Nepotism policy discontinued, but filing complaints still a concern

Some City of Janesville employees are contacting the City Council with grievances instead of talking to their supervisors of Acting City Manager Jay Winzenz.
Council member Bill Truman says if city employees have a problem, they should go to Winzenz instead of taping letters to council members' doors or calling council members anonymously. Council member Russ Steeber says there's a lack of clear communication and clear knowledge given to non-union employees about how to file a grievance.
The city is having its policies reviewed by an outside agency. In addition...the city practice of giving preferential treatment when hiring children of city employees is being discontinued.
