The Beloit City Council president is leading the council for a second consecutive year.
Tuesday the City Council voted unanimously that Jim Van De Bogart should keep his seat as president. Kevin Leavy was elected unanimously to be vice president.
Van De Bogart says the overwhelming priority in Beloit is the city's budget. There are preliminary meetings with city staff, but the council won't see the budget for several months. He says the city has to watch its expenditures and hope the economic troubles bottom out so people aren't afraid for the future.
