Janesville and Beloit unemployment ranks in top five in state

Rock County ranks fifth in the state for May unemployment rates, according to the Department of Workforce Development.

The county had a 6.1% unemployment rate, which is the same number as the Janesville metro area. However, the citiesof Beloit and Janesville both have higher unadjusted employment rates for May. Beloit's rate rose to 7.8% and Janesville's rose to 7.3%. The cities are respectively ranked two and three in the state behind Racine, although Beloit's rate is the same as Racine's.

Wouldn't that also make Janesville's the same as Racine and wouldn't that also mean they are all tied for 1st? Or am I missing something?
