— Janesville City Manager Steve Sheiffer’s official retirement date is Friday, Sept. 5.

Sheiffer originally had said he would retire Sept. 2.

Sheiffer’s contract requires him to work until Dec. 31, but he is leaving early because of accrued vacation and sick days.

The council met in a special, closed-door session this morning to discuss and modify the current employment agreement with Sheiffer.

Sheiffer also agreed to work for 12 days as a consultant between Sept. 5 and Dec. 31. He would be paid per day, and payment would be prorated based on his wages on top of his regular salary.

Council Vice President Bill Truman said he didn’t foresee the city having to call Sheiffer except in possibly an emergency situation.

Truman said the city has excellent employees to help the new city manager.

The council is in the middle of hiring a new manager and will interview five finalists in mid-July. It expects to hire a new manager in August and have him begin working in fall.

The council had to give Sheiffer six months notice to terminate his contract, according to the contract agreement. If the city had not met this morning, Sheiffer could have rescinded his retirement, and the contract would have required the city to employ Sheiffer for another five years, Truman said.

Bill Truman voted against approving the agreement, and George Brunner passed. Russ Steeber, Kathy Voskuil, Yuri Rashkin and Tom McDonald voted yes, while Amy Loasching was absent.

Truman said he voted no because he was concerned about Sheiffer remaining on the payroll through Dec. 31 even though Sheiffer would retire. He said he understands that is what the contract says, and Truman said his “no” vote was more in protest.

Why in the world would Councilman Brunner "pass".

Seems like a cop out (no pun intended) pick a side and vote!!

Seems like the Council President should be around for votes of this nature, not absent!
