Buy-out details show Sheiffer gets additional pay

JANESVILLE — City Manager Steve Sheiffer retired Sept. 5 as city manager, but he remains on the city payroll until Dec. 31.

The city council signed an amended employment contract June 30, but The Janesville Gazette only recently received a copy of the agreement.

Additional benefits include:

-- $6,808.52 for an extra 12 workdays. Sheiffer negotiated to use his 66 accrued vacation days to remain on the city payroll through Dec. 10. Then, he asked to be paid for an additional 12 workdays to remain a city employee through Dec. 31.

-- $1,269.79 for wage-driven fringe benefits for the 12 workdays.

-- $1,134.76 for two additional vacation days.

-- $211.63 for wage-driven benefits for two holidays.

That’s $9,424.70 more than what Sheiffer would have received under the contract in effect Jan. 28, when he made his announcement that he would retire Sept. 2.

Sheiffer also will continue to get an auto allowance for four months at a rate of $416 a month for $1,666.

Sheiffer agreed to work as a consultant for 12 days at his regular wage to make up for the additional 12 days that take him to Dec. 31. But for every day he works as a consultant, he would get a vacation day.

Sheiffer was reviewed Feb. 25 and received a 3 percent raise for a salary of $147,518 a year.

Annual compensation includes an annuity of $46,000, deferred compensation of $20,500 and take-home wages of $81,018.

Sheiffer began using his 66 accrued vacation days Monday, and they will run through Wednesday, Dec. 10.

On the first payroll of January 2009, Sheiffer will be paid for 25 days of prorated vacation days earned in 2008. He will be paid up to $2,500 as a sick leave payout—$25 a day for up to 100 sick leave days.
