ordinance would fine businesses if materials considered "harmful to children" are on display and visible to children. City attorneys will review the ordinance before it comes back to the council in two weeks.

Please define "harmful to children." Why is there no concern over violent content? Why is only sex seen as harmful to children?
