-- SHANEL L. TORSTENSON, 25, of 2202 LinnSt., Janesville, on a charge of child neglect Monday after police received a report that her children were left alone after Torstenson was arrested on a warrant charging she did not pay a fine for disorderly conduct.

-- MILTON AVENUE AT MATHESON STREET in Janesville at 5:21 p.m. Tuesday, a vehicle driven by Dorothy E. New, 71, of 1037 Quail Lane, Janesville, rear-ended a car driven by Robert M. Forbush, 43, of 315 S. Wisconsin St., Janesville, pushing it into a car driven by Garry K. Kolberg, 66, of 304 E. Wall St., Janesville. New, who was ticketed for inattentive driving, was in good condition this morning at Mercy Hospital in Janesville.
Charged
-- FEDERICO FELIPE ARRELLANO, 27, no fixed address, with second-degree sexual assault, obstructing and two counts of misdemeanor bail-jumping after a Janesville woman reported that he forced her to have intercourse at her home in early March.
