The Business Improvement District, or BID, is designed so property owners within Janesville's downtown each pay a certain assessment to make the downtown better.
Monday the City Council is scheduled to refer the BID to the Plan Commission, which would then hold a public hearing on the BID August 18. The proposal would be back at the City Council for a public hearing and vote September 22, unless enough property owners file a petition against it. If owners of forty percent of the assessed valuation of all the property to be assessed file a petition, the City Council could not vote on the proposal and it could not be enacted.
