A business improvement district, or BID, in downtown Janesville has been halted.

Acting City Manager Jay Winzenz said Thursday based upon a preliminary review by the city, property owners of more than forty percent of the assessed value in the proposed district have signed protest petitions. Winzenz says the city council will hear a presentation about the project Monday, but if the formal results match preliminary numbers, they cannot vote on it.

BID Task Force Chair Chad Karl says he hopes to find out why the property owners signed petitions against it.

The proposal asked owners of mixed-use...commercial...and industrial property within the district to pay $2.80 per $1,000 value, with a minimum of $275 and maximum of $3,500.
