"Justice Overcoming Borders" has been supporting several Rock County alternative to incarceration programs the last two years, and spokesman Tom Boswell says the group is pleased with the progress.

He says advancements include more electronic monitoring, community service options for juvenile offenders, and immigrant rights. So much so. a public meeting is planned Thursday night at the Eclipse Center in Beloit. The 7:00 O'clock "Common Destiny" meeting will also discuss the "Wisconsin Community Justice Act".

Boswell says JOB hopes to see the initiative included in the next legislative session.
