Security of Janesville's Municipal Building a concern for council

The Janesville City Council votes against a policy change that would allow state and federal candidate forums in City Hall.

The policy change comes in response to a League of Women Voters request to host a congressional candidate forum in city council chambers.

City Attorney Wald Klimczyk says once a governmental facility is opened up for any type of political, commercial or religious free speech it's opened up for all purposes for all users. Another consideration is security. City Manager Steve Sheiffer told the council that offices have been vandalized during council meetings in the past, and it would be hard to guarantee security if no city employees are at an event.

Council member Yuri Rashkin cast the sole vote to approve the policy change.
