Arrests

-- JACOB S. CARLSON, 23, of 1736 Hancock Lane, Janesville, at 8:58 p.m. Monday at Sherman Avenue and North Martin Road in Janesville on 19 charges of attempted theft and a charge of obstructing an officer after police investigated attempted thefts from vehicles in the area.


-- SHANNON M. MCELHATTON, 30, of 829 Arlington Court, Janesville, at 9:09 p.m. Monday at the Baymont Hotel, 616 Midland Road, Janesville, after a search warrant was executed there on charges of delivery of cocaine, possession with intent to deliver cocaine, possession of marijuana, possession of drug paraphernalia and running a drug house. In the same incident, JUAN R. RIGGINS, 17, of Chicago Heights, Ill., was arrested on charges of possession of cocaine and obstructing an officer. Police report confiscating 26 grams of suspected cocaine, 10 grams of marijuana and more than $2,000.


-- JAMES F. GILLARD, 28, of 829 Arlington Court, Janesville, at 5:45 p.m. Monday at Mount Zion Avenue and Woodman Road, on charges of possession with intent to deliver marijuana, possession of Ecstasy and possession of drug paraphernalia. He also was arrested on warrants from other jurisdictions for possession of marijuana and driving on a revoked license.


-- RICHARD L. PERGANDE, 38, no fixed address, at 4:40 p.m. Friday at the Rock County Jail on bench warrants charging failure to appear in court on charges of possession of marijuana, possession of drug paraphernalia, delivery of marijuana and battery.


-- CHARLES E. UPSHAW, 59, of 1750 6th St., Beloit, at 9:15 p.m. Monday at the Rock County Jail on a warrant charging failure to report to jail.


-- OSCAR E. DIAZ, 23, of 2507 Hyacinth Ave., Janesville, at 7:20 p.m. Saturday at the Rock County Jail on a charge of failure to report to jail. Diaz was supposed to report Nov. 15.


-- GARY W. FEHR, 44, of 2 Flamingo Lane, Janesville, at 8:46 p.m. Friday at Kwik Trip, 3123 S. Highway 51, Janesville, on charges of possession of cocaine and possession of drug paraphernalia. Fehr also was cited for driving with a revoked license.


-- GARY L. VANCE, 56, of 1622 Chapman Ave., Beloit, at 7 a.m. Friday on charges of false imprisonment, battery, criminal trespassing and misdemeanor bail jumping.


-- DONALD J. HERTEL, 43, of 9217 N. County H, Edgerton, at 7:35 a.m. Friday on charges of burglary and resisting arrest.


-- SHAWN W. STENBERG, 22, of 354 N. Grand Ave. No. 5, Beloit, at 11 a.m. Friday on charges of burglary and stealing a vehicle.


Intoxicated driving arrests

-- JOE M. REINECK, 23, of 507 Rime St., Orfordville, at 12:08 a.m. Saturday on West Highway 213 south of West Plymouth Church Road in Plymouth Township. It was reported as his third arrest on a drunken-driving charge. He also was ticketed for speeding.


-- MARK H. MCCOY, 38, of 908 E. Third Ave., Brodhead, at 8 p.m. Feb. 18 at County T north of Church Road, Brodhead. McCoy was charged with intoxicated driving causing injury after he lost control of his pickup truck, colliding with a van driven by Donna M. Wenger, 56, of 5537 S. County T, Brodhead. Wenger complained of back and neck pain but was not transported. McCoy also was cited for a seatbelt violation.


-- DAMIAN T. PHELPS, 21, of 823 Lincoln Ave., Beloit, at 1:30 p.m. Friday. He also was charged with possession of marijuana.

-- COUNTERFEIT $20 BILL reported at 11:52 a.m. Saturday at Diamond Jimís, 6530 S. U.S. Highway 51, Rock Township.


-- BURGLARY reported at 6:57 p.m. Thursday in the 9400 block of North Serns Road, Milton. The victim reported a shotgun worth $1,400 stolen.


-- BURGLARY reported at 3:45 p.m. Wednesday in the 6200 block of South Highway 51, Janesville. The victim reported someone entered the home and damaged or moved several items.


Accidents

-- HIGHWAY 14 WEST OF MILTON-SHOPIERE ROAD, Beloit Township, at 9:40 a.m. Feb. 19. A semitrailer truck driven by Moises Rodriguez, 26, Chicago, pulled out of a driveway and hit a pickup truck driven by Courtney M. Tremaine, 18, of N2246 Countyline Road, Clinton. Tremaine was reported transported. Rodriguez was cited for driving too fast for conditions.


-- 500 BLOCK OF NORTH WASHINGTON STREET, Janesville, at 2:47 a.m. Saturday. A car driven by Anna M. King, 21, Fort Atkinson, was backing out of a driveway at 551 N. Washington St. A vehicle driven by Michael M. Noss, 47, of 415 N. Palm St., Janesville, struck King. Three passengers in her vehicle were treated and released at Mercy Hospital: Daniel R. White, 21, of 2435 Woodlane Drive, No. 2, Janesville; Ontario D. White, 21, same address; and Crystal E. Lubasz, 24, Fort Atkinson. Noss was arrested for causing injury while driving intoxicated and operating after revocation. King was cited for unsafe backing of a vehicle.
