Jaycees get late OK for carnival license

— The Jaycees received a last-hour permit for a carnival license when the council met in a special meeting this morning to approve changes to City Manager Steve Sheiffer’s retirement.

The Jaycees had arranged for Chippewa Valley Rides to set up a carnival Thursday through Saturday, but they did not have a permit, and the council must approve a permit.

The Jaycees were told they could not have a carnival, but when a special meeting was called this morning, the council took up the matter and voted to allow the city clerk to authorize the permit as long as the applicant appears in person and pays all fees.

Councilmember Russ Steeber expressed concern because the council had received an e-mail from the Rock County Fair Board saying the Jaycees still have outstanding bills from their haunted house held at the Rock County 4-H Fairgrounds.

“I’m all for being community minded … but in some aspects I feel like we’re being used. I’m undecided which way to go on the carnival,” he said.

The council recently waived Jaycee fees to hold the celebration because of past financial difficulties.

The carnival already has delivered some of its equipment in the parking lot of the Youth Sports Complex, where the carnival will be held.

Councilmember George Brunner voted against issuing the permit.

The permit fee is $70 per day, which the Jaycees have agreed to pay.

So now a carnival will occupy the already limited parking lot adding to what will be a parking/traffic congestion nightmare? Or do they thoughtlessly plan to put all that equipment on the Youth Football, YMCA or Rock Soccer playing fields? Is anybody steering this rudderless ship?

I attended the New Life Assembly Church's carnival and fireworks here in Janesville and I was VERY impressed. They had free rides for the kids, a petting zoo, music, face painting, balloon animals, reasonable rates for food (the only thing i had to pay for!) and a GREAT fireworks show. My kids and I really enjoyed the show and we spent less than $20 for all day/night fun. Thank you for a great evening!

The special council meeting was to deal with Shieffer's retirement issues.
They dealt with the Jaycee issue at the same time, but the city did not bend "over backwards (a special council meeting!) on their behalf."

They didn't go to the owner of MeeMee's because he needs to save his money for legal representation. I had attended two Jaycee's meetings awhile back and was not impressed with their organizational practices and was never surprised when they had to beg for money. It is such a great event, but poorly organized. I was interested in becoming a member but was completely turned off after those meetings. There is no protocol and the meetings were more of a social event than a planning opportunity. I wish them luck. I'd hate to see the fireworks go away. I just think the main Jaycee's organization should really check up on these guys.

The Jaycees have new members, my Fiancee and I were a part of that non-profit organization but quit because we were being walked all over. The Jaycees shouldn't be able to have that Carnival Permit they can't pay for the fairgrounds and here comes the City Counsel backing the Jaycees. Why didn't they go to Screamin' Meemies Owner?

Whitewater also had TWO nights of fireworks, lots of great bands, a carnival, all sorts of great stuff! Yea small towns throw great carnivals! I agree, I dont know what is going on here!

I have to say this is another example of the Jaycees just seeming disorganized and unprepared, and once again the city has bent over backwards (a special council meeting!) on their behalf. I'm not saying we shouldn't do it -- but the community should really take notice. In a city the size of Janesville there are hundreds of businessmen and businesswomen who could help manage this. What has gone wrong?

agree about shopiere. they put on a pretty good weekend. but I was extremely dissapointed in their fireworks last night. They usually have one of the better shows, but this year it was over before it even got going. Was definitely disapointed in it.

I wonder how little ole Shopiere pays for what they do? Hmmm, smaller town, larger crowds, great attractions. Maybe Janesville needs to go and get some education cause clown college hasn't done much for them. Shopiere had truck and tractor pulls, combine demos, a great carnival that was put on by some very friendly folks and they turn such large crowds every year!!! And the little old town of Milton is going to have TWO fireworks shows this year and they are so great!!! How can these little towns pull it off every year and Janesville can't?

I need to know if there will be a beer tent, I used to work for GM and I not going unless I can drink.
Or maybe, there are more drunks in town than those at the plant.
