ALAC gives first OK to alcohol at rink
JANESVILLE An ordinance to allow the sale of alcohol at the city ice arena got a positive recommendation this morning from the city Alcohol License Advisory Committee.
It is the first step in allowing Wisconsin Hockey Partners to sell beer at junior A hockey team home games at the ice arena.
Mark Schroeder, Carol Engebretson and Matt Schreier gave the ordinance a positive recommendation subject to some concerns. Council member Tom McDonald abstained.
The ordinance advances to the council Monday, when a public hearing is scheduled.
The council in March voted to spend $200,000 to modify the ice arena so it could serve as the team’s home rink.
But Wisconsin Hockey Partners has said the revenue from the sale of beer is necessary to make the team financially successful. The contract signed between the council and Wisconsin Hockey Partners allows the partners to terminate the contract if it does not get a liquor license.
Ordinance approval by the council would be only the first step in the process. Next, Wisconsin Hockey Partners would have to apply for a liquor license at the rink.
Some council members have been concerned on the specifics of alcohol sales and want to see areas designated for alcohol sales and drinking.
City ordinances already allow the sale of alcohol at Rotary Gardens and the golf courses.
Committee members said they had several concerns about the ordinance.
Jean Wulf, city clerk, said it was written as broadly as possible to give the council latitude in setting restrictions.
The committee said it would like alcohol sales limited to beer, wine coolers and wine.
It recommended the council compare parts of the ordinance with state law. For instance, the ordinance would not allow sale of beer to minors who are with their guardians, and committee members were not sure the council could do that.
The committee also would limit the times and events during which alcohol could be served.
McDonald said he abstained because he has not yet make up his mind.
He wants to review more information regarding the ordinance change.
In addition, he said he'd like to keep his mind open to what residents might say at the public hearing before the council.
"Since it's such a divisive issue, there's really no reason to make up my mind today," he said.
"Monday is coming up. We've still got a week (to) get numerous contacts brought to our attention."

truthteller - Yours is a sad story indeed - glad you are here to tell it - HOWEVER - do not assume that the majority of people are going to take the same path you CHOSE. A large number of adults enjoy an alcoholic beverage now and then and do not go on to become alcoholics. It is called possessing self-control and acting responsibly. Lots of things are "enticing" but as responsible human beings, we have to have some self control and a conscience; they are what distinguish humans from animals
p.s. I don't think you have to worry about kids looking longingly over at the beer section during a hockey game. The game is more exciting than gawking at the drinkers. Go to a hockey game once - give it a try.

Cense- my scenario's are rediclous because to have alcohol at youth games is redicolous. Here's a scenario for you- a teenager see's all the "cool" guy's in the drinking section and he wants to be just like them. He starts drinking under age and pretty heavy. He keeps it up when he turns legal age and goes to the bar every night because he is addicted and in his early life he formed opinions in his young mind that it was cool. Now he is in his 30's and he drinks every night and has developed some pretty serious health problems- liver,kidney and stomach problams. Today he is in his 40's and not drinking and doing better. His best friend just got put in the ground last week because of his drinking addiction. If you don't get this- this teen was me and this is my story. I wasted a better part of my life being an alcoholic. I can't blame anyone- I made these descisions. But you know I think about it often? Why did I take this path? I did it because it was "cool" and I wanted to be "cool" like the older kids. So if this alcohol things goes through for the youth hockey I want you to keep your eye's open for the kid who is looking over the fence in envy of the "cool" people drinking....... you just gave him a bad path to take....................

Alcohol doesn't hurt people, only people who abuse alcohol hurt people. Hey, it works for the NRA to keep guns on the streets. In reality, many of the arguments posted here against selling beer at Junior "A" hockey games are foolish. If those of you against selling beer at sporting events want things to change then start by complaining to the mega corporations posing as breweries. You can't watch a single sporting event on TV without being inundated by beer ads. Millions of families watch football, basketball and baseball together and see lots of "happy" men and women guzzling their favorite brew. Bud, Miller, Coors and others have their names all over sports. The fact is, 99.9 % of those over 21 attending sporting events are responsible and intelligent enough NOT to get slobbering drunk. Lots of wasted words and space is being given to those .1% of morons who get drink too much no matter what the occasion or situation. It's time to move on.

So many of the posts here are just cracking me up; thanks for the chuckle. I love the diversity of our opinions. I say we all go to a Junior Hockey game, get drunk and after the game go to the Rotary Gardens where, “City ordinances already allow the sale of alcohol”, and party some more. Of course we have to drag thekid3477 along with us because he will probably be the only one who could still smell the poppies, um, you know, the flowers.
On a side note, I tried growing a “Beer Garden” once, but the darn dirt kept drinking it.

I love it . If I can't get liquored up at the game, I'll get wasted at home first.I see beer tents as the future way of getting things done in Janesville. At any event that doesn't look profitable we will sell beer. Than it will be profitable! We can start with the March of Dimes event first, it's just a couple of weeks away. I can see it now a beer tent at every 1k marker and at the 10K marker we can have a beer tent with a Band. My God it just don't get any better!

truthteller - this is not a "Youth Hockey" game (Youth hockey in Janesville is 5-14 year olds) and youth hockey is CLUB hockey. The Bluebirds are a high school team comprised of students, ages 14-18. Wisconsin Hockey Partners is a BUSINESS, not a club and the players they are looking to bring to Janesville are a mixture of kids ages 16&17 and young adults 18-20.
Gandolf - "Suggestion of Designated Drivers is impractical?" My friends and family use this concept all the time. If my friend wants to drink, I don't. If my husband wants to drink, I don't. It is very simple really. I think the "drunks" at the sporting events are the exception, not the rule.

csense, I have never been to a sporting venue where I have not seen a drunken person (or multiple drunken persons), no matter the outrageous cost of the drink. Your suggestion about using designated drivers is impractical, as you must know in your heart of hearts.

We have to remember that Wisconsin Hockey Partners is a BUSINESS and, as is true for all businesses, they are looking to make a profit. Their wanting to sell beer at their games is not going to hurt "children" on the ice, nor is it going to hurt the kids in the stands, if the ADULTS involved act responsibly.

ljs64 - let's get the facts straight. The beer is in the stands and the hockey,sticks, and "kids" (16-20 year olds - so some of them are adults) are on the ice. None of the players will be consuming alcohol - so your sarcastic comment, about a bad mix doesn't even make any sense. As for so many comments regarding drinking and driving, have none of you heard of the concept of the "Designated Driver"? I'm sure that most of you who have been to any sports venue have noticed the high costs of the refreshments, I don't think anyone goes to these events to get drunk. Kids can see their parents have a beer or a glass of wine at almost any restaurant in town and no one suggests that restaurants should not be allowed to serve alcohol. Let's assume that people know how to act responsibly instead of assuming the worst. So much of all of this ice arena issue has been blown out of proportion and so many un-truths are floating around. Let's base this discussion on the real facts - do some research to find out what the truth really is - and it isn't found here in these blogs.

We all know the city WILL do the right thing for Janesburg(i mean the right thing for themselves)! Go ahead and sell it,to make money you say,BUT i say after the game set up 100 or so cops,to make more money on drunk drivers,seems like a money maker to ME! I went to "ONE" football game for my Grandson,no drinking at school,"BUT",a lot of the parents were drunk & loud,made for a real not so nice time. The parents SAY they support sports,but in reality they are supporting their own habits. The kids are watching you!

SuperDave- This is a forum for people to state their opinions and everyone has the right to their opinion just as you do. You provided your opinion... and are now just having a grand ole time attacking other people. You haven't even validely debated anyones opinion, you have spent almost the whole forum attacking peoples spelling. sweeeeet. one of the major problems with our society today, is that we dont have enough aveunes to obtain alcohol. the fact that we can maybe get it at a sporting event for junior hockey makes me realize we can do the right thing when needed. bravo ALAC...im sure its tough in a state like this to give the go ahead for an alcohol license...but you gots the cajones to do it. again i say bravo...my hats off to you...

this town is overrun with old outdated thinking. the younger generations in this town need to speak up and be heard. The old folk have had their time, and it's time to move this city forward not stay locked in the 19th century. Good lord open your eyes this town sucks. What's the dif between beer/wine and hard liquor? You still get drunk. So parents going to watch their kids play, drink some beer, and get in the car and drive. Our Captain Kojak police officer should make a lot of cash for the City on DWI tickets. Question: If a patron is overserved and gets in an accident - do they sue the CITY? This is a questionable contract any way you look at it. To give primary use of a public facility, to a privately owned, for-profit company, defies good business sense. Someone said that this will bring in 150,000 in money to our community, but most of them will eat at a chain restaurant that they are familiar with, and the money leaves town the next day.

has anyone ever been to a UW hockey game (when it was at the Alliant???
They had a specific area for Alcohol.. ID's were checked, and no one (almost no one) left with their beer, a beer garden WILL and HAS worked in a large venue as that, why wouldn't it work here??? Are we that more creative than a college student (I bet not).. this (I think) is a good proposal...
1) limit sales to 2 drinks per purchase
2) No Sales after start of 3 period
3) ID everyone that looks under 35yrs old
4) One way in ..One way out
5) at least a 4 ft barrier around the garden
And
6) Trained Security for that specific event area (Not everyone know the difference between a 35 yo and a live animal)
These are just some of the stipulations the city and ALAC should require (if they don't already) and be non-negotiable.
as I see it.. it is going to happen, why not help it instead of condoning it..

If the customer base to this Hockey arena is going to be driving in from all over are we not promoting drinking and driving? God forbid but if a accident were to occur would we not be liable for selling them the beer knowing that it is illegal for them to drive after consuming it? Just trying to stay ahead of the curve here.
