Buy-out details show Sheiffer gets additional pay
JANESVILLE City Manager Steve Sheiffer retired Sept. 5 as city manager, but he remains on the city payroll until Dec. 31.
The city council signed an amended employment contract June 30, but The Janesville Gazette only recently received a copy of the agreement.
Additional benefits include:
-- $6,808.52 for an extra 12 workdays. Sheiffer negotiated to use his 66 accrued vacation days to remain on the city payroll through Dec. 10. Then, he asked to be paid for an additional 12 workdays to remain a city employee through Dec. 31.
-- $1,269.79 for wage-driven fringe benefits for the 12 workdays.
-- $1,134.76 for two additional vacation days.
-- $211.63 for wage-driven benefits for two holidays.
That’s $9,424.70 more than what Sheiffer would have received under the contract in effect Jan. 28, when he made his announcement that he would retire Sept. 2.
Sheiffer also will continue to get an auto allowance for four months at a rate of $416 a month for $1,666.
Sheiffer agreed to work as a consultant for 12 days at his regular wage to make up for the additional 12 days that take him to Dec. 31. But for every day he works as a consultant, he would get a vacation day.
Sheiffer was reviewed Feb. 25 and received a 3 percent raise for a salary of $147,518 a year.
Annual compensation includes an annuity of $46,000, deferred compensation of $20,500 and take-home wages of $81,018.
Sheiffer began using his 66 accrued vacation days Monday, and they will run through Wednesday, Dec. 10.
On the first payroll of January 2009, Sheiffer will be paid for 25 days of prorated vacation days earned in 2008. He will be paid up to $2,500 as a sick leave payout—$25 a day for up to 100 sick leave days.

True, we get vacation days. But how many of us can negotiate extra vacation days at our retirement???? I have a college degree and make nothing near six figures and I will never have 100 sick days. Must be nice.

I feel that the city counci an city manage should be ipeached for failer to execute ther office an not meeting the needs of the city of Janessville.The people who represent us care nothig about us citizens all they want is the da money.They care nothig if GM goe or not.An not one member of the Janesville city council is with the govener tryig to save GM for Janesville cause if the Govenor fails fail Janesville is finished.An that would riun alot of families in this city.We need effectiv government an we need it now Thhis is a bunch of Bs an i have ever intetion of being at the Sept 22 meeting cause i want to here what the city council has to say for its self an i hope everyone elese dose to.Cause we are getting shafted.

Everyone should attend the September 22nd council meeting at 7pm and voice their displeasure at the city attorney for not advising the council, And for the council not believing there are are employee's who were mistreated by Sheiffer, and those council members who knew this was happening!

Did he threaten to retire before his contract ended so they put a gold lining in his pocket because it says more pay than his negotiated contract? If his contract was done they need not give any form of buy-out. gazettefan, you got he shaft!!! And he'll be driving around on your dollar regardless of the price of gas and getting salary plus his bonus pay without showing up for work. Keep on paying Janesville citizens.

Edgewater: Guess what? Not all of us with advanced degrees feel the need to grab whatever we can get. What happened here, as far as Sheiffer announcing his retirement and then picking up thousands of dollars on a contract clause, is not right in my world of ethics. I had a similar situation occur when I was laid off by Rock County when it shut down its detox unit. Instead of getting my lawyer to inform the county it owed me thousands of dollars on a contract technicality, I told my boss that I knew there was no intention to cause me harm and I wasn't going to cause them grief. He smiled, the county got to keep its money, and I felt better about myself for understanding that mistakes happen. Not all of us need trips to Hawaii or the Orient to be happy.

SarahB, The niece still works at the ice arena from what I heard. I'm sure Uncle Steve negotiated that! And yes, The city attorney represents Uncle Steve, Not the city! He needs to be investigated and fired.

Wake up people, these are examples of what a higher education offers in the working world. Six digit salaries, stock options, fringe benefits, consultation opportunities, and pretty decent severance packages.
All opinions of Steve being factored out - he was underpaid considering the amount of responsibilites he undertook.

Sheiffer is not different than any other executive. The exeception is that he works for a municipality. It is very common to have specific clauses in employment contracts regarding obligations of both parties.
Shame of the city council and the city attorney for not briefing the city council. Remember this is the same city council that endorses a "childs museum" and other "fuzzy math" solutions to Janesville's ills.
In the private sector, employees forfeit unused "sick days" and un used vacation days. In the public sector or public school teachers, it is common for a bureaucrat or a teacher to take home an additional years pay after all of the sick days and unused vacation accrue-upon retirement. I know one teacher who received a check for 75K in unused vacation and unused sick days (not janesville).
City council ought to remove (if its not already been grandfathered) this clause (the paying of unused vacation and sick days) for city employees. It is another way to fleece the taxpayer.

HELL-O JANESVILLE CITIZENS!!!!! He got the gold mine and you got the "SHAFT". I have been saying over and over that Janesville people better wake up and put in the Mayor-Alderperson form of government. Just think, now your going to pay an acting manager, and the old manger. Many have responded by saying that the council has the power over the manger. I have been telling you they do not and guess who's been right? If a mayor's term is up the people decide rather he stays on or not. You citizens are paying a salary higher than the governor and yet when the governor gets voted out you don't continue to pay. Wake up, I pray you do!! Take control of this out of control city management for your own sake. The tax base of income due to GM is about to take a hit like never before in the history of the city. Stop paying these out landish salaries and then to find out they could care less about the citizens and continue to stick it to them. A day vacation for every day he works, plus a car allowance while not working???? Good god!!!!! Where do we all sign up??

Thank goodness Steve thought of this way to retire. he actually helped us the people and the council. If he had left in Sept and the council still had not found a replacement Steve could then excercise another few months until someone was found. Who would have acted as interim Manager..I hope not Amy..look at the council now no leadership at least Steve could pull everyone together as a leader, that should be expected of our President.

Shieffer VOLUNTARILY retired, thus terminating his own contract. Why should the city council have to? People are forgetting that it is the city attorney's job to advise the council on such matters. Where was he and what was he doing for the past 9 months since Shieffer's retirement was announced? Yet another reason why the city attorney should not be under the control of the city manager. Our city attorney should be ashamed.

What's the issue with getting paid out for sick days that were not used? I would think that most employers would want their workers at work...working, provided they were healthy. I've heard stories of workers calling in sick for a Packers game or to take an extra day to hunt or fish. Also, don't these sick days and vacation days wages get taxed at a higher percentage? Ask yourself this...if you had the opportunity, wouldn't you?

Who cares; the guy retired after putting up with a bunch of garbage for so many years. Lets move on and quit feeding the frenzy of the loud fringe elements in the community.
We will have a new manager and this community need to look forward instead of attacking the past.

I can tolerate this whole problem if it amounts to revenge for how much Sheiffer had to put up with the likes of B'moon, McCoy, and the rest of those pathologically lying malcontents, as well as those whose didn't speak out against them.
