Man arrested after SWAT response

JANESVILLE A Janesville man accused of trying to strangle is girlfriend Thursday night remained in custody this morning.
Janesville police arrested Richard T. Hall, 38, of 3212 Stellar Drive, on a charge of domestic strangulation after the department's SWAT team was called to his house.
The incident began at 9:10 p.m. when Hall's girlfriend reported being strangled and pushed out of the house. She refused medical treatment, police said.
The girlfriend told officers Hall had at least one gun in the home, but he had made no threats with them, according to police.
The SWAT team was called after officers spent two hours trying to make contact with Hall by telephone and with a bullhorn. The SWAT team broke a bedroom window to make contact with Hall, and he was taken into custody when he exited the house to investigate.
